Energy safety is multifaceted and is not limited only to nuclear plants. The research on local energy safety is not considerable. This article creates new ground by analysing the Polish local energy safety system in the cause–effect context. Consistent with an abductive approach, this paper’s insights have emerged iteratively based on the theory reviewed and the empirical case. The research aimed to determine whether the local administration negatively affected energy security and proposed preventive measures increased limited energy security. The findings show that flawed local government operations reduce local energy safety. Moreover, the State authorities did not recognise the weaknesses of the local energy safety system properly. The findings make two main contributions: first, they contribute to developing energy safety theory; and second, this article contributes to a further contextual diagnosis of the comprehensive energy system and can, in turn, be relevant for its further studies in worldwide context.

Recent years, the price rise of energy resource , the climate change caused by the abuse of fossil fuels, the Tokyo Protocols which limited the ejection of greenhouse gas and many other things have caused unprecedented huge impact and threat. Taiwan , which relies 98% on importing energy sources, has very little local energy source , very low reservation of petrol and very small proportion of self-running coal and gas facilities, therefore the energy security condition has become quite severe. This essay mainly discusses the cognition and attitude of community residents towards renewable energy in Taiwan, analyzes people’s different cognition and attitude, elaborates the correlation between cognition and attitude towards renewable energy and in the end offer some suggestions to the related professionals and researchers.

<p>Pengelolaan pertambangan minyak bumi pada sumur tua terbagi dalam tiga aspek, yaitu perencanaan, pelaksanaan, dan pengawasan. Pengelolaan pertambangan minyak bumi pada sumur tua juga memiliki hambatan permasalahan, yaitu norma pengaturan dan praksis pengusahaan. Norma pengaturan tidak serta merta membuka pintu keterlibatan daerah melalui BUMD untuk dapat berpartisipasi dalam pengusahaan minyak bumi pada sumur tua. Aspek praksis pengusahaan juga dibenturkan pada aspek ketersediaan modal, data sumur tua, hambatan teknis di lapangan, lahan lokasi sumur tua, dan pengawasan. Penelitian ini merupakan penelitian yuridis normatif. Adanya peluang yang diberikan kepada BUMD atau KUD untuk ikut mengusahakan sumur tua menjadi sebuah harapan baru untuk dapat mengoptimalisasi produksi minyak bumi pada sumur tua sebagai salah satu strategi menuju ketahanan energi di Indonesia. Diperlukan pembenahan yang holistik, baik dari aspek norma pengaturan, maupun dari aspek praksis pelaksanaan pengusahaan minyak bumi pada sumur tua. Selain itu, pemerintah harus melaksanakan implementasi norma dalam Pasal 16 dan Pasal 17 Undang-Undang Nomor 22 Tahun 2001 mengenai pengembalian wilayah kerja, sebagai sebuah upaya agar pengelolaan minyak bumi pada sumur tua dapat dilakukan BUMD dan KUD secara mandiri.</p><p>Management of oil mining in old wells are divided into three aspects, namely planning, implementation, and supervision. Management of oil mining in old wells also have a bottleneck problem, namely regulations and practices. Regulations do not necessarily open the door for local government enterprises (BUMD) to participate in the exploitation of oil in old wells. Practical aspects of exploitation are also collided with the aspect of availability of capital, old wells data, technical barriers in the field, old well locations, and supervision. This research is a normative juridical research. The opportunities given to BUMD or village unit cooperatives (KUD) to participate in exploitation of old wells become a new hope to optimize oil production in old wells as a strategy towards energy security in Indonesia. Holistic improvements are needed, both from the aspect of regulation, as well as the practical aspects of the implementation of the exploitation of oil in old wells. In addition, the government should implement norms set out in the Article 16 and Article 17 of Law Number 22 Year 2001 regarding the return of the working area, as an effort for the management of oil mining in old wells can be operated independently by BUMD and KUD.</p>

The energy sector is constantly changing. Electromobility, improvement of energy efficiency, smart cities these are just some of the challenges that the present power industry is facing. The main goal for the power industry is to ensure the energy security of its customers, to develop low-community technologies which are mainly based on renewable energy sources and local raw materials. The transition from a centralized energy sector based mainly on conventional power plants to a distributed energy sector requires constant control and management of the generation and demand for energy. One of the solution existing since 2016 are energy clusters. The concept of their functioning is based on the civil-law agreement of locally operating entities that produce, sell, store and consume electricity, heat and cold. The main purpose of introducing energy clusters is the development of distributed energy. Energy clusters ensure the improvement of local energy security with relatively low outlays and low environmental impact. Technological development and installations based on renewable energy sources make energy clusters a beneficial and cost-effective solution for local energy sector. The article presents the idea of energy clusters functioning, and describes the current status of development. It also includes the hybrid systems characteristics of RES systems as an effective source of energy. The conclusion includes the legitimacy of the energy cluster development based on RES installations.

The tension of the state of decentralized power supply systems in the northern regions, including the Arctic zones, has always been determined by the specific features of their geographical location and the functioning of the economy, which in themselves generate a number of local energy security risks. Nevertheless, both modern and retrospective analysis of energy zones in isolated hard-to-reach territories retains an assessment of the crisis of the situation without the dynamic type of its improvement in ensuring energy security. The aggregate analysis of the formed risk matrix with the heterogeneous nature of their sources, the categorization of the depth of consequences and the probability of implementation, made it possible to obtain a map of local risks of energy security in decentralized regions. On the basis of this, an approach and structure of a set of recommendations for improving energy security is presented in the model of combining the rank of the indicator’s importance, the priority of risks and the expected social, environmental and economic effects in a reasonable option for choosing solutions and recommended measures to ensure a stable state and development of decentralized zones of power supply and energy facilities of territories Northern regions and Arctic zones.

ABSTRACT The purpose of this paper was to discussed how to developed the concept of Indonesia's energy security model with of Renewable Energy (RE) and Energy Efficiency (EE) programs. To did this, there were four important concepts must be completed: reconceptualized the Indonesia's energy security model; explained the energy security (ES) relationship with the details of the indicator; explained the potential of ET and EE in each sector; explained the role of local government in exploiting the potential of ET and EE.As an archipelago country  divided into several regions, in order to get accurate prediction, our result showed  that development Indonesian energy security models needed to be developed properly with more detailed indicators of RE and EE. To pursued the goal of national energy policy, the potential of RE and EE in each province should be utilized immediately, the role of local government was very important. The concept of detailed RE and EE indicators would create a contribution for local governments in realizing national energy security.ABSTRAKTujuan dari penulisan ini adalah untuk membahas bagaimana mengembangkan konsep model keamanan energi Indonesia dengan program Energi Terbarukan (ET) dan Efisiensi Energi (EE).Untuk melakukan ini, ada empat konsep penting yang harus diselesaikan: mengkonsepkan kembali model keamanan energi Indonesia; menjelaskan hubungan kemananan energi (ES) dengan perincian indikator; menjelaskan potensi ET dan EE di masing-masing sektor; menjelaskan peran pemerintah daerah dalam memanfaatkan potensi ET dan EE.Sebagai negara kepulauan yang terbagi menjadi beberapa provinsi,  analisis menunjukkan bahwa model keamanan energi Indonesia perlu dikembangkan dengan indikator ET dan EE yang lebih rinci. Untuk mengejar tujuan kebijakan energi nasional, potensi ET dan EE di setiap provinsi harus segera dimanfaatkan, maka peran pemerintah daerah sangat penting. Konsep model indikator ET dan EE yang terperinci ini akan merupakan kontribusi bagi pemerintah daerah dalam mewujudkan keamanan energi nasional.

The role of the state in shaping local energy securityThe state, in addition to its classical economic functions, must also take care of the safety of its citizens. At the same time, the nature of this security has changed in recent years. Greater economic security is now more important than military or defense security. Energy is one of its main elements. The state performs its tasks in this area at various levels of the territorial organization of the country. The aim of the article is to analyze local conditions for ensuring energy security.
