Bung Karno/Sukarno (the first president of Indonesia) placed research as the main ingredient in planning the Pola Pembangunan Semesta Berencana and used the research results on an ongoing basis to realize the ideals of national development, namely: "Welfare with social justice for all Indonesian people (Kesejahteraan yang berkeadilan sosial bagi seluruh masyarakat Indonesia)", and increase the nation's competitiveness. The Law No. 11 of 2019 concerning the National System of Science and Technology requires the role of local governments in the development of research, inventions, and innovations, as well as utilizing the results in the form of Intellectual Property. The transformation of the Regional Research and Development Institute is a must to carry out the mandate of the Law No. 11 of 2019. This study conveys the transformation of Bali's Regional R&D Agency (Litbangda) towards badan Riset dan Inovasi Daerah Provinsi (Regional Research and Innovation Agency of Bali Province).

This chapter examines the proper role of intellectual property rights (IPRs) in achieving access to modern energy services in Africa as part of a broader objective of a pro-development intellectual property agenda for African countries. It discusses the role of intellectual property rights, particularly patents, in consonance with pertinent development questions in Africa connected with the implementation of intellectual property standards, which do not wholly assume that innovation in Africa is dependent on strong intellectual property systems. The chapter examines how existing intellectual property legal landscapes in Africa enhance or impede access to modern energy, and how the law can be directed towards improved energy access in African countries. While suggesting that IPRs could serve an important role in achieving modern energy access, the chapter calls for circumspection in applying IP laws in order not to inhibit access to useful technologies for achieving access to modern energy services.

This paper brings together the importance of intellectual property protection (IPP) and entrepreneurship in economic growth. The paper surveys the economic literature on what factors are important to growth. The focus is on recent models of endogenous growth which reflect on the role of investment, technological change and education. Secondly, publications, which measure the impact of IPP on some of the growth elements identified are reviewed. The third section deals with IPP and the entrepreneur as an important agent and facilitator of growth. It discusses the nature of IPP as an incentive in not only stimulating the development of new technologies and processes but also the dissemination of existing technologies. Using the surveys as background, short case studies for India and Brazil are presented on IPP as a stimulus and application of research and development. The last section summarizes the previous sections and draws some conclusions with respect to policy.

Dewan Riset Daerah DKI Jakarta (DRD) dibentuk untuk memberdayakan lembaga penelitian dan pengembangan serta IPTEK pengembangan kegiatan penelitian dan pengembangan. Pelaksanaan tugas dan fungsi DRD tidak disertai peran intermediasi maupun alih teknologi, yang relatif vital, dimana didalamnya ada fungsi audit dan kliring kelayakan teknologi yang dihasilkan atau akan diadopsi melalui kegiatan penilaian tingkat kesiapterapan teknologi. Patut dipertimbangkan untuk mengubah struktur maupun kelembagaan, sehingga pemanfaatan teknologi untuk meningkatkan pelayanan maupun kesejahteraan masyarakat Provinsi DKI Jakarta dapat berjalan dengan baik. The DKI Jakarta Regional Research Council (DRD) was formed to empower research and development institutions as well as science and technology for the development of research and development activities. The implementation of DRD duties and functions is not accompanied by the role of intermediation or technology transfer, which is relatively vital, in which there is an audit function and clearing of the feasibility of the technology produced or to be adopted through technology readiness level assessment activities. It is worth considering changing the structure and institutions, so that the use of technology to improve services and the welfare of the people of DKI Jakarta Province can run well.

While the role of parties’ autonomy is of minimal importance when discussing procedures in cases including foreign element presented before the courts, it plays an important role in the choice of applicable law in arbitration procedures. The reason for this is that an arbitrator is not subject to law of jurisdiction, in the same way as a national judge. In response to the development of protection of intellectual property, the World Intellectual Property Organization “WIPO” organization has established an arbitration and Mediation centre, described as the first institutional international center specialized in settling intellectual property disputes, and has given the parties freedom to choose the law applicable to procedure. The study concludes that it is essential to introduce amendments to the WIPO arbitration rules to guarantee legal clarity and prevent confusion, such as imposing characterization to the law of the selected seat of arbitration, the need for explicit choice on the law governing the arbitration procedures, and clarification about what is meant by the law of the seat of arbitration in the absence of choice.

Many problems related to the process of development planning in the region is the existence of  “ego sectoral” between the government apparatus in carrying out development. It can be seen that each agency tends to emphasize its duties and functions in development activities. Less optimal process of implementation of development process due to lack of synergy between sectors and target. Limitations of funds as a stimulant are also not matched by the active role of local governments to emerge regulations to encourage superior sectors. The purpose of this study is to analyze the preparation of economic development plans based on local economic potential in Banyuwangi by using interactive planning approach. In national development planning as well as in regional development planning, planning approach can be done in two ways: sectoral and regional (region) approach. Interactive planning method used in this research, to make planning in the future based on current problems faced then designing planning design to overcome those problems.

The research objective was to identify and analyze the role of district / city government in the guidance and supervision of village regulations. This research method is a normative-empirical approach, by examining Laws and regulations related to the role of district / city local governments in fostering and supervising village regulations with their implementation. The conclusions from the results of this study indicate that in the formation of a Village Regulation, the role of district / city Regional Government is regulated in Article 115 of Act No. 6 of 2014 concerning Villages, one of which is to provide guidelines for drafting village regulations and village head regulations. The technical guidelines for the preparation of village regulations in Kolaka district are regulated in Perda No. 4 of 2009 in its implementation the technical guidelines are still very difficult to adjust to the current conditions due to the issuance of the Law of Permendagri No. 6 of 2014 concerning the Village.Keywords: Coaching; Supervision; Regional Government; Village Regulations; Regent Regulation.

This paper demonstrates how the Chinese Communist Party (CCP) designed the political role of the People’s Court for authoritarian regime resilience. In particular, the case of the revision of the Environmental Protection Law (EPL) is selected because it was the first law in China to give detailed rules for public-interest trials. To illustrate the process by which the law was made, the paper is divided into three parts: (1) the practice of local governments before the revision of the law, (2) central government inspections in the provinces during the period that the law was being made, and (3) the revision process of the EPL in the National People’s Congress. From this analysis, the paper concludes that the CCP streamlined the litigation process because it wanted to use the People’s Court system as a tool to collect and understand citizen complaints, which it could then use to manage the issues of social stability.

The Law on the Conduct of Hajj Pilgrimage mandates the management of the Hajj pilgrimage is organized by the government. This management includes the coaching, service, and protection of the pilgrims from Indonesia, in Saudi Arabia, to returning to the homeland. This law also stipulates that the authority to conduct Hajj pilgrimage management is not only vested to the Ministry of Religious Affairs but also may involve the local government. This article aims to look at the role of local governments in providing service assistance and legal protection to the conduct of Hajj pilgrimage by means of regional regulations or bylaws. Using a normative approach, this article analyzes the extent to which the importance of bylaws in helping implement services for pilgrims. The results of this study confirm that there are 3 important arguments for why the local government must issue regional regulations to provide legal services and protection for pilgrims. First, philosophically, the pilgrimage journey does not depart from Jakarta only, but through the origin area which is still in the corridors of power of the local government. Second, sociologically, it is a form of the local government responsibility to the local people who perform the Hajj pilgrimage. Third, juridically, bylaws should regulate technical matters in order to provide optimal service in the conduct of the Hajj pilgrimage which is pursuant to the Law and regulations on Hajj pilgrimage in Indonesia.Keywords: legal protection, hajj pilgrims, regional regulation.AbstrakUndang-Undang penyelenggaraan ibadah haji mengamanatkan pengelolaan pelaksanaan ibadah haji yang meliputi pembinaan, pelayanan, dan perlindungan jamaah haji semenjak dari tanah air, di Arab Saudi, hingga kembali ke tanah air. Undang-undang ini juga memerintahkan kewenangan pelayanan masalah haji tidak hanya pada kementerian Agama, namun boleh melibatkan pemerintah daerah. Artikel ini bertujuan untuk melihat peran pemerintah daerah dalam memberikan bantuan layanan dan perlindungan hukum melalui peraturan daerah. Dengan menggunakan pendekatan normatif, artikel ini menganalisis sejauh mana pentingnya peraturan daerah menjadi peraturan di tingkat daerah dalam membantu melaksanakan pelayanan terhadap jamaah haji. Hasil dari artikel ini menegaskan bahwa terdapat 3 argumen penting mengapa Pemerintah Daerah harus mengeluarkan peraturan daerah guna memberikan pelayanan dan perlindungan hukum bagi jamaah haji. Pertama, secara filosofis perjalanan ibadah haji tidak berangkat dari Jakarta, tetapi melalui daerah asal yang masih dalam koridor pemerintah daerah. Kedua, Kedua, secara sosiologis sebagai bentuk tanggung jawab Pemerintah Daerah kepada masyarakat daerah yang menunaikan ibadah haji. Ketiga, secara yuridis PERDA mengatur secara teknis dalam rangka memberikan pelayanan yang optimal dalam penyelenggaran ibadah haji sesuai dengan Undang-Undang Republik Indonesia Nomor 13 Tahun 2008 tentang Penyelenggaraan Ibadah Haji dan Peraturan Pemerintah Republik Indonesia Nomor 79 Tahun 2012 tentang Pelaksnaan Undang-Undang Republik Indonesia Nomor 13 Tahun 2008 tentang Penyelenggaraan Ibadah Haji.Kata kunci: perlindungan hukum, ibadah haji, peraturan Daerah

This study aims to describe the form of policies, problems encountered, and efforts that must be developed by the Regional Government of Cianjur Regency in the Development of Jayanti Tourism Potential as a tourism asset. The method of approach used in this research is Normative Jurisprudence, namely by studying and reviewing the principles of law, especially positive legal principles derived from existing literature from legislation and provisions, especially relating to tourism. Tourism is a temporary and  short-term  transformation  of  people  towards  destinations  outside  the  place where they live and work. With the Law of the Republic of Indonesia Number 10 of 2009 Concerning Tourism and bearing in mind that Tourism is an inseparable part of national development, the tourism potential of the Jayanti coast really needs to be given more attention by local governments to be developed, in order to improve the economy of Cianjur regency to be more prosperous.Keywords: Development; Tourism; Jayanti Tourism Potential; Tourism Potential.
