Looking back on the last quarter of the 20th century, we see that the most striking changes in forest management have come about following large and frequent catastrophes. Management– concerned solely with wood production in former times – is oriented more towards retaining stability of the stands nowadays. In addition, the aspect of tending and improving the environment continues to gain ground. The growing gap between expenditure and profit is particularly acute in Glarner mountain forest areas. The extension of promotional silvicultural measures, which widely determines today's management, is to be seen as a logical consequence.

During the past ten years most cantonal forest services have undergone re-organisations. Lucerne's cantonal forest administration initiated a fundamentally new way of providing forestry services by differentiating between sovereign tasks and management tasks. By examining the individual steps of the process we demonstrate how starting with the mandate,goals were developed and implemented over several years. Product managers assumed responsibility for products, as defined in the New Public Management Project, on a cantonal-wide basis. Work within a matrix organisation has led to significant changes. Territorial responsibilities are increasingly assumed by district foresters, who have modern infrastructures at their disposal in the new forestry centres. The re-organisation has led to forest districts being re-drawn and to a reduction in the number of forest regions. To provide greater efficiency,state forest management has been consolidated into a single management unit. The new forest reserve plan removes almost half of the state forest from regular forest management,resulting in a reduction in the volume of work and in the work force. We show how effective the differentiation of sovereignty tasks and management tasks has been in coping with the effects of hurricane Lothar.

Environmental monitoring of specially protected natural reservations in Russia makes it necessary to analyze periodically the parameters of natural reservations to identify the state of components of nature. The Bashkir Nature Reserve is located in the Southern Urals. The availability of materials on forest management in 1956, 1969, 1979, and 2016 is one of the special features of the scientific fund of the Bashkir Nature Reserve. The analysis of these materials showed stable positive dynamics of the development of coniferous and small-leaved deciduous forestry and its current state.

This paper introduces the classification of Ecological Land Types (ELT) in eastern mountainous regions of northeast China and demonstrates ELT mapping for the Baihe Forestry Bureau on Changbai Mountain, lying along the border of China and North Korea. The development of ELTs will facilitate the adoption of ecological forest management and the restoration of native forest vegetation in northeast China. By overlaying forest inventory data with the ELT map, suggestions on ecosystem forest management are discussed in this paper. Data from 456 living subalpine spruce on six 0.1-ac. plots in the Bow River Forest in 1950 and six 0.2-ac. plots in the Crowsnest, Bow River, and Clearwater Forests in 1952 show a total of 203 separate infections of which approximately half occurred in the basal part of the trees. Most of the butt rot was associated with Polyporus circinatus var. dualis Peck, Flammula connissans Fr., and an unidentified fungus designated "Unknown C". Coniophora puteana (Schum. ex Fr.) Karst. was the fungus associated with the major portion of the brown butt rot. Among the white trunk rots, Stereum sanguinolentum Alb. & Schw. ex Fr. was the fungus most frequently isolated from infected trees and Fames pint (Thore) Lloyd was responsible for the largest, cull losses. Peniophora septentrionalis Laurila, which was isolated from Picea glauca (Moench) Voss and P. engelmannii Parry, was the third most important fungus associated with trunk rot. Trunk rots account for 70% of the decay losses while fungi producing white rots account for 93.6% of the total decay. The incidence of decay increased progressively with age at different rates for trees on "dry" and "moist" sites. The two sites are characterized by distinctive ground cover associations.

Decentralised forest management approaches are ostensibly designed to increase community involvement in forest management, yet have had mixed success in practice. We present a comparative study across multiple countries in Eastern Africa of how far decentralised forest policies are designed to achieve devolution. We adopt the decentralisation framework developed by Agrawal and Ribot to explore whether, and how, devolution is specified in Tanzanian, Kenyan, Ugandan, Malawian and Ethiopian forest policies. We also compare them to the commitments of the Rio Declaration. In all five countries, the policies lack at least some of the critical elements required to achieve meaningful devolution, such as democratically elected, downwardly accountable local actors and equitable benefit sharing. Calling an approach 'community' or 'participatory', does not mean that it involves all residents: in Kenya, Uganda and Ethiopia, policies allow a small group of people in the community to manage the forest reserve, potentially excluding marginalised groups, and hence limiting devolution. This may lead to elite capture, and effective privatisation of forests, enclosing previously de facto common pool resources. Therefore, even without flaws in implementation, these decentralisation policies are unlikely to achieve true devolution in the study countries.
