The perspective of Public Service Bargains has been used to analyze the relationships between politicians and senior civil servants based on the premise of stable expectations about the roles of both parties. Changing governance arrangements and leadership changes, however, may destabilize and increase ambiguity about these expectations. Hong Kong provides a case of changing governance arrangements that has destabilized the roles of senior civil servants, providing them with new opportunities to slide back and forth between administrative and political roles. We discuss the case of Hong Kong, analyzing the move from a colonial trustee-type bargain to an agency-type bargain. The case study provides new insights into the applicability of the PSB concept in conditions of changing governance arrangements and unstable political and administrative roles. Points for practitioners The roles of politicians and civil servants may be less stable than is sometimes assumed. Changing governance structures may also upset these relationships, leading to contests for power and instability.

Abstract Once feted, Hong Kong has recently become a centre of civil unrest. In this paper, we situate these emergent politics through a case study of corruption and everyday life in Kowloon Walled City, a mainland Chinese enclave in British Hong Kong, which developed notoriety as a freestanding grey economy. Drawing from oral testimonies of police officers, triad members and local residents, we excavate the lived experience of confinement within this contested space. These accounts reconstruct the Walled City as a ‘quasi-carceral’ site of enclosure, a zone of colonial exceptionalism and a hybrid cultural space. Through this case study, we historicize current debates in carceral geography, humanize recent interventions in urban scholarship and analyse the shifting politics at the frontier of Chinese expansionism.

Red-turbaned Sikh policemen have long been viewed as symbols of the cosmopolitan feature of modern Shanghai. However, the origin of the Sikh police unit in the Shanghai Municipal Police has not been seriously investigated. This article argues that the circulation of police officers, policing knowledge, and information in the British colonial network and the circulation of the idea of taking Hong Kong as the reference point amongst Shanghailanders from the 1850s to the 1880s played important role in the establishment of the Sikh police force in the International Settlement of Shanghai. Furthermore, by highlighting the translocal connections and interactions amongst British colonies and settlements, this study tries to break the metropole-colony binary in imperial history studies.

Perceptions of government and civil servants are shaped by a variety of factors including popular culture. In the public administration literature the significant role that film and other narrative forms have on citizens’ perceptions is duly noted, and there is ample research on politicians and military heroes in film, but a focus on civil servants remains largely elusive. Among the sparse literature centered on civil servants are studies that employ a case study approach or focus on a few films. In contrast, our research employs a large sample of 150 films. These films comprise the top ten box-office grossing films from 1992 through 2006; therefore we examine the films most likely to have been seen by a majority of movie-watching Americans. More than 60 percent of the films in our sample portray government as bad, inefficient, and incompetent. However, the data on more than 300 civil servants yield intriguing findings. Surprising, in light of the negative depiction of government, is the positive depiction of individual civil servants. Half of civil servants were positively portrayed, and only 40 percent were negatively depicted. Americans may view government negatively, but they see in film positive depictions of how individual civil servants can and do make a positive difference.

COVID-19 and the shift to online teaching necessitated a change in approach for English for Academic Purposes (EAP) teachers in preparing their students for university studies. This study explored how EAP instructors coped with and adapted their provision for emergency remote teaching. The study was conducted at an English-medium university in Hong Kong and a qualitative case study approach was adopted. The results revealed two overarching themes of opportunity and challenge. While the sudden shift to online teaching forced innovation and fostered collaborative learning and feedback, teachers experienced difficulties in communicating with students and monitoring their learning. The study voices teacher perspectives in delivering EAP courses online and highlights important implications for the successful delivery of future online EAP provisions.
