Service quality has been a major preoccupation of the hospitality industry throughout the 1980s and the early 1990s. Quality management systems have been clearly identified as a means of increasing the professionalism and social competence of staff, while developments such as customer care programs and quality teams have produced notable improvements in the effectiveness and efficiency. Starting from the main economic goal of making profit in each enterprise, it is necessary to measure and to evaluate effectiveness and efficiency. The aim of this paper is to emphasize the importance and necessity of measuring two aspects of the quality of business success: effectiveness (hotel market success) and efficiency (hotel economy). The paper defines effectiveness and efficiency as well as key ratios for measuring and evaluating those two aspects of quality of business success.

High rates of the development of market relations and international integration processes imply an increase in the level of competition in leading sectors of the economy, which include energy, construction, industry enterprises and others. The purpose of this paper is to develop a universal methodology for assessing and improving the competitiveness of enterprises in the real sector of the economy. The paper analyzes the structure of cost for quality of products, examines the life cycle of the object in order to determine the approaches to the development and implementation of quality management systems. Using various methods of research, recommendations on the formation and implementation of quality management systems in enterprises of the real sector of the economy were developed in order to increase their competitiveness.

Recently the issues of quality management are becoming urgent in Lithuania. They are discussed and aspiration greatly improve the quality of activity in institutions of education are declared. But in the sphere of education the tendency to speak more than really work still remains. Many education organizations define quality as the major priority of their activity. But to declare or define is one thing and seek for that quality is another thing. The application of ISO standards in institutions of education still remains problematic. It is often tried to create own distinctive standards while ISO standards are acknowledged and applied on an international scale. It is understandable that institutions of education are specific and they rather differ from, let`s say, business organizations. Nevertheless, international ISO standards can and must be applied. Considering the process approach which is fixed in the ISO standards, every organization should effectively manage all occurring processes. Everything what happens in the processes later reflects in production or service in one way or another. According to this approach, the management of processes is rather complicated in organizations of education. The management of such processes, if it exists at all, is divided and fragmental. The application of statistical methods analyzing quality management issues in organizations of education is also problematic. Abstract Background: Laboratory diagnostic testing service delivery and compliance with international standards for laboratory quality are directly influenced by laboratory workforce competency. Many hospital laboratories in constrained resource settings such as Cambodia struggle to cope with the training needs of laboratory professionals in an environment of competing healthcare development priorities. Resource limited countries need an adaptable and effective approach to provide laboratory professionals with job-specific quality oversight training to ensure the accuracy, timeliness and reliability of diagnostic services. Case Presentation: Here we describe the results of an in-service training and mentoring program conducted with the Cambodia Ministry of Health at 12 tertiary level hospital laboratories to drive improvements in laboratory quality management systems toward ISO 15189 accreditation, which demonstrated significant progress between baseline and outcome audits in a concurrent study. This case study describes the program, and evaluates how the four primary activities, including actionable gap assessments and planning, centralized and in-situ training curriculum, in-person mentoring, and remote tele-mentoring via video communication technologies, contributed towards quality improvement in the participating laboratories.We evaluated participant responses to Likert scale and free response questions from program and training evaluation surveys, and we used thematic analysis to develop a model of best practices within the program’s four primary activities to inform future training approaches. Of these activities, participants agreed most highly that in-person visits and planning based on gap assessments contributed to their learning and ability to improve laboratory operations. Tele-mentoring was rated lowest by participants, who were critical of excessive group dialogue and distraction during web-conferencing; however, feedback suggests both in-person and remote mentoring contribute to continuing education, accountability to action, and peer collaboration and problem solving to improve workforce efforts toward improved quality management systems.Conclusions: We recommend here a package of in-service training activities for laboratory quality management system improvement initiatives in resource constrained settings that includes needs-based curricula and personalized action plans for participants; interactive and on-site training workshops; and in-person mentoring, complemented with well managed and regular tele-mentoring that focuses on knowledge retention, accountability to goals, and collaborative problem solving. Our model presents an adaptable approach to human resource development for quality improvement in medical laboratories.

Library is all about service, therefore UPT Perpustakaan Universitas Jember commited to always do a continuous improvement on their service by implying quality management systems ISO 9001:2008. Tools to evaluate the effectiveness of quality management systems is quality audit which is held by Badan Penjamin Mutu (BPM) and performed annually. Quality audit performed by interviewing respondents, ask the respondents to filling in the questionnaires, and the last method is observing the library activity, and analyzes if the reality meets the standards set by the UPT Perpustakaan itself. There are 3 types of finding resulted by quality audit avtivity, they are cathegorized as observative finding, minor finding and mayor finding. Minor findings have been found in Pembinaan Koleksi's sector and Gugus Penjamin Mutu's sector whilst the mayor findings coming from Sirkulasi's sector, Pengembangan dan Kerjasama's sector and Layanan Perujukan dan Koleksi Khusus's sector. Mayor findings means that management should give more attention to the implimentation of quality management system which is implied to these sectors because the findings can influence the conformity between the processes and the products offered so that those will affect the services's quality given by the library. Minor findings means that finding will not influences the quality of the services, and generally human error is the cause of that findings. But although it will not influences the quality of the services, the minor findings still needs to be documented and need a correction action to correct the findings so that in the future, the management can prevent similar findings to ever occured again.Keywords: ISO 9001:2008, Library, Quality Audit, Quality Management Systems

The introduction of a quality management system is important because it leads to improved productivity, optimization of business processes of the organization, and also leads to a reduction in production costs. The article considers the theoretical aspects of the quality management system at the enterprise, outlines the methods and classification of existing quality management systems. The essence of legal regulation of the quality management system is investigated and its current state is characterized. It is noted how some experts classify quality management methods. Recommendations for improving the quality management system at a domestic enterprise are offered. Emphasis is placed on the fundamental standards of ISO 9000 and how they are integrated into the state standards of Ukraine. When developing quality management systems, it should be borne in mind that the quality management system covers all processes that occur in the enterprise and on which the quality of products or services depends. According to the capabilities of the production process, the stages of the product life cycle are considered, which should be used at the appropriate stages of development and certification of the quality management system. The task of improving the quality and expanding the range of products is relevant in modern production conditions. This task is multifaceted and includes a number of scientific and technical, environmental, economic and social problems. An interdisciplinary approach is needed for an effective solution. One of the ways is product quality management based on assortment analysis and its innovative development. The experience of developed countries shows that the health of the nation, primarily through food, their safety, is more reliable when it is achieved by improving the quality of products based on standardization worldwide and internationally. At the international level, quality requirements are regulated by ISO standards, strictly focused on the consumer. The first such standards were the standards of the 9000 series, which came out in the late 80's pp. XX century More than half of the world's countries have implemented national standards identical to ISO standards, as well as certified enterprises in accordance with ISO standards.

In recent years, the security and defense sector of Ukraine has been undergoing reforms aimed at gaining the country's membership in the NATO North Atlantic Treaty Organization. One of the many aspects of these reforms is the introduction of some specific standards, in particular, the AQAP 2000 series standards in the quality management systems of military equipment enterprises. In the case of implementation of several international standards at the enterprise, there is a need to create integrated quality management systems. The article presents options for implementing two or more standards in the QMS of the enterprise, analyzes their disadvantages and advantages. The main requirements of the AQAP 2110 standard, which should be integrated with the requirements of the ISO 9001 standard in the context of the PDCA cycle ("Plan-Do-Check-Act"), are considered. The stages of the implementation of integrated QMS are described. The scheme of deliveries of products to the customer in which there is a certification of the quality management system of the manufacturer (supplier) by the external body on conformity assessment, control over the quality of production by military representation, and the government quality assurance GQA has resulted. Government quality assurance GQA means that the authorized national body carries out the process of assessing the conformity of the quality management system of the manufacturer (supplier) to the requirements of ISO 9001 and NATO standards AQAP 2000, which allows the customer to gain confidence in the quality of defense products. A special requirement is to draw up a Quality Plan, which defines the activities, processes, resources, responsibilities of the manufacturer, etc., to convince the customer and the GQA representative that the company can manufacture and supply products of appropriate quality and on time, because in case of defective products or failure to deliver is lost time for a replacement or waiting, and this is a constant risk to the country's combat readiness. Requirements for the content and design of the Quality Plan are given in the standard AQAP 2105. In addition to the above, the following specific requirements of AQAP 2110 are analyzed as the operation of the metrological support system at the enterprise according to DSTU ISO 10012, product configuration management with software according to ACMP 2100, risk management, etc.

Introduction. Quality assurance plays a pivotal role in the health industry. The countries of Western Europe demonstrate good outcomes of cancer care. The purpose of the study. This paper focuses on various backbones of quality assurance systems in oncology in Belgium, Germany, and the Netherlands. Material and methods. Authors retrieved information from PubMed (Medline), Google, and public websites. The key phrases related to the organization of quality management systems for cancer care were used. About 40 informational sources were selected, including scientific articles and media. Discussion. All reviewed countries equipped with the quality management structures affecting such cancer care aspects as: •Creating regulatory acts and policy for next-generation healthcare in oncology; •Employing the top-qualified personnel; •Updating the clinical guidelines and improving medical processes; •Organizing the cyclical processes for monitoring the quality of cancer care and patient needs; •Implementing the innovations; •Implementing the principles of «transparency» in assessing the quality of cancer care. Conclusion. It seems logical to further study Western Europe’s experience in developing quality management systems for cancer care.

This paper looks at the current issues of raising the quality of work in businesses of the service sector including to construction and transport. Options for classifying businesses of this sector are given, as well as a classification by the author. The peculiarities of work in these businesses are examined, along with the peculiarities of their work in the Northwestern District. The advantages of introducing quality management systems into these businesses are given. Furthermore, the interpretation of quality management principles as applied to the service industries and construction are looked at.
