The aim of the discussion in this paper was to identify types of gminas due to the dynamics of enterprise occurrence with respect to the level of socio-economic development. Four types of gminas were described, namely: sustainably developing, unstably developing, slowly developing ones as well as those immune to deve lopment. As a result of statistical analysis it was found out that the spatial distribution of the number of enterprises is not determined by the level of socio-economic development, which was confirmed by low correlation and low value of determination coefficient for the linear model. A low dynamics of enterprises’ development in northern Poland, and in the border gminas in the eastern and north-eastern parts of the country was noted. The map of types (models) of socio-economic development of Poland shows polarization. There is a clear division between gminas characterized by stable development, which are located mainly in the western and southern Poland, and the gminas featuring unstable development, which are located predominantly in the eastern part of Poland.

Abstract: This article shows the characteristics of spatial differentiation of level and dynamics of socio-economic development of rural areas in Poland. The Authors try to define typical directions of the development of gminas and look for an answer to the question: what, and what gminas’ features, determine the direction of development? The analysis presented in the paper has been based on the data originating from the Rural Development Monitoring Project. The results showed the differentiation of the development level to be a part of very dynamic contemporary reality. Criteria up to this date documented in research and arranging spatial diversity of social and economic phenomena apply specifically to description of the development’s level, while dynamics is being arranged by a different criteria. Moreover, the research describes four basic profiles of the dynamics of gminas’ development.

Typologization of rural areas, taking into account differences in population density and level of socio-economic development, is necessary to identify “growth points” and strategic sustainability benchmarks. The method of integrated assessment of the level of socio-economic development of rural territories is proposed, according to which the grouping of Russian regions is carried out. Applying data on rural population density to the results of calculations allowed us to identify 12 typological groups, in the context of which unified recommendations on sustainable development of territories should be formed.

Rural settlements occupy a significant part of the territory of Russia, where about 25% of the population lives and significant natural resource potential is concentrated, but the level of their socio-economic development is significantly inferior to urban ones. Increasing depressiveness of rural areas and spatial socio-economic differentiation is a systemic problem and an obstacle to the balanced development of the national economy, reduces its competitiveness due to insufficient use of economic potential, creates challenges to the economic and national security of the state. A powerful tool for countering such trends is the formation and implementation of the potential for the development of small agribusiness, which is mainly based on households created in the form of peasant (farmer) and personal subsidiary associations. The article ana-lyzes the potential of small agribusiness development in rural areas.

Important issues in the development of regional tourism are the provision of tourist services, formation of the market of services and infrastructure improvement. The creation of clusters in the tourism sector remains relevant. From the standpoint of geographical science, the formation of tourist clusters is quite studied. The tourist potential of Khmelnytskyi region first of all includes the objects of nature reserve and historical-cultural funds available in the regional territory, which have not been involved in tourist activity yet. They are the basis for the formation of new tourist attractions, which can be used for the development of rural tourism, job creation, finding sources of income for newly formed territorial communities in order to obtain a positive effect from their formation. It is established that the synergetic effect promotes the creation of clusters with similar specialization. Determining the prospects of the tourist cluster of Khmelnytskyi region, special attention should be paid to such a form of tourism as rural (green) tourism. Extensive implementation of green tourism in the practice of newly formed united territorial communities in the region will provide additional resources to enhance their socio-economic development. Especially relevant tourist and recreational activities are in the buffer zones of national nature parks and landscape Regional Park, which are located in the Khmelnytskyi region. It is described that the material and technical base of tourism consists of: temporary accommodation facilities; specialized transport companies; tourist and excursion institutions and their subdivisions; information and advertising services; enterprises for the production and sale of tourist goods. Social infrastructure is also important for the organization of high-quality recreation for tourists: the availability of housing and communal services, cultural and household services, health care, and trade. From the standpoint of traditional economic and geographical complex formation, all factors of tourist complexes are divided into two major groups: socio-economic (labor, transport, trade and catering, souvenirs, city tourist development) and natural (geographical location, nature surface area, air temperature) etc. Many scholars, as the main social factors in the development of the tourist complex distinguish: socio-cultural: cultural-historical (architectural-historical) resources, settlement, administrative-territorial division; production and economic: labor resources, the structure of the city's economy, sources of environmental pollution, transport, land resources. Analysis of the location of these factors from the standpoint of social geography will justify measures aimed at enhancing the development of tourism in the regional tourism complex. Mass tourism is possible only if the needs of travelers in food and accommodation are met. Relevant facilities should have a range of hygiene and waste disposal facilities for tourists. Therefore, it is important, especially in rural areas, to provide in the plans of socio-economic development and general schemes of rural development places for temporary stay of tourists, appropriate infrastructure facilities, to reserve land for their arrangement. The analysis of the possibilities of Khmelnytskyi region in the tourist market of Ukraine showed that it occupies the middle places. This is due to the transit transport and geographical location. Within this region there is a clear polarization of tourism development, which determines the spatial features of the regional tourist complex development. Key words: tourist cluster, Khmelnytskyi region, green tourism, socio-economic development of the region.

The aim of the work is to study the aspects of interregional cooperation in the formation of the complex investment project “Yenisei Siberia”. Methods of statistical analysis were used – dynamics, comparison, grouping. The article provides an overview of the main socio-economic differences between the participants of interactions. Minimizing these differences will create conditions for the effective implementation of investment projects that provide a multiplicative effect in the development of the project territories.

The article considers the features and nature of changes in modern challenges in rural areas. Destabilizing trends of socio-economic development of rural areas have been identified. It is confirmed that despite the new opportunities for rural areas, strengthening the cohesion of rural communities, there are significant obstacles to their development, in particular, the state can not provide the necessary funds for projects or other measures to address social problems. Rural areas are significantly deprived of state support and financial and resource provision, and it is justified that in this aspect is very relevant fundraising activities, as it is focused on finding sources of funding for programs and projects of socio-economic development of rural areas. This encourages the development of fundraising in rural areas. The state of elaboration of problems of formation of financial and economic potential of territorial communities is defined, namely concerning use of fundraising activity as the innovative tool of formation of financial and economic potential of development of rural territories in the conditions of decentralization. The organizational and legal aspects of fundraising, factors of development of fundraising activity and influence of these factors on domestic realities are investigated; the characteristic features of fundraising in rural areas are determined, the priority directions of its development are revealed. Taking into account the peculiarities of rural areas, an algorithmic model of fundraising activities from the origin of ideas to the implementation and establishment of feedback from the donor has been developed. The methodological basis of the article is the fundamental provisions of economic theory, regional economy, inclusive development of rural, local finances and inter-budgetary relations. A set of both general scientific and special methods of economic research was used to solve the set tasks, which created a basis for a comprehensive analysis of the process of rural development on the basis of fundraising activities.
