To be implemented and analyzed, according to the good rules of relationship with nature, sustainability must be equipped with a theoretical scheme able of helping to understand the dynamics of this relationship together with the opportunities offered to improve the development of the economic system. Essentially, it’s about acknowledging that, just like physics, also the economy is subject to some general and abstract laws. This is the case of the core inflation value, defined by Central Banks as a value close to 2%. So, if the economy moves along the track indicated by this value, we have confirmation that growth is regularly developing. This core inflation value is implicitly defined without a clear specification. We can therefore admit that it’s an ideal value like the great universal constants, which reports about an economic system that develops according to the rules of natural compatibility. According to this point of view, the core inflation close to 2% is essentially a utopia, because it can only be achieved if the global economic growth moves in full accordance with the nature around us. It follows that even if we can verify on field the realization of a base value close to 2%, actually we are not in the best conditions, especially if the global economy is suffering from deflation as today. The deflation, that is the tendency of prices to fall, is part of the complex messages sent by the nature and economic systems to signal that the economy is not doing well and has become unstable. Both inflation and deflation are messages that never contribute to the economic development course, but they are born and evolving in parallel with the appearance of the economic cycle in daily activity. In summary, a mechanism that has the responsibility, by imposing pauses on the system, to reduce the instability of the systems and to facilitate the return to the natural development condition. A correction system based on the economic conjuncture that obviously distinguishes the stability by the way that the economy grows and develops in a linear and constant inclination depending on differentials.

The sustainability issue, understood as a good relationship between humankind and nature, can offer the opportunity to analyze certain aspects of the economic theory. If we admit that the stability in economy is a natural condition for linear growth and instead the conjuncture is a trouble for growth due to the loss of natural balance, some consequences will follow. The long fight against instability has not been won, always struggling between inflation and deflation. It follows that the fight against inflation first and then deflation couldn’t counter the real malaise of the global economy: the instability. That is the deviation of economic systems from the natural path of balance with nature. Therefore, the results obtained struggling with monetary alterations, although significant, would be temporary and unable to solve the core of the matter. It follows that the economic support policies have essentially addressed the formal aspect, I would say just indicative of the imbalance, without obtaining stable results in the natural balance recovery. From this point of view, the interventions of fiscal policy, despite some good tests obtained by trying to reduce the strength of the 2008-2010 financial crisis, have not solved however the poisonous aftermath of deflation. Moreover, during the last decade, the health of global economic systems has always required, to be maintained, a defense in the form of supporting policies through neo-Keynesian interventions. And not only that. Because the monetary policy used all its weapons, even unconventional ones, to defeat deflation: nonetheless, it didn’t achieve anything but just a mitigation of phenomena. Always provided, anyway, that the wave of new liquidity continues, as requested by the markets. The point is therefore which is the exit strategy from this situation, considering that the progressive exhaustion of the resources of fiscal and monetary policies sets the expectation of a potential progressive recession on a global basis. Well, according to the sustainability theory the recession is not a bad thing in itself, but it’s rather a cure whose impact we must learn to measure, having the view to mitigate the most negative social effects.

The global economy continues to grow, albeit mainly due to large-scale support measures from governments and regulators. Moreover, the latter are not sure about the prospects for such development, since the economies do not demonstrate the potential for independent growth. As a result, in order to stimulate it, regulators are forced to expand the range of their tools, mechanisms, approaches, otherwise the risks to the stability of the global financial and economic system increase. All this is happening against the background of negative rates, which have become virtually ubiquitous and persist for a long time. New growth records are being set in the stock markets, and their gap from the real economy is growing. A number of sectors are beginning to dominate, forming distortions and bubbles in the markets. In such conditions, the importance of digital money, ecosystems, etc. increases. Moreover, the faster and more efficiently regulators can integrate into these formats, the more successful business, the population, and the economy as a whole will be.

The essence and indicators of a concept of sustainable development of economy have been considered. Dynamics of an indicator of social and economic development of the region (gross regional product) has been analyzed and the stability indicator has been сalculated. Macroeconomic aspects of unstable development of economy have been revealed through imbalances of inflows and outflows in the two-sector, closed and opened economic systems. The reasons and consequences of disproportions of an economic system have been identified. Measures and directions of state policy in the field of stimulating the development of small and medium-sized businesses, creating a favorable business environment, stimulating export-oriented production, improving migration policies, which will reduce these imbalances, have been proposed. Accounting of regularity of macroeconomic interrelations will allow you to assess a situation of economic systems, and studying of the existing imbalances will promote creation of the mechanism of their regulation.

The article described the specifics of economic science in the context of general scientific principles of cognition and the need to ensure the stability of economic systems. The research examined the nature and essence of objective and subjective factors of economic behavior, the nature of their interaction and the mechanism of transformation. Objective economic laws of differentiation of economic entities by the level of absolute welfare and equality of relative welfare are formulated. The state of the economic system is considered from the position of thermodynamic equilibrium. We formulated the condition of thermodynamic equilibrium of economic systems, which differs from the condition of equilibrium in the light of mechanistic concepts. The moment of the first archaic division of labor was highlighted as the point of bifurcation and the exit of the economic system from the state of thermodynamic equilibrium. The irreversible nature of this transition was emphasized. We found that it is necessary to study economic systems as non-equilibrium from the standpoint of assessing the state of complex dynamic structural formations.

Статья посвящена анализу насущных проблем современности, связанных с идущей трансформацией социально-экономической системы. В настоящее время общество в целом оказалось в условиях «Большой перезагрузки - «сброса старых настроек». Всё стремительно движется в направлении, определённом и указанном Клаусом Швабом. Вектор этого движения, с точки зрения глобальных элит, определён. Это процесс жёсткого стремления к системе глобального управления, по своей сути - новой «технократически-элитарной», а также трансгуманизма. И сегодня более чем очевидно наличие большей лжи, обмана, надуманных и мошеннических событий, угроз и разрушение прав, завоёванных ранее другими поколениями свобод. В итоге, возникает вопрос о том, какими предстают «мирные» варианты трансформации существующей системы регулирования в новую мобилизационную (при любых условиях) модель управления. В статье осуществлена попытка ответа на этот вопрос. The article is devoted to the analysis of the pressing problems of our time associated with the ongoing transformation of the socio-economic system. At present, society as a whole find itself in the conditions of the «Big Reset» - resetting the old settings. Everything is moving rapidly in the direction defined and indicated by Klaus Schwab. The vector of this movement, from the point of view of the global elites, has been determined. This is a process of a tough striving for a system of global governance, in its essence - a new «technocratic-elite», as well as transhumanism. And today it is more than obvious that there are more lies, deceit, far-fetched and fraudulent events, threats and destruction of rights and freedoms previously won by other generations. As a result, the question arises of what the «peaceful» options for transforming the existing regulation system into a new mobilization (under any conditions) management model appear to be. The article attempts to answer this question.

The article presents an epistemological analysis of definitions that reflect various aspects of the economic category “development” used within the system approach. The analysis shows that these definitions mostly do not single out the features of the social component of the economic system and management tasks are defined from the subjective point of view of those who fall under managerial influence. It has been noted that this approach can be called mechanistic, since the behavioral characteristics of the social component are neglected and the management of the system is considered from the standpoint of one-vector influence of decision-makers. It has been argued that this negatively affects the effectiveness of development management due to the diversity of stakeholders’ interests. An explication of the essential content of “development” definition has been made and components that reflect the specifics of the socio-economic systems management according to the concept of “sustainable development” have been identified. Management of socio-economic system structural balance has been proposed to consider as a dynamic process of forming the optimal proportions of its future state, which is determined by the equal vectors of economic and other interests of its actors and their positions coordination meeting the priorities of sustainable development and competitiveness and following the principles of stakeholder interaction and social dialogue. It has been noted that the management of the socio-economic systems development should be carried out both from the standpoint of achieving structural balance of the system and taking into account the development goals of the system (increasing competitiveness through quality change).

Article explores the issue of genesis and development of the „world-system analysis” and focuses on its approach to the proces of globalization. From the point of view of world-system analyses the global economic system has emerged since the sixteenth century. For centuries global economy has been based on the international division of labour. It creates a new kind of „capitalistic civiliation”. This paper aims to discuss the development of theoretical framework of the world-system analysis. Besides, I try to outline contemporary scientific and political-economic challenges for the concept of capitalistic civilization.

In modern world the development of economic processes requires the balanced efforts to ensure the stability of the markets, in general, and financial markets, in particular. The development of the financial markets is influenced by the development of economic systems and vice versa. In this connection, the issues on adequate evolution of financial supervision are very important. The article highlights the problems and issues of the mega-regulator activity in Russia in the context of world experience of active fiscal policy and the regulation of financial markets. The prospects, problems and risks of possible options were discussed. A conceptual vision of development nature of the financial markets mega-regulation, as the immanent institution in the social and economic system, was stated.

The article discusses the theoretical aspects of maintaining homeostasis of economic systems. The features of the development of the economic system of the Russian Federation are generalized. Key parameters have been identified, going beyond the permissible limits of which leads to destabilization of the economic system of the Russian Federation. The current situation is evaluated from the point of view of its impact on the homeostasis of Russia’s economic system. The conclusion is made about prevailing of exogenous disturbances that have caused a significant loss of stability of the Russian economic system at the present stage. Measures of regulatory impact to return to the lost homeostasis of Russia’s economic system have been developed. It is emphasized that one of the main sets of regulatory measures are measures aimed at the financial sector of the Russian economy. Four main groups of regulatory measures developed by the Bank of Russia and aimed at maintaining the ability of the financial market to provide the necessary resources to the economy in the context of the coronavirus pandemic are considered. A preliminary conclusion about the effectiveness of these regulatory measures is drawn.

Complexity of economic systems modeling for ef-ficiency assessment of their functioning and elabora-tion of development forecasts can be explained by a number of factors. One of them is heterogeneity of economic systems, significant dependence of their structure and principles of key elements interaction on the management level, industry membership, the scope of system work. Vector and development dynamics of socio-economic system are determined, on the one hand, by internal potential of its elements , each im-plements its own development trajectory on the micro-level, and on the other hand – by opportunities of the external environment which is characterized by a com-plex mix of macroeconomic, political, social, technolo-gical and natural factors. Analysis of the existing development methods of economic systems models at different levels allows marking out several modeling technologies among which the most promising from the point of view of application in real management practice can be considered the technology of imitation modeling based, in turn, on three methodological approaches. For the solution of a modeling problem of regional socio-economic system combined approach application appears to be the most effective within which external macroprocesses are modeled by means of system dynamics, and internal – socio-economic processes are formalized by agent-based modeling methods.
