Abstract Background: Ghana has adopted the community-based health planning and services (CHPS) programme as the public health strategy for meeting its universal health goals. The programme is facing implementation challenges that are affecting its expansion within the communities. This research was undertaken to examine the implementation processes of CHPS and suggest solutions to improve its scaling-up within the communities.Method : An exploratory research design was used with a mixed method approach that involved the testing of a hypothesis. Results : The study found that in places with on-going CHPS programmes, there is statistically significant (p<0.001) evidence that the implementation processes are not flawed. However, the district assemblies were selective in the allocation of CHPS zones within the communities. Conclusion : Chieftaincy conflicts within the communities are impeding the community entry aspect of the CHPS policy implementation processes and needs to be addressed by policy makers in the relevant government agencies.

The present study seeks to examine the awareness level of green procurement at the district assemblies in Ghana and also help create the consciousness of implementing and enforcing green procurement in the public sector effectively. The research was carried out in Eighteen (18) District Assemblies in the Western Region of Ghana using non-standard interview as the main data collection technique. The findings of the research revealed that, there are key legislations, standards and regulations regulating the assemblies’ activities on the environment and the society which affect green procurement, though there is no specific law/policy titled green procurement. These key legislations, standards and regulations have contributed to increased awareness of green procurement at the District Assemblies in Western Region tied with the recent introduction of sustainable procurement which has been included in the Public Procurement Amendment Act 2016 (Act 914). However, the study identified that the significant impact of public procurement as a policy instrument on environment appeared not to be clear to the assemblies. It is recommended that the procurement policy and the Act 663/914 should be reformed to reflect green procurement to help the districts in their quest in creating sustainable environment. The district assemblies and EPA should organise joint seminars and workshops to sensitize and create awareness among the assembly’s staff on the benefits of green procurement and the need to adopt it.

Direct Labour procurement method has been identified as one of several procurement route alternatives used for the delivery of construction projects. This study assessed Direct Labour as a procurement route for the delivery of infrastructure within the Metropolitan, Municipal and District Assemblies (MMDAs) in Ghana. A qualitative research approach was employed using in-depth interviews conducted with ten (10) professionals who were purposively sampled from the Works Departments of the Kumasi, Accra and Tema Metropolitan Assemblies in Ghana. The qualitative data was then analysed using content analysis. Direct Labour has been revealed by this study as an effective procurement method which can be employed by the MMDAs in Ghana for the delivery of public infrastructure. The findings of the study also indicate that, the benefits of the Direct Labour procurement route include the elimination of profits to contractors and its idealness for the execution of emergency works. However, Direct Labour as a form of procurement is not used on new MMDA construction projects because the Public Procurement Act 2003 (Act 663) of Ghana as Amended in 2016, does not clearly stipulate its usage on new projects. Direct Labour procurement is used within the MMDAs mainly for maintenance works on public projects. The findings of the study would prove useful for policy re-evaluation, especially regarding the reformation of the Public Procurement Act, 2003 (Act 663) as Amended in 2016 to include Direct Labour as one of the procurement routes for the delivery of infrastructure. This would enable the MMDAs to adopt it not only for maintenance works, but also for the execution of new infrastructural projects in order to benefit from its numerous advantages.

In recent times, the significance of Accrual-based Public Sector Accounting Standards (AIPSAS) in financial reporting is gaining momentum and current debates are moving in the trend of full AIPSAS reporting. Municipal, Metropolitan and District Assemblies (MMDAs) are not let off in this instance. The move to new reporting standards results in numerous challenges for diverse interest groups such accounting practitioners. The main objective of the study was to establish the AIPSAS implementation challenges facing MMDAs in the Ashanti region of Ghana. This quantitative study was conducted to gravely study the factors that could influence the implementation of AIPSAS. Purposive sampling procedure was used to select the departments whilst convenience sampling procedure was also used to select the sample size. A sample of 480 accounting practitioners was selected from all the 30 MMDAs in the Ashanti region of Ghana. Self administered questionnaire was used to gather data from the respondents. The Pearson correlation and multiple linear regression analysis were used to test the significance level of the AIPSAS implementation factors. The results of the hypotheses tested revealed that with the exception of cultural practices, the level of accounting education and training, different levels of costs and the existing laws have significant effects on the implementation of AIPSAS in the MMDAs in the Ashanti region of Ghana.

Governments in both affluent and developing countries employ procurement strategies to decrease costs, resulting in large cash outflows that have a substantial influence on their economy. However, especially in the public sector, public procurement practices are usually disregarded in terms of their impact on an organization's success. As a result, utilizing Metropolitan, Municipal, and Distract Assemblies (MMDAs) in Ghana's Ashanti Region as case study institutions, it is unavoidable to investigate public sector procurement practices and their impact on organizational performance. The survey study design was used to map out the data collection process. A purposively sampled cohort of 113 people was used to administer the questionnaire. Using the Probit Regression Model, the study claims that procurement practices such as planning, sourcing, and contract management have a substantial positive link with organizational success. Given the interdependence of all dimensions of procurement practices, procurement practitioners are urged to give each factor proportionate attention to improve organizational performance.
