Based on policy instrument theory and a case of low-carbon city development (Qihe County in Shandong), this study examined the policy instruments adopted for low-carbon city development in China and the effectiveness of these instruments. All the policies adopted by the piloted city from 2008 and 2014 were collected, coded, and analyzed. A two-dimensional analytical framework was developed based on a trichotomous policy instrument categorization and low-carbon city connotation. The results showed that the key goal of China’s low-carbon city construction is to develop low-carbon technology and low-carbon energy. Compulsory policy instruments are the most used and most effective, while voluntary policy instruments are rarely used. Further results indicated that when the ratio of compulsory instruments and mixed instruments comes to 2:1, the combination of policy instruments can lead to the optimal completion degree. It seems difficult to balance the stability of various policy instruments with the overall high completion degree. Chinese local governments are more accustomed to compulsory policy instruments. This reminds policymakers to pay more attention to the potential of voluntary instruments and mixed instruments in building low-carbon cities.

Climate crisis has become the main concern of International community. China is undergoing the quick growing period of urbanization. The fast urbanization inevitably encountered a lot of problems and defects. Our carbon emission occupy more and more percentage of the whole world. To change the traditional way of constructing activity and work towards low-carbon city development mode is the most important task of China city development. From the causes of low carbon cities construction and its significance, this essay focuses on the space structure, traffic mode, land use and landscape architecture framework of constructing a low-carbon city. Low carbon urban construction planning is also presented.

The purpose of this study is to describe and analyze Integrated Self-Sufficient City development policy instrument. This research was conducted with qualitative methods, data presentation is done through interviews, documentation and observation, while data analysis is performed by adopting the thought Miles, Huberman and Saldana (2014) by using interactive methods of analysis models.The results of this study concluded that “policy instruments Integrated Self-Sufficient City construction on transmigration area in Northern Bengkulu district proven cannot be implemented to the fullest”. Conclusion of the existing findings as described from the evidence that there are the following. Recommendations are: The success of Integrated Self-Sufficient City policy implementation can be perceived by the public and appropriate goal would initially need to do various strengthening and improvement of the implementation of the policy. So that the reinforcement can be realized if the strengthening of institutional functions in every sector can formulate policies are clear and measurable. To the researchers have several recommendations that may be referenced regarding synergize the various types of policy instruments by taking into account local conditions and regulations as well as regional development.Integrated Self-Sufficient City promoting policies to all working Units local goverment that Integrated Self-Sufficient City program development across sectors that require coordination both at central and regional level.

From the perspective of ecological ethics, by learning from the experience of developed countries, low-carbon urban construction, this paper proposes to slow down the speed of city expansion, to avoid the errors occurred in the process of the western industrialized urban development, and to change from external expansion to internal development so as to achieve harmony between city and nature.

Objective: The risk of administrative law enforcement is slowly being exposed to the public. The law enforcement of tobacco monopoly administration plays an important role in maintaining the stability of tobacco market and promoting the benign development of tobacco industry. However, due to the combination of subjective and objective factors, there are many risks in the process of tobacco monopoly law enforcement, which seriously affect the effectiveness of tobacco monopoly law enforcement. In risk society, risk has the characteristics of fluidity and cross-region, which increases the difficulty of administrative law enforcement among local governments. The purpose of this paper is to explore a new model to deal with the risk of local government enforcement against tobacco monopoly administration. Methods: The research adopted the field survey method, 75 local officials were interviewed, including 68 effective interviews and 7 invalid interviews, then analyzed the manifestations of passive cooperation through multiple cases. Results: We found that when risk of tobacco monopoly administrative law enforcement occur frequently, local intergovernmental still choose not to cooperate or cooperate passively at the request of the central government. By analyzing the forms of passive cooperation, we established an analytical framework of initiative cooperation and worked out three elements of initiative cooperation: trust, consensus and tacit understanding. Conclusion: Initiative cooperation is the highest form of cooperation and the best choice for local intergovernmental to deal with risk of tobacco monopoly administrative law enforcement.

Abstract This paper develops an integrated framework to study the socio-spatial and temporal dimensions of urban energy transitions to investigate the development and spread of solar energy technologies in urban China. A comparative analysis of three case studies of solar energy transitions in the cities of Foshan (in Guangdong), Rizhao (in Shandong), and Wuxi (in Jiangsu) demonstrates the framework’s applicability. The results map each city’s trajectory towards low carbon energy. Transitions result from dynamic interactions among central and local governments, solar manufacturers, solar installers, and residents. Alongside industrial strategies, locally-specific factors have a determining influence on the eventual outcomes.

Promoting low-carbon development (LCD) is one of the basic requirements of building new-type urbanization with Chinese characteristics. Research on the formulation of low-carbon city development roadmap (hereinafter referred to as the “Roadmap”) is a necessity for systematic control of greenhouse gas (GHG) emission and the construction of low-carbon cities. Based on the actual conditions of cities as well as the regional and national development strategies, the Roadmap panoramically describes the strategic objectives, development plans, and key sectors' initiatives for the transformation of city development through planning techniques and solutions. Generally, the formulation of a low-carbon roadmap involves six steps: understanding the present situation of GHG emissions; analyzing the future emission scenarios; setting LCD targets; developing action plans for key sectors; assessing mitigation potential of low-carbon technologies/projects; and proposing measures for implementation. This paper, based on the practical experience in low-carbon city roadmap development and the needs of divisional management, establishes an analytical structure of GHG inventory for seven sectors, so as to link the key sectors for LCD, namely the seven major sectors for emissions reduction proposed by the Intergovernmental Panel on Climate Change (IPCC). Moreover, this paper integrates sectorial (industrial) low-carbon technology needs assessment (TNA) into the formulation of the Roadmap. It also provides several recommendations for better incorporating the two methods into the Roadmap: firstly, to strengthen the core function of GHG inventory by enhanced accounting quality and scientific and systematic analysis of the temporal and sectorial distribution of GHG emissions so as to serve the Roadmap formulation and decision-making. Secondly, to reinforce the derivative function of GHG inventory that serves the LCD planning, assessment, and decision-making by improving the quality and continuity of GHG inventory. Thirdly, to develop the derivative function of GHG inventory by integrating the improved GHG inventory and TNA into the formulation of the Roadmap.
