Intensive forest management: Its relationship to AAC and ACE

Forest companies in British Columbia and Alberta have requested increases in allowable cuts on their public land tenures. The present regulatory framework about allowable cut effects is briefly outlined for each province. Seven requirements are proposed for granting an ACE, including consistent and reliable performance, risk assessments, stable operating and market conditions, robust age class distribution, government and public confidence, adequate benefits, and no unacceptable negative impacts on non-timber values. Some of the important "bad" and "good" news about allowable cuts is itemized, together with the drivers for change in sustainable forest management (SFM). It is concluded that professional and technical rigour is required in requests for an ACE. The cost of access to Crown timber has been increased by SFM and foresters and the industry are challenged to produce credible scenarios using new computer technologies, and then to carry them out. This article discusses collaborative research with the Office of the Wet'suwet'en Nation on their traditional territories in north-central British Columbia, Canada, a forest-dependent region where contemporary and traditional forest resources management regimes overlap. In-depth personal interviews with the hereditary chiefs and concept mapping were used to identify social-ecological linkages in Wet'suwet'en culture to inform the development of culturally sensitive social criteria and indicators of sustainable forest management (SFM) in this region. The preliminary results demonstrate how the CatPac II software tool can be applied to identify key component concepts and linkages in local definitions of SFM, and translate large volumes of (oral) qualitative data into manageable information resources for forest managers and decision-makers. Conceptions and challenges of public participation in British Columbia are reviewed to identify those characteristicsof planning processes that serve to benefit or constrain the interests and needs of public stakeholders. Perspectives onpublic participation, including representative and participatory democracies, and approaches to incorporating publicperspectives in decision-making (i.e., shared decision-making, consensus-building, and interest-based negotiation) arepresented to demonstrate the different approaches (and their benefits and challenges) available for providing opportunitiesfor public participation. Lessons from other natural resource management contexts are distilled and used to evaluatethe BC context. Three principal forest planning and management frameworks (the Commission on Resources and theEnvironment, Land and Resource Management Plans, and sustainable forest management certification) are examinedin light of whether meaningful opportunities for public participation were provided.Key words: public participation, British Columbia, Commission on Resources and the Environment, Land and ResourceManagement Plans, sustainable forest management certification

The intensification of forest management in Canada has been advocated as a possible solution to the conundrum that increasing demand for conservation areas and increasing pressure for timber production have created. The benefits and disadvantages of intensive forest management in the context of the Canadian boreal forest are unclear and reaching conclusions about its general value from stand analyses may be difficult. In this study, a boreal forest in Ontario has been used to investigate the potential of intensive management to generate financial revenues and meet management constraints on volume flow and old-growth retention. Two aspects of intensive forest management are considered: intensive silviculture and concentrated harvest activities. The plans are generated with a decentralized planning approach based on cellular automata. The results for the case study show that increasing silviculture intensity can help fulfill high timber flow requirements under strict conservation requirements. This comes at the cost of reduced net revenues but from a smaller timber harvesting landbase. The main trade-offs found were those between harvest flow and financial benefits. Clustering both protected areas and harvest operations could help achieve the conservation and timber-related objectives simultaneously by improving the habitat value of conserved areas and decreasing the operational costs in harvested areas.

It is critical to understand how the public prioritizes multiple forestry values when establishing objectives for sustainable forest management. While this is a complex and difficult task, a necessary step is to elicit a broad range of public opinions in forest planning to ensure that decisions serve the needs of various forest stakeholders and society at large. This study seeks to understand how six forest dependent communities in British Columbia prioritize a number of attributes associated with sustainable forest management by using a simple survey-based measurement tool, the Thurstone scale. The results suggest that ecological attributes are a higher priority for survey respondents followed by quality of life, global warming, and economic considerations. This paper explores some of the ramifications of the priorities for sustainable forest management measured in these six communities as well as implications for using the Thurstone scale in processes like Public Advisory Groups.

In this study, the prospects for future forest management in Republic of Karelia, Russia were analyzed. Forestry has an important role in the economy of Karelia. However, productivity and profitability in the forestry sector are extremely low, forest stand structure and quality are weak, the commercial forest land of coniferous species has declined and the wood processing industry struggles with a deficit of raw materials. The situation is typical to many forest regions in Russia with extensive forest management cited as one reason for the current situation. In contrast, the Nordic countries have significant experience in intensive and sustainable forest management and the results have been to a large extent positive. The transfer of Nordic intensive forest management solutions (NIFMS) could improve forestry in Karelia. SWOT analysis, combined with the multi-criteria decision support (MCDS) method was used to identify local operational environments and to assign priorities. Major threats included unprepared regulations, poor road infrastructure, insecure investments, low forestry productivity, forest degradation, high investment costs and a negative attitude to intensive forestry. The main opportunities are high forest resource potential in Karelia, favorable authority development programs, proven Nordic expertise, wood-based energy development and availability of new technology. Results also showed that the main weaknesses that might influence the NIFMS in Karelia are slow return on investments, low market demand for energy wood, high costs associated with young forest thinnings, high demand for skilled specialists and a lack of investment in research and development.

Protected areas have greater role in the biodiversity conservation, sustainable forest management and livelihood improvement. Government of Nepal has different provisions for the management of such areas. Centralized conservation concept has broadened to participatory and people centred approach. Landscape approach is the latest one in this field. There are various benefits of the declaration of the protected forest, and initiatives are also being taken from the Governmental sector, but along with that several negative impacts are also being witnessed. A clear strategy is needed in this regard. Forest management generally simplifies forest structure and composition with some negative impacts in terms of biodiversity and resilience. Thus, maintaining structural complexity is increasingly cited as an objective of sustainable forest management. Different initiatives have been proposed to use partial cuts to increase the complexity of forests. Using “the length of description” of forest patterns as a novel measure of complexity in forests, the effects of two intensities of partial cuts were compared to those found in 34-year-old secondary forests and 86-year-old primary (post-fire) forests. Our results show that partial cuts increase the complexity of forest patterns as compared to mature and secondary forests.

In areas sensitive to forest management, paludification and successive disturbances in boreal forest can affect forest regeneration negatively, sometimes resulting in stand opening. As these negative effects on forest productivity are not fully considered in strategic management planning, a new landscape dynamics model integrating fire, paludification, forest harvesting, and regeneration failure was used to assess these impacts in a large forest management unit (10,828 km2) of northwestern Québec. Two reforestation scenarios, one based on the accessibility of the areas to be treated and the other aimed at restoring all burned and paludified areas to production were compared to one with no intervention. The success of the scenarios was evaluated using the predicted volume harvested, the proportion of closed or opened stands areas, an indicator of productivity; the cost of reforestation and the royalties associated with harvesting. Harvesting the paludified areas without reforesting would lead to a sharp increase in open stands areas (+17.3%). The strategy of reforesting accessible areas is the most promising for achieving sustainable forest management targets. The monitoring of maximum potential volume (MPV) and the closed forest area as indicators of landscape productivity provides the ability to anticipate problems earlier than with the conventional forest planning indicators.

This study draws upon the results of a survey of the general public in three communities in British Columbia to examinethe social bases of satisfaction with public participation in forest management decision-making at both the local andprovincial levels. The main findings are that those members of the general public who are relatively more biocentricallyoriented (as indicated by the NEP Scale) are less satisfied, and those who have acquaintanceship ties to people employedin the forestry sector are more satisfied. Women and those with more education were less satisfied (at the provincial level),and Vancouver residents were more satisfied (compared to Kelowna and Armstrong residents). Overall, satisfaction withpublic participation in forest management decision-making was relatively low. It was, however, slightly higher at the locallevel than at the provincial scale.
