It is important to find out the impacts of local body reforms on health and education sector to have a comparison between those eras when local government system have been implemented and not implementation of this system. The paramount concern of the study is to identify whether public services provision in terms of education and health are improved during the era of local body government than that of non-local body government regime in Punjab, Pakistan The main concern of this study is to identify the differences between two regimes of government local body government and non-local body government duration in provision of public services in terms of health and education. Data has been collected for three provinces (Punjab, Sindh, and KPK) at district and province level from provincial development statistics. Due to data limitations, Baluchistan province is excluded from analysis. Overall trend suggested that education sector has been assessed with more and increasing trend during the non-local government regime as compared to local body government in all three provinces. Similarly, we have assessed that health sectors is also experiencing trend as education.

The Local Government Ordinance (LGO), formulated by the National Reconstruction Bureau (NRB) in 2000 and promulgated by provincial governments in August 2001, assigns powers, responsibilities, and service delivery functions to three levels of local governments: district, tehsil, and union. Responsibilities for the delivery of social and human development services, such as primary and basic health, education and social welfare, are delegated to the district level, whereas municipal services, such as water, sanitation and urban services are assigned to the tehsil level. The LGO does not only deal with the delivery of public services in its plan but also stresses the need for fiscal decentralisation, claiming that “Fiscal decentralisation is the heart of any devolution exercise. Without fiscal decentralisation no authority is devolved.”

This research aims at examining the Indonesia's local government financial capacity to maintain sustainable government finances for encouraging public services. Based on 2006 – 2014 data, this research finding shows that sustainable local government financial capacity for encouraging public services is still low. It is because the majority of capital expenditure still depended on general allocation fund, not on local revenue, although there was increasing growth in local revenue.

As in the case of other parts of the UK wider health system, it has been a turbulent time for public health since 2010. Not only has the function undergone major structural and cultural change following its return to local government from the NHS, where it had been located since 1974, but it has had to confront new challenges in public health arising from lifestyle behaviours and a widening health gap between social groups. All of this has occurred during a period of unprecedented financial austerity affecting public services in general but local government in particular. This chapter reviews the state of public health in the lead up to the changes announced by the Coalition government in 2010. It then summarises the reforms before offering an interim assessment of their impact. Finally, it discusses the evidence to date concerning the reforms and speculates on likely prospects in the years ahead.

One of major policies of Indonesia Decentralisation is the adoption on various type of revenue sharing among provinces and local governments and also the devolved of taxes to lower level government in particular to the province level. Challenges of policy toward higher degree of revenue autonomy, is that an increase in revenue sharing as well as devolved taxes would enhance economic disparity among regions. Further, our finding shows that different types of revenue sharing seem to have different effect on intra-province economic disparity.

Decentralisation puts weigh in the dynamic of local government. As consequences of decentralization, local governments are entitled to enact local regulation in order to serve public services in the daily basis. Local regulation as the product of the Mayor of course does not stand alone. It is part of national legislative system which lay at the low tier of the hierarchy of laws. It should be work effectively and harmoniously with the system. By analyzing the nature of decentralization and the function of local legislation, it is essential to establish a good review mechanism for this legislative product. Different mechanism results in different consequences to the regulation. This article has analysed three mechanisms both preventive and represive; executive review which is done by the Governor and National Government; judicial review which is done by the Court and even political review which is exercised by the local representatives who act as balancing power to the local executive.Keywords: Peraturan Kepala Daerah, Executive Review, Judicial Review, Political Review

The article presents the life and work of dr. Mieczysław Biernacki, a Polish doctor of medicine, freemason, social, economic and political activist unknown to the younger generation of Polish doctors, who was born in 1862, Throughout his life, he actively worked to raise the level of education and health of Lublin’s inhabitants. He held managerial positions in numerous associations, economic institutions, local government and political organizations. Above all, he was a doctor who effectively fought against infectious diseases, venereal diseases and tuberculosis. As an editor and publicist, he took the floor by writing on medical, economic and literary subjects. He died in 1948, at the age of eighty-eight.

It is time for state servants to provide services to society in a professional, honest, fair and equitable manner in carrying out state, government and development tasks. This study aims to realize the attitude of state servants who must be neutral from the influence of all political groups and parties and not be discriminatory in providing services to the community. In the legal and governmental aspects, bureaucratic reform is a very strong issue to be realized. The methodology used in this research is descriptive qualitative with an effort to explain the phenomena in the field related to the Indonesian government bureaucracy which is suspected to have contributed greatly to the occurrence of various public service crisis management. The findings of this study indicate that there is a bureaucratic culture that is thick with bureaucratic politicization and the lack of transparency in public services. The mainactor public services has not prioritized fair service to the community. Therefore, bureaucratic reform is expected to be corrective measures against the Government's political policies so that bureaucratic neutrality occurs.

In the 2000s, Turkey has reformed its public administration system in line with New Public Management (NPM) principles towards a more decentralized system. Although the initial aim of the reform process is set to achieve a decentralized and more efficient public management system, the empirical data and official statistics cast doubt on whether this outcome will ever be achieved. Analyzing local government legislation, the discretion of central government in local governance, and the changes in the status of local government in public governance, the article presents the evolution of the local government system in Turkey during the Justice and Development Party government. Points for practitioners The public management reform experience of Turkey resembles the NPM reform patterns in countries with Napoleonic state tradition. Similar to these countries, the emphasis on managerial practices over participatory elements has been prevalent in improving the efficiency and effectiveness of public services. Yet, the findings in the Turkish case challenge the proposition that managerial reforms alone, without improving local democratic governance, can enhance the efficiency and effectiveness of public services.
