<p>Innovation has been regarded as one of important impetuses to gain competitive advantages and achieve sustainable development for small and medium-sized enterprises (SMEs) in the past thirty years. However, SMEs in China have currently confronted a lot of problems impairing their innovation performance. This study aims to identify the main challenges hindering successful innovation of Chinese SMEs. Based on the previous academic studies, there are five research variables are developed and evaluated: lack of financial support, inadequate research and development (R&amp;D) activities, the shortage of technical and skilled employees, weak entrepreneur orientation, improper governmental and legal environment. Furthermore, the primary data are collected by structured-questionnaires from 120 SMEs in Beijing. According to the research results analyzed by SPSS, it reveals that lack of financial support and inadequate R&amp;D activities are major challenges for Chinese SMEs to achieve innovation. The shortage of technical and skilled employees as well as the improper governmental and legal environment is other barrier. Therefore, more responsibilities and actions should be taken by the government and SMEs themselves to enhance the innovation capability of Chinese SMEs. On the other hand, only one factor—weak entrepreneur orientation, is not regarded as a key challenge. This indicates Chinese entrepreneurs have increasingly realized the significant role of innovation played in the survival and long-term prosperity of SMEs recently.</p>

The chapter deals with the trajectory of social housing as a social innovation in European countries from the nineteenth century to the present. The long-term analysis of this comprehensive case study is guided by the Extended Social Grid Model (ESGM). Following a short description of seven different phases of social housing, the chapter turns to the role of social powers and the capability approach. All in all, the involvement of various actors and social networks in shaping a successful innovation becomes visible. Another important point is the insight that social innovations have to adjust to ever changing contexts du their trajectory. The analysis sheds light on supporting conditions of successful social innovations and reflects on the co-evolution of social and business innovations.

Voter turnout in 1999-2009 has decreased significantly. At 1999 92.6% chosen and 7.3% abstains, at 2004 84.1% chosen and 15.9% abstains, at 2009 70.9% chosen and 29.1% abstains. (www.merdeka.com). These conditions encourage Indonesian Election Commision to form Democratic Volunteer as an agent that helps the socialization of Election 2014. This study aims to comprehensively assess the role of Democratic Volunteer as "Election Marketer" in Principal Agency Theory perspective. This study uses qualitative research with case study approach. The results are (1) Relations between Pasuruan Regency Election Commision as principal with Democratic Volunteerasagent (2) Contract model of Democratic Volunteer in two aspects, the type of contract that contract model is short Term Contracts, and the type of both relationship are relation between government and civil society; (3) In carrying out its role as election marketer, Democratic Volunteer fulfill four criteria in Principal Agency Theory perspective. The weakness of model contract of Democratic Volunteer are Short Term Contracts must be solved by entering into a Long Term Contracts to be interwoven communication simultaneously between the government, in this case between Pasuruan Regency Election Commision with Democratic Volunteer as the embodiment of Civil Societies participation is represented by five segments groups of voters.

Empowering of women has become the major aspect of growth of the financial system of a country. It is basically the manner of enhancement of social, economic, cultural and political standing of women, the conventionally disadvantaged, neglected ones, in the society. This study has been carried out in Itahari sub-metropolitan, Sunsari district. The central theme of this study is to assess the role of Aama Samuha for empowerment of women and social development. This study entertains both primary as well as secondary data. The primary data have been collected from the field through survey Questionnaire, semi-structure interview, and observation. The interview was focused mainly on empowerment of women through mothers group, problems faced by the members of MG, while working in the group, attitude of males toward mothers group and role of mothers group in social development. Mothers Group of Hanshposha has contributed much in social development like cleaning trails, making road, plantation on public area, financial support to local school, and construction of building for temples, financial support to helpless people and poor people and maintaining peace and harmony in the community.

The title of this research is "The Role of The Indonesian Militer In The Development of The Territorial (Case Study in Sungai Ceper Village, Sungai Menang District, Ogan Komering Ilir District)". TNI in the context of defending territory, assisting the tasks of regional governments based on Law Number 34 of 2004 concerning the TNI in the development of physical or non-physical communities, territorial development, community empowerment in territorial / remote / remote areas and improving the welfare of the community through TNI Manunggal Building Village (TMMD) program. The purpose of this research is to find out how the relationship between military and civilian is formed through the TNI Manunggal Building Village (TMMD) program and the implementation of the TNI Manunggal Building Village activities when viewed from a human security approach. The method used in this study is a qualitative approach with stages, namely interviews, observation, documentation. Meanwhile, the source of this research is primary data sources. Based on the results of the study it can be seen that, physical achievements in the implementation of the TNI Manunggal Building Villages have been carried out based on the target, but there is one thing that makes constraints in achieving these targets. Then, the relationship between the military and civilians was well established because through the TNI Manunggal Building Village program, and the closer cooperation between the TNI and the Government. Then, through this activity the target area community is able to obtain aspects of the human security approach in the form of personal security.

Pasang surut kewenangan lembaga adat dalam pengelolaan sumberdaya kelautan dan perikanan di Wakatobi, turut berpengaruh terhadap kondisi sumberdaya alam tersebut. Penelitian ini bertujuan untuk menggambarkan bagaimana peran kelembagaan adat dalam pengelolaan sumberdaya kelautan dan perikanan. Penelitian pada masyarakat adat liya di Kabupaten Wakatobi pada Tahun 2015 dengan menggunakan metode kualitatif yang mengandalkan data sekunder dan data primer dari berbagai informan kunci.Hasil penelitian menunjukkan bahwa kelembagaan adat di wakatobi meskipun eksistensinya sudah menurun namun kewibawaannya relatif masih kuat sehingga berpotensi sebagai lembaga yang efektif untuk mengatur perilaku masyarakat dalam memanfaatkan sumberdaya kelautan dan perikanan secara arif. Hal ini berpengaruh terhadap keberlanjutan nilai sosial dari sumberdaya. Oleh karenanya, revitalisasi lembaga adat merupakan langkah yang harus segera dilaksanakan oleh pemerintah guna menjaga sumberdaya kelautanan dan perikanan secara berkelanjutan.Title: Exoticism of Wakatobi and institutional initiative Citizen using Case study on Indigenous peoples in Wakatobi Sulawesi TenggaraThe dynamics of the authority of traditional institutions in the management of marine resources and fisheries in the Wakatobi, also affect the condition of the natural resources. This study aims to describe how the role of traditional institutions in the management of marine resources and fisheries. The study was conducted in Wanci and Kaledupa in 2015 using qualitative methods that rely on secondary data and primary data from a variety of key informants. The results showed that the traditional institutions in wakatobi although its existence has been declining but still relatively strong authority, thereby potentially as effective institutions to regulate people's behavior in the use of marine and fishery resources wisely. Therefore, the revitalization of traditional institutions is a step that should be undertaken by the government to safeguard marine and fisheries resources in a sustainable manner.

This paper discusses the rise of student social movements in response to the presence of a crisis of public legitimacy triggered by the failure of the government to carry out the functions of the state and failure to realize the welfare of society. The climax when the government and the parliament agreed to revise the rules regarding the authority of the Corruption Eradication Commission (Komisi Pemberantasan Korupsi, KPK) which was considered by many elements of civil society as weakening the KPK. This issue became the dominant discourse and triggered the presence of other issues and demands. The focus of this study is the #GejayanCalling movement initiated by a number of students in Yogyakarta who successfully attracted the sympathy and support of thousands of students and various elements of civil society to take to the streets. This paper uses qualitative research methods with a case study approach. The data collection is done through primary data through interviews with key informants and secondary data through literature studies. The results of the study revealed that the #GejayanCalling movement became massive and significant through the consolidation and political compromise undertaken by students in managing the movement to respond to public unrest marked by a crisis of public legitimacy towards the government. The protest was able to attract thousands of students because of the emphasis on the issue by overriding the role of certain figures, actors or organizations. Emphasis on issues rather than actors becomes an effective strategy in creating shared goals and collective action. Besides that, the use of social media as a repertoire of movements in framing issues is very contributing to strengthen demonstration. Penelitian ini membahas kebangkitan gerakan sosial mahasiswa sebagai tanggapan terhadap adanya krisis legitimasi publik yang dipicu oleh kegagalan pemerintah untuk menjalankan fungsi negara dan kegagalan untuk mewujudkan kesejahteraan masyarakat. Puncaknya ketika pemerintah dan parlemen sepakat untuk merevisi aturan mengenai kewenangan Komisi Pemberantasan Korupsi (KPK) yang dianggap oleh banyak elemen masyarakat sipil sebagai pelemahan KPK. Masalah ini menjadi wacana dominan dan memicu kehadiran isu dan tuntutan lainnya. Fokus penelitian ini adalah gerakan #GejayanCalling yang diprakarsai oleh sejumlah siswa di Yogyakarta yang berhasil menarik simpati dan dukungan ribuan siswa dan berbagai elemen masyarakat sipil untuk turun ke jalan. Makalah ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan melalui data primer melalui wawancara dengan informan kunci dan data sekunder melalui studi literatur. Hasil penelitian mengungkapkan bahwa gerakan #GejayanMemanggil menjadi masif dan signifikan melalui konsolidasi dan kompromi politik yang dilakukan oleh siswa dalam mengelola gerakan untuk menanggapi keresahan publik yang ditandai oleh krisis legitimasi publik terhadap pemerintah. Protes ini mampu menarik ribuan siswa karena penekanan pada masalah ini dengan mengesampingkan peran tokoh, aktor atau organisasi tertentu. Penekanan pada masalah daripada aktor menjadi strategi yang efektif dalam menciptakan tujuan bersama dan tindakan kolektif. Selain itu, penggunaan media sosial sebagai repertoar gerakan dalam membingkai isu sangat berkontribusi untuk memperkuat demonstrasi.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

Organizational ambidexterity is widely recognized as necessary for the economic sustainability of firms operating in the financial sector. While the management literature has recognized several forms of ambidexterity, the relationship between them and their relative merits remain unclear. By studying a process of implementation of ambidextrous capabilities within a large Scandinavian financial firm, we explore the role of top-down reforms and bottom-up reactions in determining the development of sector-specific innovative capabilities. We find that blended ambidexterity follows naturally from the attempt to correct the tensions arising from harmonic ambidextrous blueprints. The resulting blended practice appears to be closely related to the reciprocal model of ambidexterity, which appears to be a necessity rather than a choice, for large firms attempting to develop innovative capabilities. Consequently, we suggest to re-interpret current taxonomies of ambidexterity not as alternative blueprints, but rather as stages in a long-term process of transition.

Purpose The purpose of this paper is to explore how culture, including traditions and social structures, can influence resilience and how culturally sensitive relief operations can put affected people and their context at the core of any interventions. Design/methodology/approach A case study of the Mt Sinabung volcano area in Indonesia was undertaken. As part of the case study, an analysis of interventions was conducted, which was complemented by semi-structured interviews with Karo cultural experts and humanitarian organisations. Findings Culture influences the manner in which the Karo people react to volcano eruptions with varying implications for recovery. In addition, relief organisations which understand people’s actions through a cultural lens have better managed to tailor programs with long-term impact, thereby avoiding aid dependency. Practical implications Practical examples of disaster management activities that adequately account for the beneficiaries’ way of living prior to the eruptions are provided. Aid actors are provided with guidance concerning how to better tailor their activities in line with a cultural lens. Originality/value The study provides empirical grounding for claims concerning the role of culture in planning interventions in Indonesia and other similar contexts.

PThis study aims to determine the effect of the internal control system on the performance of local government Case Study in Gorontalo Regency. This study uses quantitative research methods, and the data sources use primary data obtained from questionnaires distributed to respondents. Meanwhile, the data analysis used in this research is descriptive quantitative analysis using statistical t-test and coefficient of determination test (ajusted R-Square). The results showed that the internal control system had a positive effect on the performance of local governments with a determinant value of 48.7%. The result of this study contribute to the government to establish and implement a more effectives Internal Constrol Systems (ICS).
