Twenty years after 1997, political parties in Hong Kong are still underdeveloped. The hybrid regime has posed major constraints, as there are no governing parties, and democratic development is slow. The parties have also found it difficult to respond to value changes toward radicalization, a new political identity, and post-materialism, with support shifting to new movement groups.

AbstractThis study provides a new dataset on the ideological positions of political parties in Hong Kong, which is a hybrid regime with electoral elements. Using this dataset, the study challenges the non-ideological view of party competition in Hong Kong by identifying an ideological dimension to the elections held between 1998 and 2016. It is shown that parties do position themselves along an identifiable left–right spectrum, with shifts that can be meaningfully interpreted, and that the aggregate ideology of the electorate appears to be linked to the level of economic growth. The ideological dimension provides a novel perspective on local politics that looks beyond the dominant pro-democracy versus pro-Beijing divide while also shedding light on the recent changes underlying the latter. This study provides valuable objective data for analyzing political competition dynamics and contributes to the comparative literature by incorporating Hong Kong into the framework of the manifesto coding project.

Purpose After direct elections were instituted in Hong Kong and the sovereignty was transferred from Britain to China, politicization inevitably followed democratization. The purpose of this paper is to evaluate the pro-democratic political parties’ politics in Hong Kong in recent history. Design/methodology/approach The research was conducted through a historical comparative analysis, within the context of Hong Kong after the sovereignty handover and the interim period of crucial democratization. Findings With the implementation of “One country, Two systems,” political democratization was hindered in Hong Kong’s transformation. The democratic forces have no alternative but to seek more radicalized politics, which has caused a decisive and ineluctable fragmentation of the local political parties. Originality/value This paper explores and evaluates the political history of the Hong Kong Special Administrative Region under “One country, Two systems” and the ways in which the limited democratization hinders the progress of Hong Kong’s transformation.

Hong Kong's political parties are now in decline after the return of the former British colony to China. The decline of political parties stands out in stark relief in a context featuring “Hong Kong people governing Hong Kong” and gradual democratization. A major reason for the decline is the stunted political party system of Hong Kong. Prominent in that stunted system is the absence of a ruling party. The stunted party system is primarily the result of Beijing's antipathy towards party politics in Hong Kong, which in turn discourages party formation by the Hong Kong government and the conservative elites. The lack of incentives for the business elites to organize political parties to protect their interests is another major reason. The stunted party system has produced serious adverse consequences for the governance of Hong Kong, representation of interests, public attitudes towards the political class and the further democratization of the territory.

Analysis of the 2014 Umbrella Movement speaks to three strands of academic literature: contentious politics and space, hybrid regimes and democratization, and social movements in China and Hong Kong. Based mostly on fieldwork conducted during the occupation, this book brings together 14 experts who studied the Umbrella Movement from different theoretical perspectives with different methodologies. The studies in the book analyze the occupation as a spontaneous and emotional contentious action, which made good use of public space and creative passion. They also show how civil resistance was shaped and constrained by the hybrid regime and situate the Hong Kong movement in a broader comparative perspective in reference to past student movements in China and protests in Taiwan and Macau.

AbstractBreaking with a long tradition of political quietism, many Salafis in Tunisia and Egypt decided to found political parties and participate in competitive elections after the collapse of the regime. In doing so, they had to present a political program to voters, including policy proposals on economic issues. The article examines how Salafi parties dealt with economic policy-making and finds that they reluctantly engaged with it, offering contradictory and naïve policies meant to pander to the electorate. Policy-making preferences and positions on economic issues are employed to look at the degree of party institutionalization Salafi parties have.

The existing research suggests that socially rooted new political parties are more likely to be reelected to parliaments than parties emerging without links to preexisting social groups. It is argued that the two groups face different prospects of institutionalization: Rooted parties are more viable because their links to preexisting societal groups contribute to a higher sustainability of their electoral support and stronger institutionalization. We assess the link between the origin of parties, their level of institutionalization, and their electoral performance in the context of Slovakia, a new Eastern European democracy. We add to the existing state of knowledge in three ways. First, we empirically assess the link between the social origin of parties and their level of institutionalization. We also provide rich empirical material on the intraparty processes resulting in various levels of institutionalization. Subsequently, we assess whether rooted parties record better electoral performance than political entrepreneur parties. Second, we provide some illustration of the fact that agential factors, especially the decisions and activities related to leadership contestation, directly impact both party institutionalization and electoral performance. Third, we show that developing the links to a sociostructurally well-defined electorate may be a viable strategy to secure a parliamentary relevance for a prolonged period of time for some political entrepreneurs. Our findings suggest that parties with different levels of institutionalization are able to secure reelection, and that their electoral performance is not directly linked to their social origins.

AbstractThis article aims to explore the effects of quasi-SNTV (Single Non-transferable Vote) under the Largest Remainder Proportional Representation (LRPR) in Legislative Council (LegCo) elections in the Hong Kong Special Administrative Region (HKSAR) after the British handover of 1997. Although the quasi-SNTV results from the inability of political parties to control their candidates, the Democratic Party (DP) and the Democratic Alliance for the Betterment of Hong Kong (DAB) can obtain more seats in total than they could by coordinating around one single list if they can successfully control their party label and the political camps can coordinate different parties and candidates. The quasi-SNTV in Hong Kong is notable for the strategic coordination found in its alliances, a key aspect that differentiates it from Colombia's quasi-SNTV. The DP's failure can be attributed to its internal conflicts and the lack of coordination among the pro-democracy alliances. In contrast to the democratic camp, which lacks any overriding authority to coordinate different parties and candidates, the pro-China's united front machinery facilitates coordination and helps the DAB perform better than the DP in quasi-SNTV.
