Abstract This paper discusses the link between accountability and internal auditing, particularly analyzing the extent to which the latter contributes to improve the former, in Higher Education Institutions (HEIs). This study applied a questionnaire to the management boards of a sample of HEIs, to empirical analyze the relationship between internal auditing and accountability. The main focus was on internal auditing carried out by the offices or departments in those institutions. The paper contributes to understand how management boards perceive internal auditing to foster transparency and accountability in HEIs, allowing to corroborate that auditing, and particularly internal auditing, favors the institutions’ accountability. In effect, it promotes the principles underlying accountability practices. The information provided in the scope of internal audits is acknowledged as contributing to improve management effectiveness and helping in decision-making. HEIs wanting to create an internal auditing office or to enhance the role of an existing one, should develop this office’s activities so that it becomes an instrument to support accountability and good governance of the organization. The sample consisted of Portuguese public HEIs, universities and polytechnics. Despite a certain international convergence regarding this type of public sector organizations, and regarding their purposes and governance, certain contextual specificities might limit the generalization of the findings for other jurisdictions.

The assessment of management effectiveness during the whole life-cycle process of protected areas (PAs) has become increasingly important, due to the lack of holistic background assessment work on management processes leading to a deeper knowledge of sustainable development (SD) principles. This paper aims to serve as a practical guide through a gradation model of integrated protected area management (IPAM) by carrying out an exhaustive trans-dimensional assessment of management effectiveness, identifying a critical field of activities and developing a framework mix of strategic recommendations leading to the implementation of an effective planning process. Our results could aid in the prioritisation of key decisions towards a more in-depth understanding of how to set up a balanced IPAM, as well as to enable managers and decision-makers to focus on activities that can further pre-established aims and reach the goal of five-dimensional sustainability in terms of SD and good governance.

The study is a current survey aims to answer some of the concerns regarding the level of understanding and practice of compulsory charity (muzzaki) on his obligation to pay alms in accordance with the guidance of Islam, alms management effectiveness by BAZ l LAZ by applying the principles of Good Governance Organization, so that the charity can act as community empowerment and poverty alleviation in the city of Padang. Data collection is done by spreading the questionnaires directly to the public compulsory alms (muzzaki). Of the 150 respondents were given a list of questionnaires, only 105 questionnaires can be used. From the results of research conducted can be concluded that a mandatory public charity (muzzaki) in Padang : understand the provisions of alms and tax laws in force; b ) practice to fulfill their zakat obligation is very high: c ) Understanding of the public on the benefits and effectiveness of the payment of zakat through BAZ LAZ is quite high , but the realization of Padang city communities , are majority make payments directly to mustahik zakat , and not many people through the Agency or amil zakat institutions exist: d) understanding and expectations high enough so that the organization alms (BAZ LAZ) can manage alms properly, effectively and economically, based on the principles of good organization governance. e) high expectations and hopes for the community to BAZ I LAZ always be one tool in the business community empowerment and poverty alleviation .

This chapter locates issues of heritage and preservation in broader debates about ownership of ‘natural’ and ‘cultural’ property and its stewardship (or conservation) as an emerging representation of good governance. Phases of this relationship are considered at three ‘site-museums’. Initially, some in the United States saw Shakespeare's Birthplace as its own heritage and tried to acquire it. Secondly, Britain, which still spoke for Canada in matters of foreign policy, cooperated with the United States to protect monumental and scenic interest at Niagara Falls. This took place as national parks were emerging as a form of representational culture. Finally, British and American voluntarist groups come together to protect Carlyle's House, London, with government backing behind the scenes as a form of cultural diplomacy.

Since 2005 until today, experience has been gained in the preparation, implementation and impacts of the evaluation of the management effectiveness of German national parks. This process began with the development of a quality set containing fields of action, criteria, standards and a questionnaire to assess the state of national park management. This quality set was applied in the first voluntary full evaluation of German national parks, which took place from 2009 to 2012. An assessment of the full evaluation and the following interim evaluation (2015–2018) demonstrated the positive effects of the evaluation for the national parks, but also revealed some weaknesses of the quality set and the evaluation process. For this reason, work has been underway since 2019 to further improve the evaluation method; however, this has not yet been completed. The article provides an overview of the entire process. It concludes with considerations on the transferability of the evaluation method to other countries and gives some recommendations as to the most important aspects to be considered when evaluating the management effectiveness of national parks.

Fulfillment of the provision of accurate information and timely in the use, management, effectiveness and responsibility in the banking sector is a must.As a high industry regulation, then needed a good Governance to all sectors including in the field of information technology (it), particularly in the implementation of the principles of Good Corporate Governance.Research using the framework IT Governance as a method of analysis, namely: structure, process, the mechanisms of the relationship; Weill & Ross; ITGI; and AS8015.Then the mapping of the results obtained will be formulated problems facing Banks DNM in it governance.The formulation of the problem is then mapped into a Fishbone Analysis solution is given and try using COBIT 4.1 Best Practice.From the results of this research are expected to Bank DNM can enhance the fulfillment of their needs in terms of information provision to support the implementation of the tasks and functions in the banking sector.

Ecuador belongs to the group of 17 megadiverse countries on the planet, and the Ecuadorian national system of protected areas covers around 20% of the country’s territory. Despite some initiatives for protected areas management effectiveness evaluation, the information on this matter is scarce and a general overview is missing. In this context, this study aims at investigating problems faced by National Parks in Ecuador and developing a base level management effectiveness evaluation for possible comparative assessments in the future. Focusing on all 12 legally established National Parks, this study used the Management Effectiveness Tracking Tool (METT), an internationally consecrated methodology based on a scorecard questionnaire that includes six elements of management cycle: context, planning, inputs, processes, outputs and outcomes. The questionnaire was applied to Ecuadorian National Parks management teams through face-to-face interviews. The resulted overall management effectiveness indices are between 40.6% and 99.0%. The general condition of biodiversity value was considered as good in line with the legal status and National Parks design but topics related to budget allocation, tourism arrangements, communities and indigenous people received lower scores. The low enforcement emphasis is not necessarily the best way to improve management effectiveness; the identified issues should be addressed by including communities and indigenous people in the decision making and benefits sharing as well as strategic allocation of budgetary resources, with proper adaptation to Natural Parks’ specific conditions.

Community based natural resource management (CBNRM) programs presently proliferate across the Global South. In Southern Africa, CBNRM overwhelmingly focuses on wildlife conservation in areas adjacent to national parks and game reserves. The objects of these development activities are remote communities that exhibit the highest levels of poverty in the region, the consequences of which are sometimes resource degradation. CBNRM seeks to empower and enrich the lives of these communities through the active co-management of their natural resource base. Almost without exception, however, CBNRM projects have had disappointing results. Common explanations lay blame at the feet of local people who are seen to lack capacity and will, among other things. This paper contests this explanation by subjecting the particular case of Botswana to a deeper, critical political ecology analysis. Drawing on insights from Homer-Dixon regarding resource capture and ecological marginalization, and from Acharya regarding the localization of global norms, the paper argues that CBNRM is better understood as a discursive site wherein diverse actors bring unequal power/knowledge to bear in the pursuit of particular interests. In Botswana this manifests at a local level as an on-going struggle over access to land and related resources. However, given that CBNRM is supported by a wide array of international actors, forming perhaps the thin edge of a wider wedge in support of democratization, good governance and biodiversity preservation, locally empowered actors are forced to adapt their interests to the strictures of emergent structures of global governance. The outcome is a complex interplay of activities whereby CBNRM is realized but not in a form anticipated by its primary supporters.
