The present study seeks to examine the awareness level of green procurement at the district assemblies in Ghana and also help create the consciousness of implementing and enforcing green procurement in the public sector effectively. The research was carried out in Eighteen (18) District Assemblies in the Western Region of Ghana using non-standard interview as the main data collection technique. The findings of the research revealed that, there are key legislations, standards and regulations regulating the assemblies’ activities on the environment and the society which affect green procurement, though there is no specific law/policy titled green procurement. These key legislations, standards and regulations have contributed to increased awareness of green procurement at the District Assemblies in Western Region tied with the recent introduction of sustainable procurement which has been included in the Public Procurement Amendment Act 2016 (Act 914). However, the study identified that the significant impact of public procurement as a policy instrument on environment appeared not to be clear to the assemblies. It is recommended that the procurement policy and the Act 663/914 should be reformed to reflect green procurement to help the districts in their quest in creating sustainable environment. The district assemblies and EPA should organise joint seminars and workshops to sensitize and create awareness among the assembly’s staff on the benefits of green procurement and the need to adopt it.

At present, legal provisions and environmental policy regulate the possibilities of using environmental considerations in the development of award criteria, as well as in the performance clauses of procurement contracts. The first part of the chapter analyzes the concept of green procurement and product categories for which green procurement can be used. The second part of the chapter presents the benefits of using green procurement. The third part of the chapter will include assessing the progress and impact of using green procurement. The fourth part of the chapter analyzes the legal framework for public procurement in Romania, as well as the capacity of the market to offer and develop products and services that include minimum environmental requirements and criteria. In the fifth part of the chapter, the authors analyze the possibility of implementing a mechanism for the operation and implementation of the legal provisions in Romania in order to improve the quality of the services and optimize the costs of the public procurement.

Direct Labour procurement method has been identified as one of several procurement route alternatives used for the delivery of construction projects. This study assessed Direct Labour as a procurement route for the delivery of infrastructure within the Metropolitan, Municipal and District Assemblies (MMDAs) in Ghana. A qualitative research approach was employed using in-depth interviews conducted with ten (10) professionals who were purposively sampled from the Works Departments of the Kumasi, Accra and Tema Metropolitan Assemblies in Ghana. The qualitative data was then analysed using content analysis. Direct Labour has been revealed by this study as an effective procurement method which can be employed by the MMDAs in Ghana for the delivery of public infrastructure. The findings of the study also indicate that, the benefits of the Direct Labour procurement route include the elimination of profits to contractors and its idealness for the execution of emergency works. However, Direct Labour as a form of procurement is not used on new MMDA construction projects because the Public Procurement Act 2003 (Act 663) of Ghana as Amended in 2016, does not clearly stipulate its usage on new projects. Direct Labour procurement is used within the MMDAs mainly for maintenance works on public projects. The findings of the study would prove useful for policy re-evaluation, especially regarding the reformation of the Public Procurement Act, 2003 (Act 663) as Amended in 2016 to include Direct Labour as one of the procurement routes for the delivery of infrastructure. This would enable the MMDAs to adopt it not only for maintenance works, but also for the execution of new infrastructural projects in order to benefit from its numerous advantages.

The article consists the approaches to a solution on including the environmental criteria in the public procurement system. The Guide to the implementation of public “green” procurement in Russia is developed on the results of the analysis of European and Russian legislation. The use of the recommendations provided in the guide will allow purchasing organizations to acquire the skills to work independently on integrating environmental criteria into their procurement practices.

Sustainable public procurement plays an important role in addressing not only environmental but also economic and social issues through government acquisitions from technology-based small suppliers. In this context, the objective of this study is to better understand the holistic public procurement process by assessing the operational efficiency of technology-based small suppliers and associating the economic aspect of public procurement with the social aspect, such as women-owned businesses. To this end, we analyzed U.S. Department of Defense Small Business Innovation Research grantees by combining network data envelopment analysis with bootstrap truncated regression analysis. Drawing on the analysis results, we found that (1) there is heterogeneity in the performance of research and development, network building, and commercialization sub-processes, and (2) there is a positive relationship between the overall performance and women-owned small suppliers who excel particularly in network building. The former implies that small suppliers may have different expertise in the chain of public procurement; the latter suggests that woman entrepreneurs with a business network may be able to outperform their counterparts in the public procurement market.

This paper sets out to understand the use of public procurement as a policy instrument for catching up. Brazil and China, who have explicitly linked procurement to innovation, are used as empirical cases. We review their respective institutional settings, policy approaches, and micro-level processes related to the public procurement of innovation (PPI). We have discovered that they share similarities concerning issues encountered during PPI implementation. Although both countries have made some achievements in promoting innovation through procurement, this paper highlights some of the obstacles they have experienced when implementing this policy, such as institutional problems, changes in the political landscape, and macroeconomic constraints. Such obstacles, more prominent in the case of Brazil, may have acted as an obstruction to achieving the pursued objectives, thereby restricting the full potential of PPI in driving technological catching up. The article then offers managerial and policy implications for the implementation of PPI, such as the importance of choosing relevant procurement procedures, critical roles played by policy champions, and demonstrating effects of leading firms and regions. While in China PPI was once an instrumental part of its technology development agenda, in Brazil it has been sporadic and unconnected to a given national strategy.

The paper includes the analysis of main problems that arise in the process of government purchases and construction pricing with the reference to budget expenditure on road construction. It includes the review and analysis of international experience and possible measures of increasing the efficiency and effectiveness of government purchases and (road) construction pricing in Russia.

Subject. The article deals with the analysis of suppliers in the public procurement system based on reasonable prequalification parameters. Objectives. The aim is to test the hypothesis about strong reputation characteristics of the winners in the public procurement system and develop a methodology for assessing the reputation of suppliers for prequalification purposes. Methods. We employ general scientific principles and methods of research, like abstraction, generalization of approaches used by domestic and foreign authors for prequalification and assessment of reputation of public procurement participants. Results. To test the hypothesis, we calculated four groups of indicators on corporate, financial, market, and social components of reputation. The methodology was tested on the data obtained from SPARK-Interfax and SPARK-Marketing information resources. Conclusions. The study revealed that not all reputational characteristics of public procurement winners can be regarded as high level. In terms of the corporate component, it is the low level of share capital, indicating the mistrust on the part of owners and their reluctance to invest in the business, and the low percentage of non-current assets. In terms of the market component, it is a low sales growth rate, as well as low return on sales. As to the financial component, it is a low capitalization of winners, low share of long-term debt capital and low credit limit. With respect to the social component, it is a below-average tax burden.
