As an agricultural country with large natural resources, Indonesia still has considerable problems in managing food security. This is evidenced by the lack of agricultural land and human resources that can support people's food needs so that the government still imports food from other countries. These issues as; it are feared that population growth and high food consumption power, social exclusion (marginalization of agricultural laborers and agricultural land) will cause food security vulnerability in the future. This Mixed method quantitative and qualitative method by statistical and in-depth interview study involving 169 respondents from many stakeholders such as politicians, academicians, farmers, and students to determine policy construction for sustainable rice food sovereignty in Indonesia. The statistical study shows the rice consumption in Indonesia is correlated to education than the age and gender of the respondents. The study indicating problems such as; the welfare of farmers, the application of price limits for staple goods, and improving the quality of agriculture both natural resources, human resources and the provision of agricultural equipment assistance have not been resolved properly. To build food security, it should be balanced with the application of the concept of food sovereignty which is realized by aligning and maximizing competence between political resources, environmental resources capacity, and environmental diplomacy.

Bangladesh is the most densely populated country in the world. With a total population of around 165 million, the country has constantly been facing food security challenges and other problems. Therefore, increasing food production is one of the feasible solutions to this challenge, and proper agricultural land use for food production bears critical importance. Adopting sustainable irrigation systems and viable technologies would be vital for ensuring efficient use of agricultural land in Bangladesh to safeguard the country's food security. Solar irrigation pumps (SIPs) can be a reliable option in this regard. However, Bangladesh has experienced a prolonged growth rate of SIP installation in the last decade.  The countryhas set a target to install 10000 SIPs by the year 2027, albeit it is a tiny share of the 1.57 million conventional irrigation pumps operating in the country. This study aims to investigate the economic feasibility of the SIPs operating in the northern region of Bangladesh in terms of estimating financial feasibility and environmental benefits. The study is mainly based on primary data collected from the users of SIPs from two Upazilas of Dinajpur and Rangpur districts. A total of 14 SIPs, categorized into large, medium, and small pumps, are selected randomly from the available SIPs in the study areas. The financial analysis reveals that small SIPs are the most profitable option (20% IRR) for investment. Large SIPs are moderately profitable (10% IRR), and their profitability can be improved (10.50% IRR) by introducing additional uses of solar energy. However, medium SIPs are the worst (5% IRR) option for investment. In the study areas, large and medium SIPs are designed for the 'fees for service model', and small SIPs are designed for the 'fees for ownership model'. It is found that the 'fees for ownership model' is more profitable than the 'fees for service model'. Moreover, the net environmental benefit for all SIPs is found almost equal to the given subsidy for installing them. Also, the net environmental benefit per kilowatt peak (kWp) is highest for the small SIPs. This paper recommends that additional use (e.g., husking, grinding, supply excess electricity to grid, and so on) of solar energy can improve the profitability of investmenton SIPs. Further, the government should continue giving grants for installing SIPs and promote 'fees for ownership model' (small SIPs) for personal use. It would speed up the dissemination rate of SIPs and help increase the country's agricultural production and improve the environmental conditions.

ABSTRACT Introduction: food is a human right and a basic need for their subsistence and development. enough food is produced worldwide to supply all inhabitants and satisfy their caloric and nutritional needs. But the mere fact of producing them does not ensure access to safe and nutritious food for all. Therefore, the correct measurement of nutritional food insecurity is essential for a better understanding of this phenomenon, allowing better communication between society, decision-makers and the political agenda. Objectives: analyze the strengths and limitations of the methodologies used to measure nutritional food security in the Argentine Republic between 1984 and 2017. Materials and methods: a systematic review of articles published in five electronic databases was carried out: Scopus, SciELO, PubMed, BVS and Redalyc. The categories analyzed were the nutritional food security measurement methodologies (when people enjoy food security in addition to a healthy environment, as well as adequate health, education and care), with their type of technique, level, duration and dimension evaluated, limitations and strengths. The search terms used were food insecurity, food security, hunger, food sovereignty, food policy, food availability, nutritional programs, nutritional policies and food assistance. Results: after the search, 22 articles were selected for analysis. Conclusions: all the methodologies analyzed take partial aspects. A methodology has not yet been developed that reflects the multisectoral (food, agricultural, governmental, economic, social, etc.) and multidimensional (access, availability, use and stability) nature of the concept of nutritional food security. Having an adequate measurement of nutritional food security is essential to assess the state of nutritional food insecurity in the Argentine Republic, the government policies that are developed under this concept and verify its impact on the health and nutrition of the Argentine population. Measuring Empowerment Subak Umabun As Agribusiness Board at VillageAngantaka Abiansemal Badung District Research efforts empowerment subak as agribusiness board aims to boost the economyand the welfare of farmers, so that the culture of agriculture demand and not abandonedby society, particularly Subak Umabun. This study aims to (1) identify the potentialSubak Umabun related to natural resources, human resources and financial resources,(2) To know the efforts made to empower the board to Subak Umabun agribusiness.This research was conducted at Subak Umabun, the number of respondents 75 peopleappointed by the formula slovin, data that is used structured interviews and in-depthinterviews.The results showed that the potential of Subak Umabun aspects of naturalresources, human resources and financial resources are classified with an average scoreof 3,19. Further empowerment undertaken by Subak Umabun are classified by score of3,21. And the last institution in agribusiness Subak Umabun high achievement score of3,68. Based on these results, it is recommended to the government through theDepartment of Agriculture, Plantation and Forestry Badung need to deepen the study ofthis kind, so that the programs formulated by the government not only in the form ofsocial assistance

Purpose The paper presents food and nutritional status and relevant policy objectives that can sustain food security in Cambodia. This paper aims to review Cambodia’s food security situation over a period. Design/methodology/approach The paper provides an approach for selecting food security indicators in relation to both inputs and outcomes by drawing on a conceptual framework. National level data for the food security indicators are analysed over a period to provide trends in food and nutritional status. Findings Cambodia has not experienced drastic food insecurity yet, as most people are farmers and their livelihoods dependent on agriculture. Agriculture has maintained food availability in the country; however, there is a proportion of the population living in remote areas unable to obtain sufficient, safe, nutritious food. Landlessness, internal migration, rapid population growth, lack of education and skills, limited access to natural resources and agricultural land, poor health and infrastructure leave the people with inadequate employment opportunities, low capabilities and low productivity which in turn bring deeper poverty. Therefore, people are insecure, excluded and vulnerable to food deprivation. Practical implications To tackle the food security challenges, the Government of Cambodia focuses on food-based social safety nets in the sectors of education, nutrition and productive assets/livelihoods support, to enable longer-term, nationally owned food security solutions. Originality/value The paper draws conclusions using a range of recently proposed food security indicators and offers a perspective for policy formulation which may be of interest to development scholars and practitioners.

Natural wealth is an invaluable resource so it must be preserved. Indonesia as an agrarian, archipelago and maritime country located on the equator is one of the countries in the world that has abundant natural resources compared to other countries. To manage these crops, the community and the government support each other in the process of conservation through a positive management process. Institutions related to the process are expected to be able to join hands with the community, so that the community, government and the state can enjoy the results in the long run. One way to help the community, especially in areas far from the center of government, or the community wherever located. Cooperative allianz is one of the solutions that is considered in accordance with the conditions and culture of the community. Because Cooperatives allianz are a form of business that has long existed and been run by Indonesian people since ancient times. As a supporting effort for the development of cooperatives, the government should provide support in the form of training for human resources manager of cooperatives and communities around cooperatives, so that the initial purpose of forming cooperatives can be achieved well and satisfactorily.

Economic growth is an important indicator of the success of development. The ability of resources is a determining factor driving economic growth. Belu Regency is a regency in East Nusa Tenggara Province, located on the Indonesia-Timor Leste border, has economic and political strategic value. Human resources, natural resources and the budget are the real sector of the economy in driving economic growth. The research objective was to analyze the effect of resources on the economic growth of Belu district. The study was conducted using secondary data and SmartPLS was the analysis tool. The results of the study, the relationship of natural resources directly with welfare is negative and will be positive when the indirect relationship through the budget. The direct and indirect relationship of human resources with welfare through the budget is positive, but the direct value relationship is smaller when compared to the indirect relationship. This shows that the budget that is formed from the wealth of natural resources and human resources is an important factor in creating public welfare as measured through economic growth. Budgets sourced from local and central government are increasing every year. The creation of the government and elements of society make the most of resources. The attention of the central government through balancing funds is very high. This is because Belu district located on the Indonesia-Timor Leste border is a macroeconomic picture of the border country

The land is a source of life for living creature, whether human, animal or plant. Humans live and live on the ground and these the land to source life by planting plants that produce food. Considering the importance of land because it can produce natural resources that are very beneficial for many people, the government needs to be related. Landis also one of the factors of production that are vital for human life and development in a nation. An increase in the volume of development within a country, eroding the importance of land for agriculture. Population growth requires a large area, resulting in reduced or reduced land supply. Then the government made law number 56 of PRP in 1960 concerning the stipulation of the area of agricultural land carried out by the long midrange community was hereditary. And at the time of the process of returning the rights to the community's land long midrange program, there was a problem that the long midrange community did not agree with the program because the long midrange community did not want a portion it the agricultural land was taken by the government. And in general, agricultural land controlled by the people in long midrange is used for agricultural land because the potential of natural resources here is quite abundant and even then that is used by the people in long midrange as agricultural lands, such as making rice field, plantations, fields, and still many more are use our exciting community. But the community does not know of the minimum and maximum limit or agricultural land they community.

Food security is inseparable from the factors of availability, quality, and affordability of food, where the condition of a country is able to meet the food needs of society ranging from families to individuals. This is in accordance with the contents of the latest Law number 18 of 2012 concerning Food which states that food security includes availability in quantity, quality, and affordability, the aim is to create a healthy, productive and sustainable life. This paper discusses how much influence the urban farming program as one of the government programs to achieve food security, especially family food. This research was conducted in several villages in five districts of Malang, namely Klojen, Suku, Lowokwaru, Blimbing, and Kedungkandang. The research method used in this paper is qualitative descriptive, with primary data collection techniques conducted by interviews and field observations. While secondary data collection is done by library and documentation techniques. Through the research conducted, the results show that this urban farming program has an influence on several points regarding food security contained in Law number 18 of 2012 including availability, quality, and affordability. Besides that, there are also locations that are less able to develop urban farming programs effectively, due to several obstacles encountered in implementing the program.

The role of the agricultural sector as a provider of food and non-food sources is directly related to the 2030 SDGs target of eradicating poverty and hunger. In Kubu Raya, one of the developing areas in the agricultural sector is Rasau Jaya District, with main crops being food crops and vegetables for food security. Agricultural land in Rasau Jaya District is dominated by peatlands with 14,371,392 hectares area. This study aims to determine the form of peatland use into potential land, the role of agriculture as a provider of food and non-food sources, and the form of its use. The method used is remote sensing method and survey method. The results showed that land use in the Rasau Jaya District included rice fields, gardens, fields, moor, yards, settlements, forests, shrubs, water bodies, and vacant land. Food crop agricultural products are used to meet food needs as well as non-food needs such as education and health. Most people use the harvest for personal consumption and for sale. There are still not many people in Rasau Jaya District who process agricultural products into a product. Farmers sell their crops in several ways, among others: directly sold to consumers, sold directly to the market by opening their own kiosks, deposited with middlemen and agents, and taken by investors who invest in farmers. AbstractFood security becomes an aspect that needs to be considered, especially when the population and degradation of agricultural land are increasing. Many variables that affect the measurement of the food security index, and what is often used is the availability, affordability, and utilization of food. This study aims to determine the effect of food availability, affordability, and utilization variables on the food security index. This study uses a correlational design and multiple regression analysis techniques. All regions in Central Java Province were the objects of this study, there are 35 districts/cities. The results from this study showed that the three variables did not significantly influence the increase of the food security index. The result shows that the current food security index has been influenced by other variables.  Therefore, the government needs to examine more closely the new variables that affect the food security index in order to develop a strategy to improve the food security index in Central Java Province, especially in the era of the industrial revolution 4.0. Keywords: Food Security Index; Food Affordability; Food Availability; Food Utilization
