Canada with its large amount of forest land of low productivity should manage the majority of the forest extensively rather than intensively. Extensive management can keep our stumpage rates or subsidies low, and help us remain competitive with the expanding areas of more productive forest in the world. Factors that influence and indicate that extensive management is more feasible than intensive management include: the low average productivity of Canadian forests, stumpage rates or subsidies allocation of present funds, present net value calculations, interest rates, risk factors, non-timber values, technological developments, present natural regeneration, lack of management information, current timber supplies, and protection of the forest. The challenges to the forester are to obtain and practice the extensive management skills necessary to produce a profitable resource for world markets. To meet these challenges will require that foresters treat the growing of trees as a profit source rather than as a cost to the people of Canada. Key words: Extensive management, intensive management, forest management.

Extensive management is favoured over intensive management for integrated resource management of average Canadian forest sites of low productivity. The two arguments for extensive management are : the higher relative values obtained with extensive management, and the greater acceptance of extensive management by the public.

Although forest devolution has become a key strategy of forestry reforms to mobilise local resources for sustainable forest management, there is growing concern about the legitimacy of this strategy. There have been escalating disputes between forestry agencies and local people as to who receives the rights to forests. Examining the policy of forest land allocation in Vietnam helps us to understand this legitimacy issue. Research findings from three case studies show trade-offs between the two policies’ goals, environmental protection and livelihood improvement, due to locals’ low awareness of the intrinsic values of forests and their lack of knowledge regarding the policy.

Kata Kunci : Pelayanan Publik, Inovasi Pelayanan Pajak, Samsat Rame (Samsat Ramah Merakyat)   Public service becomes the most visible measure of government performance. Along with technological developments and the many challenges that must be faced, public services must be aligned with breakthroughs or innovations. One of the public services that need to be optimized is the One-Stop One-Stop Administration System (SAMSAT). Therefore, the Samsat Gresik Joint Office made an application that was inaugurated on July 14, 2020, namely SAMSAT RAME (Samsat Ramah Merakyat), which is a tax service application as well as information related to the extension of the validity period for motorized vehicle registration certificates (STNK). The purpose of this study is to find out how to optimize the services of the Samsat Gresik Joint Office through the Samsat Rame Application Innovation (Samsat Ramah Merakyat) so that it is able to answer several public service problems. Data analysis techniques are data collection, data reduction, data presentation, and conclusion / verification. Data collection techniques through interviews, observation, documentation and literature study. The results of this study indicate that the Peoples Friendly Samsat application (Samsat Rame) is not efficient because service inputs are still burdensome for service users. Not yet effective because it failed to achieve the goals desired by the organizers. As well as the poor quality of results due to supporting factors that seem to make the Samsat Rame application done because it is urgent without thinking about the long term. While the inhibiting factor has more influence on the discontinuation of the Samsat Rame innovation. One of the suggestions that can be put forward is to increase socialization and promotion to the people of Gresik Regency. Keywords: Public Service, Tax service innovation, Samsat Rame (Samsat Ramah Merakyat)

Introduction: The imbalance between technological development and ideological strengthening has resulted in the fading of the Pancasila ideological values of millennials. Technology that accompanies everyday life seems to be the main character in human life. Yet if humans themselves do not use technology wisely, technology can be a threat to both individuals and the life of the nation and state. If technology is increasingly out of control, threats to the Pancasila ideology are very likely to occur, such as in the G 30S PKI incident. Therefore, it is necessary to take action both from the government and the community as individuals to safeguard the development of technology to be used wisely. That way, we can prevent the threat to the Pancasila ideology together. Writing this article aims to analyze how the role and influence of the Pancasila ideology on the millennial generation in the 4.0 industrial revolution and to find solutions so that the values of Pancasila remain attached to the next generation of the Indonesian nation. Method: Writing This article uses a qualitative method by using literature reviews from the results of related research journals that have been published online through websites and other online media. Results: Thirteen journals and one book have met the criteria for the inclusion of a predetermined review. Research is based on the stigma of society regarding technological developments in the Industrial revolution 4.0. Therefore, the government is expected to be more severe in implementing human capital management. Conclusion: By procuring human capital management, it will be possible that Human Resources (HR) in Indonesia will be able to carry out the ideals of a golden Indonesian generation with Pancasila values inherent in the hearts of the people and the nation's future generations.

This research was conducted to analyze the influence and correlation of interest rates as one form of the implementation of usury practices on inflation and poverty in Indonesia. This study uses secondary data from the publication of the Central Statistics Agency (BPS) and Bank Indonesia for the period 2005-2018. This study uses Simple Linear Regression Analysis Techniques and Pearson Correlation Techniques. The results showed that interest rates as one form of the implementation of usury practices had an effect and had a positive and significant correlation to inflation in Indonesia. The practice of ribawi actually will bring a negative impact on the economy of the people in Indonesia in the form of an increase in the level of inflation in society. Measures of monetary policy intervention in maintaining price stability and inflation in society have not shown a positive impact. Also, the results of the study showed that interest rate policy also had a positive influence and correlation on the increase in the poverty depth index. That is, when interest rates are set to rise, the poverty depth index in the community also tends to go up or get worse. The findings of this study reinforce the legitimacy of the word of Allah Subhanahu Wa Ta'ala in the Qur'an and the Hadith related to the prohibition of usury practices that can lead to injustice, wrongdoing, and economic destruction of the people.

Situation and concerns of forest owners - some notions (essay) The swiss forest economy is expecting huge challenges due to major changes in national and international circumstances. The main task in future time will be to combine proven traditions and principles with new and probably massif changes in an optimized way. We must be aware of the fact that some existing methods of forest management and sylviculture will eventually have to be adapted in a quite extensive and fundamental way. Swiss forest land owners must be recognized again as the main actors and the most important stakeholder concerning forest matters. There has been a very long period of reducing forest owners property rights and liberty of action, this process has to be stopped now. The increasing demand for existing and new non-wood forest products and services and for further limitations in forest management must be satisfied increasingly on a voluntarely basis (product selling, service agreements), rather than by tightening up the forest and other forest-related laws. The well-known «wake theory» in Swiss forest economy doesn't work anymore in its traditional form.

In any functional democratic system, some decisions are left to experts (who may be overseen indirectly by the people), while others are directly in the hands of the people. How to allocate these decision rights is a persistent problem in democratic theory. This chapter argues that competence is a crucial criterion in deciding the question of who decides. Further, part of the solution to the persistent pathologies of democracy is to reduce the sphere of politics and also the sphere of political control. Certain issues, such as trade policy, immigration policy, central banking interest rates, who serves as district attorney or judge, and various kinds of regulation, should be kept out of democracy’s hands—for everybody’s own good.

This chapter presents and analyzes the use of Information and Communications Technology (ICT) in public participation and more specificly in e-referenda as an aspect of direct democratic participation. It aims to explain the correlation between ICT and e-referenda. Referendum, used as an instrument to accept or deny a proposed political decision, has a strong function of controlling political power and securing the openness of political power structures. It serves as an instrument of division of powers and opens roads to opposition outside parliament. In general, it provides the people with veto positions (Schiller, 2003, p. 12). By presenting the evolvement of the ICT and the technological developments that resulted an impact on the way democracy is being exercised in the modern societies, there is an attempt to provide ideas and solutions on the use of e-referenda in modern democracies. The dangers, the advantages, and the disadvantages of the use of ICT in democracy are presented and analysed as well. All these issues are being discussed, as this chapter tries to give a clear and objective perspective regarding the role of e-democracy and the problems that come along with its implementation.

The development of the forester's leadership role in forest land management is compared to rising profile of land between a sea or lake shoreline and a range of mountains, the progression is upward but the rate of climb changes. No plateau is identified. Reference is made to forestry leadership in several fields of forest land management; administration, land use, planning, research, forest management, recreational land use and fish and wildlife management. It is noted that forest land management includes activities for which foresters were not academically trained and reference is made to the fact that non-foresters, e.g. biologists and geographers are giving leadership in forest land management and thus providing beneficial competition and stimulation. The most important leadership role in the future may relate to regional planning. The forestry profession is cautioned not to abdicate this field to those in other disciplines.
