This article discusses collaborative research with the Office of the Wet'suwet'en Nation on their traditional territories in north-central British Columbia, Canada, a forest-dependent region where contemporary and traditional forest resources management regimes overlap. In-depth personal interviews with the hereditary chiefs and concept mapping were used to identify social-ecological linkages in Wet'suwet'en culture to inform the development of culturally sensitive social criteria and indicators of sustainable forest management (SFM) in this region. The preliminary results demonstrate how the CatPac II software tool can be applied to identify key component concepts and linkages in local definitions of SFM, and translate large volumes of (oral) qualitative data into manageable information resources for forest managers and decision-makers. Conceptions and challenges of public participation in British Columbia are reviewed to identify those characteristicsof planning processes that serve to benefit or constrain the interests and needs of public stakeholders. Perspectives onpublic participation, including representative and participatory democracies, and approaches to incorporating publicperspectives in decision-making (i.e., shared decision-making, consensus-building, and interest-based negotiation) arepresented to demonstrate the different approaches (and their benefits and challenges) available for providing opportunitiesfor public participation. Lessons from other natural resource management contexts are distilled and used to evaluatethe BC context. Three principal forest planning and management frameworks (the Commission on Resources and theEnvironment, Land and Resource Management Plans, and sustainable forest management certification) are examinedin light of whether meaningful opportunities for public participation were provided.Key words: public participation, British Columbia, Commission on Resources and the Environment, Land and ResourceManagement Plans, sustainable forest management certification

It is critical to understand how the public prioritizes multiple forestry values when establishing objectives for sustainable forest management. While this is a complex and difficult task, a necessary step is to elicit a broad range of public opinions in forest planning to ensure that decisions serve the needs of various forest stakeholders and society at large. This study seeks to understand how six forest dependent communities in British Columbia prioritize a number of attributes associated with sustainable forest management by using a simple survey-based measurement tool, the Thurstone scale. The results suggest that ecological attributes are a higher priority for survey respondents followed by quality of life, global warming, and economic considerations. This paper explores some of the ramifications of the priorities for sustainable forest management measured in these six communities as well as implications for using the Thurstone scale in processes like Public Advisory Groups.

Forest companies in British Columbia and Alberta have requested increases in allowable cuts on their public land tenures. The present regulatory framework about allowable cut effects is briefly outlined for each province. Seven requirements are proposed for granting an ACE, including consistent and reliable performance, risk assessments, stable operating and market conditions, robust age class distribution, government and public confidence, adequate benefits, and no unacceptable negative impacts on non-timber values. Some of the important "bad" and "good" news about allowable cuts is itemized, together with the drivers for change in sustainable forest management (SFM). It is concluded that professional and technical rigour is required in requests for an ACE. The cost of access to Crown timber has been increased by SFM and foresters and the industry are challenged to produce credible scenarios using new computer technologies, and then to carry them out. This study draws upon the results of a survey of the general public in three communities in British Columbia to examinethe social bases of satisfaction with public participation in forest management decision-making at both the local andprovincial levels. The main findings are that those members of the general public who are relatively more biocentricallyoriented (as indicated by the NEP Scale) are less satisfied, and those who have acquaintanceship ties to people employedin the forestry sector are more satisfied. Women and those with more education were less satisfied (at the provincial level),and Vancouver residents were more satisfied (compared to Kelowna and Armstrong residents). Overall, satisfaction withpublic participation in forest management decision-making was relatively low. It was, however, slightly higher at the locallevel than at the provincial scale. Riverside Forest Products (Kelowna, British Columbia) has embraced a sustainable forest management approach for the management of one its forest tenures—Tree Farm License 49. This document discusses the rationale behind many of the concepts within this approach in the context of current ecological theory. We focus specifically on the following concepts: (1) forest retention, (2) ecosystem representation, (3) ecological contributions from unharvested forests, (4) zoning and the TRIAD approach, (5) stand-level habitat elements and landscape-level features, and (6) ecological indicators. This document provides an example of the application of current ecological theory within a commercial forestry operation in Canada and is thus broadly applicable to foresters, forest managers, and researchers in most jurisdictions. The Forest Resources Assessment 2015 is a comprehensive dataset from the Food and Agriculture Organization of the United Nations (FAO), which provides the opportunity to explore some of the emerging topics related to sustainable forest management. This paper assesses how forests in British Columbia, Canada, compare globally on several key sustainable forest management parameters in four domains—biophysical indicators and legal framework, management plans, data management, and stakeholder involvement. The comparison was done against eight jurisdictions, namely Australia, China, Japan, the European Union, New Zealand, the Russian Federation and the USA. To accomplish our objectives, country-specific data on sustainable forest management parameters were extracted from the 2015 FAO’s Global Forest Resources Assessment (FRA). Data specific to B.C. were sourced from Canada’s National Forest Inventory, and National Forest Database. Our results showed that British Columbia (B.C.) has one of the highest proportions of land covered with forests (57%) among all jurisdictions. The total forest area in B.C. has remained stable at around 55 million ha. The current rate of deforestation (6200 ha per year) is among the lowest in all jurisdictions. Data on the extent of primary forests in B.C. is unavailable. However, 22.6 million ha (41% of B.C.′s forests) have been classified as old growth forests (using a definition unique to B.C.). B.C. is the leading provincial forest producer by volume, and produced 67.97 million m3 of roundwood in 2015. With approximately 11 billion m3 of standing timber, roundwood production volume has held steady since 1990. In British Columbia, the National Forest Inventory—British Columbia Program (NFI-B.C.) is used to track and monitor the current status of the forests. It involves both ground plots and remote sensing. The most recent B.C. State of the Forests is one of the most comprehensive reports among all jurisdictions, using 24 topic areas, with each topic comprising several indicators of sustainable forest management. We conclude that British Columbia ranks high among other jurisdictions on several key sustainable forest management parameters with legislation and forest management regimes aiming to meet the environmental, social and economic needs of current and future generations.

The implementation of todays forest management that based on formal-scientific knowledge and technical knowledge seems to fail to protect the forest from deforestation and the environmental damage. Decolonialisation of western knowledge could give an opportunity to identify and find the knowledge and practices of indigenous people in sustainable forest management. Forest management based on the indigenous knowledge and practices is believed easy to be accepted by the indigenous community due to the knowledge and practice is known and ‘lived’ by them. The Atoni Pah Meto from West Timor has their own customary law in forest management that is knows as Bunuk. In the installation of Bunuk, there is a concencus among the community members to protect and preserve the forest through the vow to the supreme one, the ruler of the earth and the ancestors, thus, bunuk is becoming a le’u (sacred). Thus, the Atoni Meto will not break the bunuk due to the secredness. Adapting the bunuk to the modern forest management in the Atoni Meto areas could be one of the best options in protecting and preserving the forest.
