The research questions that will be investigated are how to establish a clear distinction between poverty and inequality in public policy debates and how public administrators can formulate and implement policies that will reduce world inequality today. Equality is not always seen as an equation of economic conditions but mainly as an equal opportunity to achieve it. This is why it is important to refer to the concept of social justice when addressing inequality. This article will review and analyze the current literature on poverty, inequality and social justice and will suggest some new approaches to eliminating inequality. Although the initiative required to achieve these objectives must come from politics, the public administrator will ultimately be the one to provide a definite plan or procedure to ensure the fulfillment of these political initiatives. This article will discuss how public policymakers can promote equality and social justice.

The problem of inequality is now requiring solutions that could not be fully found to solve the problem of poverty.  The research question that will be investigated is how to establish a clear distinction between poverty and inequality in public policy debates and how public administrators could formulate and implement policies that will alleviate the current world of inequality.  The elimination of poverty will always be difficult because politicians and bureaucrats do not have full control over its geographic and demographic roots.  While equality can be understood as parity in the enjoyment of fundamental rights and freedoms, and equality of opportunities with regards to education and work and the fulfillment of one’s potential, in policy debates it is the lack of such conditions that is viewed as inequality . Thus, equality is not necessarily viewed as equality of economic conditions but primarily as equality of opportunities for achieving them. This is why it is necessary to refer to the concept of social equity when addressing inequality.  The article will review and analyze current literature on poverty, inequality and social equity and will suggest some new approaches for the elimination of inequality.  Although the necessary initiatives to achieve such an objective have to come from politics, public administrators will ultimately be the ones to provide a definite plan or procedure to ensure the fulfillment of these political initiatives.  The article will address how public policy makers can promote equity and social justice.

Many of us might aspire to become "public intellectuals," standing side-by-side with Noam Chomsky (for those on the left) or Bill Bennett (for those on the right), using the national media to scourge the politicians, guide the journalists, and correct the wayward public. Unfortunately, few are willing to do the requisite heavy lifting, mastering the details of particular policy debates and cultivating contacts with the relevant players, as first steps on the road to this intellectual Valhalla. As the American Anthropological Association's Task Force on Public Policy commented in its January 1998 report: "Cultural ambivalence within AAA is demonstrated in anthropologists' failure to engage in public policy issues on the one hand, and, on the other hand, anthropologists' indignation at not being consulted on policy issues perceived as being related to anthropology."

Purpose: The present work seeks analyze the profitability and the financial situation of the main Catalan alpine ski resorts, with the objective to check if these are sustainable from an economic point of view, taking into account the external factors that affect him.Design/methodology: With the objective to carry out the study of profitability and financial situation, we obtained the financial states of the main Alpine ski resorts of the Catalan Pyrenees: Baqueira-Beret, Masella, Boí Taüll, Vallter 2000, La Molina, Vall de Núria and Espot Ski-Port Ainé, for the periods comprised between 2011-2015 and we proceeded to apply a series of economical and structural ratios with the purpose of establish a diagnostic on his situation.Findings: The results show that the Baqueira-Beret and Masella resorts are the only that obtain profits, whereas the rest of resorts obtain losses in all the periods analyzed. With regard to the financial situation, the results reveal that the level of indebtedness of the resorts is, in general reduced, arriving to the conclusion that the majority of them are not sustainable from a strictly economic point of view.Research limitations/implications: The main limitations of this work are on the one hand that the conclusions are obtained from a period of analysis of five years (2011-2015), and the second, they are circumscribed to a determinate region.Practical implications: The results of this work can help to take decisions so much to the ski resorts managers as to the public administrators for implementing strategies to achieve diversify the offer and improve the results.Social implications: Nowadays the majority of the ski resorts have been rescued or purchased by the Administration. We can deduce that it keeps by the incomes that generate his existence. That is to say, by the positive externalities that generates in the territory where they are situate.Originality/value: The present research focuses in the financial study of a little studied sector as they are the ski resorts and the snow tourism with the enormous importance that has in the economy of the region and in the territorial development. The agents interested are so much the public administrations like the managers of this type of firms.

Analysts have taken positions either supporting or attacking multicultural policy, yet there is insufficient research concerning the public policy of multiculturalism as it is understood and practiced in the lives of Canadians. This analysis approaches multiculturalism as a text which is constituent of social relations within Canadian society. Data from the Regina Refugee Research Project are analyzed within Nancy Fraser’s social justice framework to explore the manner in which multiculturalism and associated policies are understood and enacted in the lived experience of newcomers. Newcomers’ accounts of multiculturalism are compared with five themes identified via textual analysis of the Canadian Multiculturalism Act—diversity, harmony, equality, overcoming barriers, and resource. Embedded within the accounts newcomers offered of Canadian multiculturalism are relations of ruling that can be understood within the context of struggles for recognition and social justice. Further research is needed to investigate the relational processes in which differing perceptions of and experiences with multiculturalism are embedded and to compare the present accounts with those of other groups of immigrants and Canadian-born.

Against the background of policy debates by advocates and opponents like nongovernmental organizations about regulation of biotechnology, this chapter summarizes communication by mass media about biotechnology and genetically modified organisms (GMOs) in the public sphere. On the one hand there are several Eurobarometer surveys dealing with knowledge, perceptions, and opinions for or against biotechnology in the different European countries, and on the other hand, several analyses of media content have been realized, focusing on key events like the sheep Dolly and issues, cycles, or media frames like scientific progress, economic prospects, ethics, or Pandora’s box and arguments for or against biotechnology. The existing research demonstrates how media and lay persons perceive and construct risks as well benefits of new technologies like biotechnology and GMOs.

There exists a seemingly contradictory treatment towards foreign news and social media in China. On the one hand, foreign news articles and social media are severely censored. On the other, the Communist Party frequently quotes these censored sources when addressing the public. These behaviors are puzzling. It is natural for authoritarian regimes to hide repressive behaviors, rather than to expose them. The use of foreign news contents is also not necessary for advancing party ideologies because the party’s own words work just as well. To address the puzzle, I ask the following research questions: Why does the party media in China actively quote censored sources when reporting contested foreign affairs? I argue that the party media quote from foreign sources to demonstrate professionalism and to appear credible, while government censorship has effectively framed foreign news sources as generally biased and thus prevents people from trusting them in the first place.

This article presents fragments of history about the intersections between Health and Education in Brazil and its connections to discussions concerning democracy ideals. The background argument is how an ethical posture in public policy consistent with the one proposed by Paulo Freire allows for population participation in a way that strengthens the commitment to democracy in public policy. Such ethical posture 1) considers social determinants of the phenomena that happens to an individual, and 2) requires constant effort to not fall for the tempting silencing of one's existence and full citizenship.

Whatare the promotion models used by the advance companies to increase their sales level andimprove the service level ? These are some of the research questions that follow thispaper. On the other side the increasing promotion application in front of traditionalforms of Marketing have made SMEs to save from their budget dedicated to Marketing,always taking into consideration the advanced models that today provides thiscommunication form. The research on hand will reflect the new advanced promotionmodels which are practiced by some SMEs in Kosova, these case studies will argue thecompany’s sustainability achieved by the promotion. The budgeting as an integral part ofpromotion realization, in this research will prove the possibility to save from the budgetby avoiding the classical – traditional forms of advertisement. This aspect also will beargued by case studies of SMEs in Kosova. The mass media, in this case, thecommunication with the public, in way to transmit the promotion message, request aprofound analyze when it comes to select the mediums, rating and audiencemeasurement, etc. The research will contribute not only to SMEs but also to consumersand public in general. The research will have its conclusions and recommendations whichwill enforce each of elements that require a different treatment from the one that isapplied in reality.

The complex, yet vague nature, of legislation being generated by lawmakers in Washington, DC requires that public administrators be afforded administrative discretion in carrying out their respective duties. It is no longer possible for policymakers to be fully informed regarding the multitude of variables that exist in the offshore fishing environment, nor is it possible to articulate that spectrum of variables in codified laws and regulations. The academic debate between controlling the exercise of administrative discretion on the one hand and extending the leash of judgment on the other has been around as long as the profession of public administration. In the case of the eleven-inch fish (the fish is one inch shy of being a legal catch), the public administrator on the scene of the infraction has a choice to make. The administrator can choose to overlook the incident, issue a warning, or issue a $100 notice of violation and seize the fish. I know which alternative I chose. The question is, which alternative would you choose?

Woodrow Wilson’s early writings contributed to the emerging effort in the 1880s to redefine and reform the field of public administration and to clarify its relationship to elected officials. Wilson envisioned an active and independent administration that was accountable to elected officials for carrying out the policies they established. Administrators should display expertise and operate efficiently, yet they should be attuned to the views of the public and not seek to determine the content of public policy. Elected officials should stop intervening in determining the detailed decisions made by administrators. The central interpretation of Wilson’s views is that politics and policy, on the one hand, and administration, on the other, were not strictly divided in a dichotomous relationship. They were two distinct but interconnected parts of a duality. There was clear support for the view espoused by Wilson in the next half century and a recognition that administrators assisted elected officials in the formulation of policy. The view that the ideal relationship between elected officials and administrators was a dichotomy took hold, and some claimed that Wilson advocated this strict separation. Subsequent theorizing and empirical research by public administration scholars have clearly supported a dualistic view of the relationship and have recognized Wilson’s contribution to establishing a model for the field that would stress complementarity between elected officials and administrators, rather than dichotomy.
