As the source of raw material for Canada's forest industry shifts from the frontier of original timber to managed crops, the policy framework influencing investments in silviculture assumes critical importance. Opportunities for economically beneficial silviculture are probably substantial, but policy makers have been provided with surprisingly little evidence of the kind they need to allocate budgets appropriately. Moreover, governments have created serious obstacles to silviculture through property tax systems that generate disincentives to forest enhancement, through forest tenure arrangements that are insecure or dampen regional timber markets, and through regulations that impede or distort silvicultural effort. Removal of these obstacles, and provision of information and guidance about silvicultural opportunities, would give considerable stimulus to improved forest management in Canada and undoubtedly at less cost than new governmental silvicultural programs. Sustainable forest management may be considered an evolutionary step beyond sustained yield management. Although objectives related to sustainable forest management are common in Canada, policy means of achieving these objectives are rarely spelled out. Currently, forest tenure policies are dominated by concepts associated with sustained yield that may preclude the realization of sustainable forest management objectives. This paper identifies how tenure policies based on sustained yield concepts of allowable annual cuts could change in order to address a more holistic view of forests associated with sustainable forest management. Sociology has made only minor contributions to forest management and policy in the past. Changes in the dominant paradigm of forest management have opened a window of opportunity for practical applications of sociology in a forestry context. Sociological analyses of stakeholder values, social movements, conflict and its resolution, poverty in forest-dependence regions, complex organizations, and global restructuring may provide insight and valuable data to forest managers and policy makers. Recent theoretical advances with respect to community stability may also have important policy implications. This paper discusses the potential of certification and criteria and indicators (C&I) of sustainable forest management (SFM) for filling voids in forest policy in Canada. These processes have promised advances towards SFM that the current property rights conveyed on the forest industry, through existing systems of tenures, may simply not allow. In general, the broad social welfare approach that current thinking in sustainable development supports, and that certification and criteria and indicators appear to employ, is not consistent with the incentives, rights, and responsibilities that private forestry firms currently hold. There is a fundamental mismatch between the property rights that have been conveyed to private firms operating on public forest lands and what the policy frameworks of certification and C&I are expected to deliver. The conclusion is that if the voids in forest policy are to be successfully filled by certification and C&I, the underlying property rights currently held by firms will need revision. In recent years, sustainable forest management has become the paradigm for forest policy. In this context, national forest programmes (NFP) are defined, in the broad sense, as planning instruments to achieve sustainable forest management at both national and subnational levels. The challenges for forest policy is to increase the number of agreed strategies and improve communication relations with the wide range of stakeholders involved, as well as those posed by the multiple use of forests, which are perceived not only as a source of raw material but also of goods and services for society in general. Although the definition and the contents of NFPs in Europe is in a permanent process of improvement, redefinition and discussion, it seems clear (since it appears implicit in several of their principles) that their formulation and implementation must entail a greater involvement of society in the decision making process, and more emphasis will have to be placed on the aspects of participation. The umbrella of participation covers a wide range of different processes and in this context the need emerges to monitor and evaluate this participation. This paper describes the monitoring and evaluation and shows the main results of the participation conducted in the framework on the national forest programme of Catalonia during the years 2003 – 2005.

Abstract. The Guyana Forestry Commission’s (GFC) Monitoring, Reporting and Verification System (MRVS) is a combined Geographic Information System (GIS) and field-based monitoring system, which has underpinned the conducting of a historical assessment of forest cover as well as eight national assessments of forest area change to date. The System seeks to provide the basis for measuring verifiable changes in Guyana’s forest cover and resultant carbon emissions from Guyana’s forests, which will provide the basis for results-based REDD+ compensation in the long-term. With the continuous compilation, analysis and dissemination of MRVS results on a typically annual basis, the GFC envisioned a larger role for this data, in informing national processes such as natural resources policy and management. This resulted in a significant broadening of the application of the MRVS data and products for purposes that are aligned or complementary to national REDD+ objectives and forest policy and management. These broader applications have allowed for a beneficial shift towards the increased use of remote sensing data and scientific reporting to inform forest management, governance and decision making on natural resource management across forested land. This has resulted in a transformation in the nature of data available to inform decision making on forest management and governance, and overall environmental oversight, from predominantly social science data and factors to now incorporating remote sensing and scientific observations and reporting. Primary decision makers are turning to scientific based reporting to determine best approaches for developmental initiatives in Guyana. This study shows how Guyana has demonstrated significant progress in making remote sensing products accessible and useful to policy makers in Guyana.

Two important questions are addressed: has the time come to rethink Canada's forest tenure systems; and, if so, what directions might these reforms take? The evolution of Canada's Crown forest tenure systems are described and their role as instruments of public policy are discussed in the context of changing demands on, and attitudes towards, forest resources. The desirable features of a tenure system designed to pursue sustainable forest management (SFM) are presented and current provincial Crown forest tenure arrangements are critically examined in the light of these criteria. A range of alternative approaches to tenure reform are suggested but no definitive recommendations are made. Key words: public forest policy; forest tenure reform, sustainable forest management

In anticipation of the review and revision of Ontario's current site protection guidelines, a site disturbance task team was formed in 2004. Over the next two years, they conducted an extensive review of the scientific literature and existing guidelines from other jurisdictions, as well as engaging both forest industry partners and Ontario Ministry of Natural Resources (OMNR) field services personnel in a consensus building exercise (i.e., client survey, field tours, and formal workshops). The goal of their efforts was to develop a set of provincial-level site disturbance standards with metrics to be considered as part of Ontario's new stand/site guide scheduled for release in 2009 and implemented in the 2011 forest management plans. The process developed by the task team was a pro-active approach that engaged the end users of the product throughout the process and should provide stronger accountability to the public and increase competency in our practices. Setting the first iteration of a standard as a practical benchmark for rutting (depth 3 cm, length 4 m and cumulative limits for each harvest block - 10% for clearcut and 2% for partial cut systems) will allow the forest industry to adapt to the approach relatively easily and provide a visual indicator of performance. It was stressed that there needs to be a rigorous effectiveness monitoring protocol based on objective-based silviculture that is integrated within an adaptive management framework. This, in turn, will provide local science and evidence to: (1) conduct a comprehensive evaluation to the effects and impacts of site disturbance, (2) provide a quantitative, results-based evaluation of the effectiveness of the proposed guidelines, and (3) increase core competency and performance with respect to silviculture effectiveness and the role of soil disturbance in meeting our forest management objectives. Without a strong commitment and linkage of compliance, effectiveness, and validation monitoring, Ontario's forest policy development will largely remain in a state of "repeat or react" rather than "evaluate and adjust". That British Columbia's forest industry faces severe environmental, social, and economic problems can be denied by only the most optimistic of forest managers. There is a crisis in our woods and people are looking for permanent solutions. Big, bold ideas are required to guide us out of the morass, including new approaches for allocating forestlands among different uses. Binkley's forestland allocation strategy (FAS) is one such proposal. This scheme, although efficient from an economic perspective, is seriously flawed from an ecological and aboriginal standpoint. A group of international experts evaluated whether the aims and instruments of Swiss forest policy are suitable for the promotion of sustainable forest management based on the pan-European criteria. Approach and main results are presented as well as the method developed for the definition of sustainability indicators as an instrument for the evaluation of sectoral policies and the possibility of a transfer of methods and indicators on an international level.

Purpose – The purpose of this paper is to link the multifarious problems of the elderly in a socio-economic and psychological framework. Design/methodology/approach – The universe of the sample is elderly left behind in emigrant households in Kerala. In total, 600 samples were mustered using multistage stratified random sampling method. The paper, with the aid of factor analysis, χ2 and correspondence analysis, blemish the principal factors responsible for the migration-induced exclusion of the elderly. Findings – The empirical result derived from the study shows that migration-induced exclusion is all pervasive in Kerala. The elderly left behind yearn for the presence of their children rather than the emigration and concomitant remittances. Research limitations/implications – The findings of the study are helpful to the policy makers to understand the issues faced by the elderly and include all stakeholders concerned to find a solution to tackle these problems faced by the elderly due to emigration of their children. Practical implications – The study is practically relevant in developing appropriate policy framework in Kerala as it illumines the role of the government to overcome the exclusionary trend and other manifold problems of the elderly. Social implications – The study sheds light to a new social problem developing in the state in the form of elderly exclusion owing to emigration of the young working groups in regional dimensions, demographic levels, community angles and the emerging culture of old age home in the Kerala economy and society. Originality/value – The study is a unique one and tries to situate the principal factors responsible for the emigration-induced exclusion of the elderly in Kerala with empirical evidence.
