In this paper we will analyze in a static way Argentina, Egypt, Morocco, Tunisia and South Africa with the objective of verifying the hypothesis that there is proximity in indicators of life quality between these countries. Under this prem- ise, necessary measures are suggested for these territories to develop in institu- tional terms. We will postulate that federalism as a system of distribution of obligations plays a fundamental role for these countries, because it applies to them a very high degree of accountability in public spending and a high trans- parency in the accountability of governments with the citizens. Keywords: Argentina, Africa, institutions, federalism, living standards. JEL classification: O18, O43, H77, R12, C83.

Throughout history people have fled from tyranny and deprivation to improve their lives. Rejecting refugees is an act of collaboration with tyranny. Accepting refugees brings great benefits both to refugees and to the receiving country. However, there are many in the receiving land who feel threatened by newcomers. These fears are motivated by collectivist notions that incorrectly attribute responsibility for problems associated with migration. Key words: Immigration, welfare magnet, anti-labor laws, national security, corporate welfare, protectionism, free trade, resource scarcity, Economic Freedom of the World, population density, Julian Simon, Fraser Institute, Thomas Jefferson. JEL Classification: F22. As old age advances comorbidities may impact the individual. The performance of daily activities might be compromised by sensory-motor, cognitive and psychosocial impairments, and as a result, the likelihood of falls and domestic accidents is increased, compromising the functional capability and ultimately being fatal. This paper aims at providing an account of the experiences of the workshop entitled: "Domestic accidents involving the elderly: prevention and action" for a group of elderly in a university program targeting this specific age group. The workshops were offered as part of the "UniversIDADE", an Extension Program of a public university in São Paulo State, Brazil. The meetings were coordinated by two volunteers, a nurse and a physiotherapist. The topics addressed in the workshops were falls, sensory changes, prevention strategies, action to be taken in case of domestic accidents, burns and hemorrhages. The meetings highlighted the active participation of the elderly in the discussions of the topics approached in the workshop and their relevance for preventing domestic accidents. Furthermore, the role of older people as multipliers of information acquired in activities with extension to their families was emphasized to other seniors close to them and as an important aspect to improve their own life quality. Key-words: University Extension, Community-Institutional Relations, Domestic Accidents, Prevention, Elderly Health. The visualization of organic macromolecules such as proteins, nucleic acids, viruses and virus components has reached its high degree of effectiveness owing to refinements and reliability of instruments and to the invention of methods for enhancing the structure of these materials within the electron image. The latter techniques have been most important because what can be seen depends upon the molecular and atomic character of the object as modified which is rarely evident in the pristine material. Structure may thus be displayed by the arts of positive and negative staining, shadow casting, replication and other techniques. Enhancement of contrast, which delineates bounds of isolated macromolecules has been effected progressively over the years as illustrated in Figs. 1, 2, 3 and 4 by these methods. We now look to the future wondering what other visions are waiting to be seen. The instrument designers will need to exact from the arts of fabrication the performance that theory has prescribed as well as methods for phase and interference contrast with explorations of the potentialities of very high and very low voltages. Chemistry must play an increasingly important part in future progress by providing specific stain molecules of high visibility, substrates of vanishing “noise” level and means for preservation of molecular structures that usually exist in a solvated condition.

Abstract We surveyed sequence variation and divergence for the entire 5972-bp transcriptional unit of the white gene in 15 lines of Drosophila melanogaster and one line of D. simulans. We found a very high degree of haplotypic structuring for the polymorphisms in the 3′ half of the gene, as opposed to the polymorphisms in the 5′ half. To determine the evolutionary mechanisms responsible for this pattern, we sequenced a 1612-bp segment of the white gene from an additional 33 lines of D. melanogaster from a European and a North American population. This 1612-bp segment encompasses an 834bp region of the white gene in which the polymorphisms form high frequency haplotypes that cannot be explained by a neutral equilibrium model of molecular evolution. The small number of recombinants in the 834bp region suggests epistatic selection as the cause of the haplotypic structuring, while an investigation of nucleotide diversity supports a directional selection hypothesis. A multi-locus selection model that combines features from both-hypotheses and takes the recent history of D. melanogaster into account may be the best explanation for these data.

This study tests the hypothesis of whether credit impacts productivity, and whether productivity in turn impacts market participation under a simultaneous modelling framework of credit, productivity and market participation, which has not been pursued in the literature. Using data from the Ghana Living Standards Survey Round 6, we applied a conditional mixed process estimation technique to correct for selectivity bias and unobserved endogeneity. We find that credit positively impacts productivity, which in turn positively impacts market participation. Furthermore, other determinants such as roads, public transport, radio and phone, and compliance with extension advice positively influence productivity while availability of markets and multiple cropping in a season increase the decision to sell maize. These findings imply that the transmission mechanism to transform the subsistence nature of Ghanaian agriculture into a sector characterized by commercial agriculture is to enhance access to credit, which in turn would stimulate productivity, which in turn would enhance market engagement. Early in 1959, observations on the farm Tayside, in the East London district of South Africa, suggested that populations of the ‘two-host’ red tick, Rhipicephalns evertsi Neum., were more difficult to control with toxaphene preparations than they had been in the past. Resistance to toxaphene was suspected, and both field and laboratory experiments were carried out to investigate this possibility. Field trials indicated an increase in tolerance by Tayside populations of the tick to toxaphene, γ BHC and dieldrin, but showed no increased tolerance to sodium arsenite or DDT. Similar results were obtained in laboratory experiments where Tayside adults were compared with those of other populations of the tick known to be sensitive to insecticides. Laboratory experiments with larvae indicated a high degree of resistance to toxaphene and γ BHC in the Tayside population, but no increased tolerance to sodium arsenite, Delnav, Sevin or DDT could be detected. This pattern of cross-resistance is similar to that occurring in resistant populations of Boophilus dccoloratus(Koch).

The uptake of tritiated thymine into cells of a heterogeneous population of Prorocentrum micans was investigated using light-microscope and electron-microscope autoradiography. Specificity of thymine uptake into DNA was demonstrated by the specific removal of label from wax-embedded material using DNase and by the high degree of localization of nuclear label to chromosomes in the electron-microscope autoradiographs. All nuclei, including both dividing and non-dividing cells, showed a substantial uptake of label, indicating that nuclear DNA synthesis in Prorocentrum micans is a continuous process. The level of DNA synthesis does show considerable variation, however, with very high levels in some interphase nuclei. The continuous replication of nuclear DNA provides further evidence of dinoflagellate affinity to the prokaryotes, and indicates that Prorocentrum micans is a very primitive eukaryote cell.
