The recreational seaport industry carries out many critical functions, including transport circulation, logistics, commercial, and spatial ones. They influence local economic growth and determine the quality of recreational seaport. However, the definition of recreational seaport quality has remained elusive among the community, at present. Hence, this chapter explores the current literature by using the Systematic Literature Review (SLR) to derive at the definition of seaport quality based on three categories: seaport effectiveness, seaport reliability, and seaport governance, which will be main pillars for the development of marinas. This chapter proposes the Seaport Quality System (SQS) and Spatial Interaction Model (SIM) as a way to develop approaches and strategies that support sustainable planning and management of recreational seaports and marinas in countries with extensive coastlines. It is proposed that in order to offer sustainable and quality services, marinas must adopt the SQS model based on identifying and managing quality and risks. In addition, SIM can be utilised to improve the marinas operations by adopting key components in cruise activities, economic corridors and seaport regionalisation. The combination of both models are essential to enhance the growth momentum of marinas in this country.

Since the late 1980s there has been a global rethinking of the human impact on the environment. This led to the emergence of various theories emphasizing environmental stewardship while maintaining a sustainable rate of economic growth. These theories are called the concept of sustainable development. The ecological component of sustainable development emphasizes a frugal attitude to the ecosystem, «green» technologies as the basis for innovative growth and protection of the right of future generations to the quality of the environment. Most developed countries already emphasize the development of such "green" technologies as hydropower, wind power, solar and bioenergy, and geothermal energy. Due to the growing demand of countries for energy resources, it is the development of "green" energy that can become a key point of economic growth of the national economy without harming the environment.

The sustainable development of rural areas is an obvious and fundamental goal of the state policy of the Russian Federation. Improving the quality of life in each village, regardless of its distance from the regional center, is the main task of the regions. The article contains a termological analysis of the definition of “sustainable development of rural areas”. It was concluded that the dominant opinion of the authors on this concept is associated with a process that provides for the needs of residents of rural areas and increases their standard of living. The definition of a “mechanism for sustainable rural development” is given, which, through the methods and tools, implements the possibilities of natural, labor, material and financial resources for the effective development of rural economy. Sustainable and harmonious development of rural areas is possible only through the use of state support measures. The economic, environmental, social and demographic situation of rural areas, as well as their individuality, determine the need for continuous improvement of the mechanism of rural development through its methods and tools. The implementation of state support measures plays a significant role not only for rural residents, but also for leaders of agricultural organizations themselves. A decent and comfortable life in the village contributes to the consolidation of personnel. The importance of these aspects being recognized, the program “Integrated rural development” began to be implemented in 2020, which includes a sufficiently wide range of tools to support villages and rural residents. The program is aimed at reducing the gap in the quality of life between the rural and urban population, creating comfortable living conditions, reducing the outflow of residents from rural areas. As a result of the analysis, the potential and opportunities for the sustainable development of rural territories of Volgograd region were confirmed. These are the creation of conditions for providing villagers with comfortable housing, the development of various types of infrastructures, and the improvement of rural areas. The key directions of the mechanism for sustainable development of rural territories are identified: diversification of activities of the rural population, expansion of the possibilities of financial support for the development of rural territories through the public-private partnership involvement, improvement of preferential lending mechanisms, strengthening of grant support for rural communities for the improvement of rural territories.

The article identifies the main problems of sustainable development of modern Russian society (quality of life, demography, spatial development, welfare of the population, etc.). The key subsystems of sustainable development of regional socio-economic systems (economic, social, environmental, institutional) are analyzed. The role and significance of the institutional subsystem in the sustainable development of regional socio-economic systems is substantiated. The main reasons for the instability of the institutional subsystem of regional development are identified and a number of measures that need to be taken to improve the efficiency of the domestic economy are indicated. The author’s definition of the category “sustainable development of regional socio-economic systems” is presented. Based on the analysis, a graphical model of the interaction of key subsystems of sustainable development of the region is built. Based on the author’s interpretation of the classical production function, a functional dependence of the sustainable development of the regional socio-economic system on the combination of factors of key subsystems is proposed.

The purpose of this study has been to identify the degree of sustainability in the development of the Province of Warmia and Mazury. The theoretical and empirical investigations were conducted between 2003-2014 based on data from the Local Data Bank. Using a comparative indicator method, 20 indicators were developed, with different directions of preference. The evaluation involves the concept of uniform preference, hence the higher the assessment indicator, the better the situation in the evaluated area unit. Our studies on the sustainable development of the Province of Warmia and Mazury suggest that the indicators measuring the environmental dimension and consequently the quality of life of the residents (in this aspect) score higher than the country's average values. It is also optimistic that some progress, however small, can be seen in this area based on the analyzed dynamics of changes.

AbstractWhile there is a growing effort towards AI for Sustainability (e.g. towards the sustainable development goals) it is time to move beyond that and to address the sustainability of developing and using AI systems. In this paper I propose a definition of Sustainable AI; Sustainable AI is a movement to foster change in the entire lifecycle of AI products (i.e. idea generation, training, re-tuning, implementation, governance) towards greater ecological integrity and social justice. As such, Sustainable AI is focused on more than AI applications; rather, it addresses the whole sociotechnical system of AI. I have suggested here that Sustainable AI is not about how to sustain the development of AI per say but it is about how to develop AI that is compatible with sustaining environmental resources for current and future generations; economic models for societies; and societal values that are fundamental to a given society. I have articulated that the phrase Sustainable AI be understood as having two branches; AI for sustainability and sustainability of AI (e.g. reduction of carbon emissions and computing power). I propose that Sustainable AI take sustainable development at the core of its definition with three accompanying tensions between AI innovation and equitable resource distribution; inter and intra-generational justice; and, between environment, society, and economy. This paper is not meant to engage with each of the three pillars of sustainability (i.e. social, economic, environment), and as such the pillars of sustainable AI. Rather, this paper is meant to inspire the reader, the policy maker, the AI ethicist, the AI developer to connect with the environment—to remember that there are environmental costs to AI. Further, to direct funding towards sustainable methods of AI.

Low-carbon economy is a new path which our country is taking to develop economy. As one of the provinces in the southeast coast of China, Fujian develop a low-carbon economy directly relating to the transformation of its economic growth, conservation of energy, improvement of productivity, innovation of technology and so on. We can say that the development of low-carbon economy directly affects the sustainable development of economy and society in Fujian province of China. Therefore, firstly, we believe that government and enterprise should optimize the allocation of resource and improve the utilization of resource. Secondly, the tax policies are supposed to adjust to stimulate the development of environmental protection industry. Thirdly, government should accelerate the construction of infrastructures. Fourthly, the legal system needs to be built and perfected so as to promote the development of low-carbon economy. At last, the investment of techniques is supposed to increase to a certain degree, and the ability of innovation and management of enterprises should be promoted to adapt the development of low-carbon economy of Fujian province.
