The primary intent of this study is to investigate what factors drive local governments to implement growth management policy instruments. To answer this research question, this study chose Colorado counties, where local governments voluntarily adopt and implement growth management policy instruments. That means that a wide variation in growth management policy instrument implementation appears among Colorado???s local governments. That is to say, some counties more actively implement growth management policy instruments while the rest of counties do not. Utilizing a statistical tool, this article tests seven hypotheses based on the interest group model and county characteristics to empirically explicate this uneven implementation phenomenon of growth management policy instruments across Colorado. The analyzed results prove that counties with many anti-growth management policy interest groups are less likely to implement growth management policy instruments. In addition, the analyzed results demonstrate both that counties earning more income from tourism and counties with highly educated residents are more likely to implement growth management policy instruments, while counties supporting the Democratic Party are less likely to implement growth management policy instruments.

The contemporary integration policies (Community Cohesion Agenda [CCA]) of the United Kingdom have been criticized for their foundational weaknesses, conceptual inadequacies, myopic views with regard to the complexity of the issue, lack of evidence, and so on. Vast majority of the studies conducted to verify this discourse have been done in the line of theoretical arguments of diversity management rather than exploring their connections to a target community in reality. This study aims at establishing a linkage between the growing theoretical arguments of the integration discourse with empirical data in light of the policy framework of the CCA. We have selected the fastest growing Bangladeshi community of the CCA-adapted Aston City of Birmingham as the representative group of the ethnic minority communities of the United Kingdom. Qualitative data collection approach has been followed, where primary in-depth interviews were conducted on various policy actors, social workers, faith leaders, and Bangladeshi residents of Aston. The entire policy instrument, starting from its broad purposes to operational strategies, has been severely challenged by both residents of the community and relevant policy-implementing bodies in Aston. CCA policies appear to be largely inclined toward the interculturalism/communitarianism ideology rather than to multiculturalism. However, the empirical evidence shows that the need for multiculturalism, to be more specific—Bristol School of Multiculturalism, as a political theory remains in the integration discourse in the context of the United Kingdom. Findings are expected to have implications on practitioners and policy makers in designing diversity management policy instruments by having a wider synthesized view on both theoretical argument and empirical data.

Pemerintah Daerah Khusus Ibukota Jakarta yang mengeluarkan beberapa kebijakan penanggulangan pencemaran udara menghadapi banyak kendala implementasi. Tujuan penelitian ini mengetahui implementasi kebijakan pengelolaan kualitas udara perkotaan terkait transportasi di provinsi tersebut dengan pendekatan model sistem. Faktor yang diamati meliputi instrumen kebijakan, sumber daya dan manajemen. Penelitian ini menggunakan metode penelitian kualitatif yang menggunakan sumber data primer dengan metode wawancara mendalam dan sumber data sekunder telaah dokumen. Data primer digali dariberbagai informan yang berkompeten meliputi Dewan Perwakilan Rakyat Daerah, Biro Hukum, Badan Pengelola Dampak Lingkungan Daerah, Dinas Perhubungan, Dinas Kesehatan dan Samsat. Penelitian ini menemukan bahwa instrumen kebijakan telah ada, tetapi dipersepsikan hanya berlaku untuk BPLHD. Penegakan hukum belum dilaksanakan secara semestinya karena sistem dan koordinasi belum maksimal; sumber daya manusia dan sumber dana masihkurang; rencana strategis belum ada, serta manajemen dan koordinasi belum maksimal. Untuk implementasi kebijakan pengelolaan kualitas udara perkotaan yang efektif, pembuat dan pelaksana kebijakan perlu memperhatikan beberapa faktor tersebut.Kata kunci: Kualitas udara, perkotaan, implementasi, kebijakan, transportasiAbstractThe Government of DKI Jakarta Province had released some policies regarding to remedy air pollution. However, there are much problems related with urban air quality in DKI Jakarta Province. So that, purpose of this study will know implementation of urban air quality management policy related to transportation by system model approach. The matter will be studied are policy instruments, resources and management. This study is qualitative study. In this study,primary and secondary data will be used. Primary data are collected from in depth interview with competent sources such as Regional Parliamentary, Law Bureau, Regional Authority for Environmental Impact, Transportation Department, Health Department and Samsat. Secondary data are collected by conducting documents. The study result showed that policy instrument has existed, but they are perceived only effective for BPLHD, real law enforcement has been not implemented because system and coordination are not optimal, human and money resources are minimal, and there is no strategic planning so that management and coordination are not optimal. Therefore, to make implementation of urban air quality management policy become effective, the factors should be respected by related parties especially policy makers and policy implementers.Key words: Air quality, urban, implementation, policy, transportation

Based on policy instrument theory and a case of low-carbon city development (Qihe County in Shandong), this study examined the policy instruments adopted for low-carbon city development in China and the effectiveness of these instruments. All the policies adopted by the piloted city from 2008 and 2014 were collected, coded, and analyzed. A two-dimensional analytical framework was developed based on a trichotomous policy instrument categorization and low-carbon city connotation. The results showed that the key goal of China’s low-carbon city construction is to develop low-carbon technology and low-carbon energy. Compulsory policy instruments are the most used and most effective, while voluntary policy instruments are rarely used. Further results indicated that when the ratio of compulsory instruments and mixed instruments comes to 2:1, the combination of policy instruments can lead to the optimal completion degree. It seems difficult to balance the stability of various policy instruments with the overall high completion degree. Chinese local governments are more accustomed to compulsory policy instruments. This reminds policymakers to pay more attention to the potential of voluntary instruments and mixed instruments in building low-carbon cities.

The constant effectiveness of a policy instrument was a major lacuna in energy policy for a long time. However, selecting and mixing appropriate policy instruments has become crucial in the era of climate change. The aim of this paper is to investigate the renewable portfolio standard (RPS) system as a sustainable policy instrument for promoting new and renewable energy. To answer the research question, we utilized the latent growth model by applying the data on 27 types of new and renewable energy production from 2014, 2015, and 2016. Our empirical analysis concluded that the effectiveness of the RPS as a policy instrument decreased linearly each year, and its effectiveness is expected to decrease in the long term from 2017 to 2023. Profound debates and evidence from other RPS-adopting countries should be additionally conducted to bolster this theme of sustainable energy policy instruments

There is global recognition that waste plastic is a ubiquitous pollutant in the built and natural environments. A component of plastic litter and debris is single-use, expanded polystyrene (EPS) food service ware. Reducing the consumption of EPS food service ware is challenging because reuse is not feasible, recycling is not economically viable, and composting is not possible. In the absence of national action to reduce EPS in the USA, local governments have taken the lead on enacting ordinances to eliminate or reduce EPS food service ware. This paper examined the variety of policy instruments that can or have been used by local governments in the USA to reduce EPS food service ware. Because of the inabilities to reuse, recycle, and/or compost EPS, the most frequently used policy instrument has been a ban. As of December 2019, there were 249 local bans in the USA covering 12.85% of the nation’s population: of these bans, 9.6% were partial bans restricting distribution only on government and public property, 65.9% were narrow bans that ban distribution by restaurants and food providers, 8.8% were full bans that include the narrow ban and also ban using EPS food packaging by grocery stores, and 15.7% adopted an expanded ban that includes the full ban and also baned other single-use plastic food ware related items including the selling or distributing of EPS coolers and single-use plastic utensils, straws, stirrers, lids, cups, plates, and containers.

There has long been a presumption that the price-level stabilization frameworks of Irving Fisher and Chicagoans Henry Simons and Lloyd Mints were essentially equivalent. I show that there were subtle, but important, differences in the rationales underlying the policies of Fisher and the Chicagoans. Fisher’s framework involved substantial discretion in the setting of the policy instruments; for the Chicagoans the objective of a policy rule was to tie the hands of the authorities in order to reduce discretion and, thus, monetary policy uncertainty. In contrast to Fisher, the Chicagoans provided assessments of the workings of alternative rules, assessed various criteria—including simplicity and reduction of political pressures—in the specification of rules, and concluded that rules would provide superior performance compared with discretion. Each of these characteristics provided a direct link to the rules-based framework of Milton Friedman. Like Friedman’s framework, Simons’s preferred rule targeted a policy instrument.

AbstractThe transition to a circular economy is a complex process requiring wide multi-level and multi-stakeholder engagement and can be facilitated by appropriate policy interventions. Taking stock of the importance of a well-balanced policy mix that includes a variety of complementing policy instruments, the circular economy action plan of the European Union (COM(2020) 98 final) includes a section about “getting the economics right” in which it encourages the application of economic instruments. This contribution presents a comprehensive taxation framework, applied across the life cycle of products. The framework includes (1) a raw material resource tax, (2) reuse/repair tax relief, and (3) a waste hierarchy tax at the end of life of products. The research is based on a mixed method approach, using different sources to analyse the different measures in the framework. More mature concepts, such as material resource taxes, are analysed by reviewing the existing literature. The analysis of tax relief on repairs is based on interviews with stakeholders in Sweden, where this economic policy instrument has been implemented since 2017. Finally, for the waste hierarchy tax, which is a novel proposition in this contribution, macroeconomic modelling is used to analyse potential impacts of future implementation. In all cases, several implementation challenges are identified, and potential solutions are discussed according to literature and empirical sources. Further research is required both at the individual instrument and at the framework level. Each of the tax proposals needs a more detailed examination for its specificities of implementation, following the results of this study.

Background: Ecstasy (3,4-methylenedioxymethamphetamine (MDMA)) has a relatively low harm and low dependence liability but is scheduled on List I of the Dutch Opium Act (‘hard drugs’). Concerns surrounding increasing MDMA-related criminality coupled with the possibly inappropriate scheduling of MDMA initiated a debate to revise the current Dutch ecstasy policy. Methods: An interdisciplinary group of 18 experts on health, social harms and drug criminality and law enforcement reformulated the science-based Dutch MDMA policy using multi-decision multi-criterion decision analysis (MD-MCDA). The experts collectively formulated policy instruments and rated their effects on 25 outcome criteria, including health, criminality, law enforcement and financial issues, thematically grouped in six clusters. Results: The experts scored the effect of 22 policy instruments, each with between two and seven different mutually exclusive options, on 25 outcome criteria. The optimal policy model was defined by the set of 22 policy instrument options which gave the highest overall score on the 25 outcome criteria. Implementation of the optimal policy model, including regulated MDMA sales, decreases health harms, MDMA-related organised crime and environmental damage, as well as increases state revenues and quality of MDMA products and user information. This model was slightly modified to increase its political feasibility. Sensitivity analyses showed that the outcomes of the current MD-MCDA are robust and independent of variability in weight values. Conclusion: The present results provide a feasible and realistic set of policy instrument options to revise the legislation towards a rational MDMA policy that is likely to reduce both adverse (public) health risks and MDMA-related criminal burden.

This study is based by the cancellation of Act No. 7 of 2004 on Water Resources by the Indonesian Constitutional Court. Over the past 10 years, the law is the basis for the water resources management in Indonesia. The cancellation of the law would provide great impact for water resources management policy, especially with regard to the provision of right to water. Hence, this study aimed to determine the legal status of Right to Water provided by the local government after the cancellation of Act No. 7 of 2014 on Water Resources. The object of this normative study includes legal principles and systematic. This is due to the focus of this study is the meaning of the right principle to ruled state in the context of realizing the peoples’ prosperity and the position of Water Resources Act as the basis for the issuance of Government Regulation and Right to Water. The results of study indicate that in order to provide legal certainty for permit holder for Right to Use Water and Right to Commercialize Water, the ministry has issued various ministerial regulations, although the nature of these regulations only fills a legal vacuum. In the case of permit to Use of Water Resources, all permits for use of water resources that use surface water issued before the decision of Constitutional Court No. 85/PUU-XI/2013 are still valid. To permit referred to it, evaluation is conducted based on 6 (six) the principles of water resources management. Request new permit are in the process or for renewal of permit to use water resources that use surface water, processed as 6 (six) principles of water resources management. Although, in order to ensure legal certainty, the government should immediately issues the Act in Lieu of Water Resources Management which will be the basis for water resources management in Indonesia.
