ABSTRACT The purpose of this paper was to discussed how to developed the concept of Indonesia's energy security model with of Renewable Energy (RE) and Energy Efficiency (EE) programs. To did this, there were four important concepts must be completed: reconceptualized the Indonesia's energy security model; explained the energy security (ES) relationship with the details of the indicator; explained the potential of ET and EE in each sector; explained the role of local government in exploiting the potential of ET and EE.As an archipelago country  divided into several regions, in order to get accurate prediction, our result showed  that development Indonesian energy security models needed to be developed properly with more detailed indicators of RE and EE. To pursued the goal of national energy policy, the potential of RE and EE in each province should be utilized immediately, the role of local government was very important. The concept of detailed RE and EE indicators would create a contribution for local governments in realizing national energy security.ABSTRAKTujuan dari penulisan ini adalah untuk membahas bagaimana mengembangkan konsep model keamanan energi Indonesia dengan program Energi Terbarukan (ET) dan Efisiensi Energi (EE).Untuk melakukan ini, ada empat konsep penting yang harus diselesaikan: mengkonsepkan kembali model keamanan energi Indonesia; menjelaskan hubungan kemananan energi (ES) dengan perincian indikator; menjelaskan potensi ET dan EE di masing-masing sektor; menjelaskan peran pemerintah daerah dalam memanfaatkan potensi ET dan EE.Sebagai negara kepulauan yang terbagi menjadi beberapa provinsi,  analisis menunjukkan bahwa model keamanan energi Indonesia perlu dikembangkan dengan indikator ET dan EE yang lebih rinci. Untuk mengejar tujuan kebijakan energi nasional, potensi ET dan EE di setiap provinsi harus segera dimanfaatkan, maka peran pemerintah daerah sangat penting. Konsep model indikator ET dan EE yang terperinci ini akan merupakan kontribusi bagi pemerintah daerah dalam mewujudkan keamanan energi nasional.

Gaps in biodiversity conservation management within the Conservation Area that are the responsibility of the central government and outside the Conservation Areas or as the Essential Ecosystems Area (EEA) which are the authority of the Regional Government, have caused various spatial conflicts between wildlife /wild plants and land management activities. Several obstacles faced by the Local Government to conduct its authority to manage (EEA), caused the number and area of EEA determined by the Local Government to be still low. At present only 703,000 ha are determined from the 67 million ha indicated by EEA. This study aims to overview biodiversity conservation policies by local governments and company perceptions in implementing conservation policies and formulate strategies for optimizing the role of Local Governments. From the results of this study, there has not been found any legal umbrella for the implementation of Law number 23/ 2014 related to the conservation of important ecosystems in the regions. This regulatory vacuum leaves the local government in a dilemma for continuing various conservation programs. By using a SWOT to the internal strategic environment and external stratetegic environment of the Environment and Forestry Service, Bengkulu Province , as well as using an analysis of company perceptions of the conservation policies regulatary , this study has been formulated a “survival strategy” through collaboration between the Central Government, Local Governments and the Private Sector to optimize the role of Local Government’s to establish EEA in the regions.Keywords: Management gaps, Essential Ecosystems Area (EEA), Conservation Areas, SWOT analysis and perception analysis

This chapter reviews relevant literature on the current state and effectiveness of developing renewable energy on energy security in general, and on energy security in the European Union (EU) in particular. The chapter elaborates on primary energy import sources, possible alternatives, and how energy security is affected by the sources of supply. It also gives an analysis of the effects of the Ukrainian crisis, the isolation of Iran on diversification sources, and on European energy security. It examines EU’s energy policy, analyses the best motivation for a new energy policy direction within Europe, and suggests alternative solutions for enhanced energy supply security. The aim is to suggest suitable solutions for energy security in Europe through energy supply diversification. Supply diversification includes alternative energy corridors for reducing dependency on Russia as a supplier and enhancing the power generated by renewable energy sources under the European Union 2020 strategy.

Some are born to computer literacy, while others have literacy thrust upon them! Students who comprise the next generation of political scientists and public administrators will, in many cases, fall into the latter category. This article concerns the role of university training programs in meeting the increasing demands for microcomputer skills.The January, 1984 issue of Public Administration Review included five articles concerning microcomputers in local government. These articles anticipate “major changes in the way local governments organize and the means by which they carry out operations,” as a result of microcomputer technology. Predicting a significant impact of microcomputers in local government, the International City Management Association has also published a major monograph on microcomputer use (Griesemer, 1984).

The paper studies the role of alternative and renewable energy sources (ARES) in the maintenance of Azerbaijan’s energy security. In the view of annual depletion of reserves capacity of such traditional natural resources as the oil, gas, coal, shale and the environmental disorder in their usage, as well as considering the fact of their implementation as the major pressure means serving to the geopolitical interests of the countries, due to the instability and variability of the fuel types prices in the world market, the necessity of surveying new alternative and renewable energy sources in the region is marked. It is pointed out that wide-scale recovery of alternative and renewable energy sources in Azerbaijan will lead to the involving of oil-gas raw into the petrochemical industry, to the decrease of degree of the harmful man-made effect on the environment in the process of energy production, as well as to the significant reduction of economic dependence on the various fuel types. The methods of increasing the production capacity of alternative energies in the strengthening of country’s energetic safety by the acceleration of implementation process of alternative and renewable energy sources were studied and the significance of the development of oil concept considered the essential of long-term maintenance of national energy safety marked as well.

Youth Councils are entities that serve as consultative and advisory bodies to local government units in Poland. The councils, which have been functioning for over 30 years, take part in the activities of local governments and undertake a number of social projects, including those of a charitable nature. The paper presents the results of research that was carried out as part of the project "The importance and role of Youth Councils in the functioning of local governments." The research concerns Youth Councils from 18 voivodeship cities, where local government councils and voivodeship offices are located. The results of the research, presented in the ensuing paper, show the activity of Youth Councils in the field of charitable work.

Renewable energy is a widely used term that describes certain types of energy production. In politics, business and academia, renewable energy is often framed as the key solution to the global climate challenge. We, however, argue that the concept of renewable energy is problematic and should be abandoned in favor of more unambiguous conceptualization.Building on the theoretical literature on framing and based on document analysis, case examples and statistical data, we discuss how renewable energy is framed and has come to be a central energy policy concept and analyze how its use has affected the way energy policy is debated and conducted. We demonstrate the key problems the concept of renewable energy has in terms of sustainability, incoherence, policy impacts, bait-and-switch tactics and generally misleading nature. After analyzing these issues, we discuss alternative conceptualizations and present our model of categorizing energy production according to carbon content and combustion.The paper does not intend to criticize or promote any specific form of energy production, but instead discusses the role of institutional conceptualization in energy policy.
