For a long time, the natural sciences owed their success to the strategy of reducing phenomena to a few effective causes. Today, an additional approach is emerging: thinking in terms of complex systems. It explains a kind of illusory world that is beginning to establish itself between reality and humans, e.g., passionate gamers: the world of simulation. The most explosive example is so-called artificial intelligence. It claims to be able to emulate human characteristics. This bold claim confronts us with old and new questions: Can machines really learn? Are they even intelligent? Can a robot be more than wires, transistors and programs? And last but not least: Who are we – the humans?

Automation of human tasks has taken place for a long time now. Humans have in earlier periods dreamed of a world where machines capable of mimicking decision making would be created with some works of fiction describing in caricature, how machines would take over the human space in the world. Artificial intelligence has come to fruition in the last few decades following the development of fast computing capability and vast chip memory. Discussions of how the human space will look and feel when artificial intelligence have taken place at various levels of global organization geared towards ensuring that the new “thinking machines” do not rock human society in ways to render them obsolete. This article looks at the ethics of AI considering the issues that have been outlined by others in the light of communitarian ethics as seen in Africa. It describes the possible impact of thinking machines on society and how individuals would relate with each other and with AI systems.

The number of people around the world who have diabetes is about 422 million. Diabetes seriously affects the blood vessels in the retina, a disease called diabetic retinopathy (DR). The ophthalmologist examines signs through fundus images, such microaneurysm, exudates and neovascularisation and determines the suitable treatment for patient based on the condition. Currently, doctors require a long time and professional skills to detect DR. This study aimed to implement artificial intelligence (AI) to resolve the lack of current methods. This study implemented AI for detecting and classifying DR. AI uses deep learning, such the attention mechanism algorithm and AlexNet architecture. The attention mechanism algorithm focuses on detecting the pathological area in the fundus images, and AlexNet is used to classify DR into five levels based on the pathological area. This study also compared AlexNet architecture with and without attention mechanism. We obtained 344 fundus images from the Kaggle dataset, which contains normal, mild, moderate, severe and proliferative DR. The highest accuracy in this study is up to 91% and used the attention mechanism algorithm and AlexNet architecture. The experiment shows that our proposed method can provide results that can detect the pathological areas and effectively classify DR. Keywords: Artificial intelligence, Diabetic Retinopathy, Attention Mechanism, AlexNet

Introduction. The article continues the series of publications on the linguistics of relations (hereinafter R–linguistics) and is devoted to an introduction to the logic of natural language in relation to the approach considered in the series. The problem of natural language logic still remains relevant, since this logic differs significantly from traditional mathematical logic. Moreover, with the appearance of artificial intelligence systems, the importance of this problem only increases. The article analyzes logical problems that prevent the application of classical logic methods to natural languages. This is possible because R-linguistics forms the semantics of a language in the form of world model structures in which language sentences are interpreted.Methodology and sources. The results obtained in the previous parts of the series are used as research tools. To develop the necessary mathematical representations in the field of logic and semantics, the formulated concept of the interpretation operator is used. Results and discussion. The problems that arise when studying the logic of natural language in the framework of R–linguistics are analyzed. These issues are discussed in three aspects: the logical aspect itself; the linguistic aspect; the aspect of correlation with reality. A very General approach to language semantics is considered and semantic axioms of the language are formulated. The problems of the language and its logic related to the most General view of semantics are shown.Conclusion. It is shown that the application of mathematical logic, regardless of its type, to the study of natural language logic faces significant problems. This is a consequence of the inconsistency of existing approaches with the world model. But it is the coherence with the world model that allows us to build a new logical approach. Matching with the model means a semantic approach to logic. Even the most General view of semantics allows to formulate important results about the properties of languages that lack meaning. The simplest examples of semantic interpretation of traditional logic demonstrate its semantic problems (primarily related to negation).

The phenomenon of economic growth is studied by economists and statisticians in various aspects for a long time. Economic theory is devoted to assessing factors of growth in the tradition of R. Solow, R. Barrow, W. Easterly and others. During the last quarter of the century, however, the institutionalists, namely D. North, D. Wallis, B. Weingast as well as D. Acemoglu and J. Robinson, have shown the complexity of the problem of development on the part of socioeconomic and political institutions. As a result, solving the problem of how economic growth affects inequality between countries has proved extremely difficult. The modern world is very diverse in terms of development level, and the article offers a new approach to the formation of the idea of stylized facts using cluster analysis. The existing statistics allows to estimate on a unified basis the level of GDP production by 174 countries of the world for 1992—2016. The article presents a structured picture of the world: the distribution of countries in seven clusters, different in levels of development. During the period under review, there was a strong per capita GDP growth in PPP in the middle of the distribution, poverty in various countries declined markedly. At the same time, in 1992—2016, the difference increased not only between rich and poor groups of countries, but also between clusters.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

The article deals with psychodidactic aspects of mastering the content of natural sciences by humanities students. The specificity of teaching the natural science disciplines of humanities students is determined by the presence of features of perception and processing of information in this group of students. For the humanities, the prevalence of associative, figurative thinking, emotional perception of information, the rejection of formalized, evidence-based ways of reasoning, the dominance of the real perception of the world over the abstract, idealized, are more characteristic. Modern pedagogical methods are mainly focused on left hemisphere perception, which is why right hemispheric students find themselves at a disadvantage.

From an economic and strategic perspective, the Strait of Malacca is one of the most important shipping lanes in the world. It has always been a strategic maritime route that benefitted kingdoms of Tiriwizara, Majapahit, Malakka, Pagan, Hantawaddy and Konbong Kingdoms of Myanmar. Thanks to the long borderland, China and Burma have always engaged in trade and diplomatic relation. Burma, presently called Myanmar, is an important country from the perspective of geo-politics in the region, but never has the situation of 8 million Muslims in this country been worse. Muslims have been living in Myanmar for a long time. The previous Buddhist rulers of the country and the British administration that followed provided rights of citizenship to them without discrimination. In the light of these welcoming circumstances, Muslims were happy to contribute to the nation by joining the army, the police force, government institutions in areas such as health care, education, trade, business, agriculture as well as in politics and as legislators in the parliament of Myanmar. Nevertheless, their unfortunate history began when the military came into power in 1962. All the rights and responsibilities they had enjoyed over the years became restricted. Discrimination policies were applied in every segment of national institutions, thereby threatening their citizenship rights. The discrimination continued to the extent that their racial status as one of the 145 ethnic groups of Myanmar was removed. Consequently, frequent riots, afflictions, and violence against Muslim minorities became the norm, rendering peaceful coexistence between Muslim and Buddhists difficult. The objective of this paper is to research the historical existence and identification of Muslims in Myanmar. Findings of this work will touch upon a theory of peaceful coexistence between Muslims and Buddhists in Myanmar. Keywords Islam, Muslim, identity, rights, discrimination, peace, coexistence.

The principal goal to create natural parks and biological reserves in the world is to promote the conservation of biodiversity. During long time, traditional people established “especial areas” to guarantee natural resources for the future. Others, as kings and rural aristocracy used this areas for practice sports like hunting. The first public parks were created in United States during the XIX century, to preserve the environmental features of the Yellowstone against the human explotation. In this work, I wil discuss conservation of natural areas using the territory and the territorialization concepts and their several meanings: biological/ecological and social. The biodiversity value under principles of a new discipline — Biological Conservation — is showed as contribution. Public policy is discussed at the end of work exploring some reasons of the controversy between government speech and the conservation practice in natural parks and biological reserves.

Dreyfus argues that there is a basic methodological difference between the natural sciences and the social sciences, a difference that derives from the different goals and practices of each. He goes on to argue that being a realist about natural entities is compatible with pluralism or, as he calls it, “plural realism.” If intelligibility is always grounded in our practices, Dreyfus points out, then there is no point of view from which one can ask about or provide an answer to the one true nature of ultimate reality. But that is consistent with believing that the natural sciences can still reveal the way the world is independent of our theories and practices.

The world of work has been impacted by technology. Work is different than it was in the past due to digital innovation. Labor market opportunities are becoming polarized between high-end and low-end skilled jobs. Migration and its effects on employment have become a sensitive political issue. From Buffalo to Beijing public debates are raging about the future of work. Developments like artificial intelligence and machine intelligence are contributing to productivity, efficiency, safety, and convenience but are also having an impact on jobs, skills, wages, and the nature of work. The “undiscovered country” of the workplace today is the combination of the changing landscape of work itself and the availability of ill-fitting tools, platforms, and knowledge to train for the requirements, skills, and structure of this new age.
