Examining the influence of professional emergency management coordinators driving preparedness and resilience on university campuses

Objective: To characterize the compliance with disaster management recommendations of ensuring a full-time, dedicated professional is responsible for coordinating disaster management programs. This research targets a subset of institutions of higher education (IHEs) in the United States at risk of annual hurricane threats or having experienced an active shooter incident near campus.Design: A comprehensive Web-based assessment was conducted to determine the Web presence of emergency management of 265 IHEs with student enrollment greater than 2,000 in coastal states at risk of annual Atlantic Hurricane landfalls. Results were displayed spatially using ArcGIS. Results: Although the Web sites of 91 percent of IHEs with enrollment greater than 20,000 displayed easily accessible information on a dedicated professional leading emergency management, only 42 percent of the Web sites of those IHEs with enrollment between 10,000 and 20,000 did so. As enrollment declined, the compliance rate declined. Compliance rates for IHEs with different enrollments were as follows: 6,001-9,999, 30 percent; 3,001-6,000, 23 percent; 2,000-3,000, 13 percent.Conclusions: A full-time, dedicated professional coordinating emergency preparedness is a best practice as evidenced by various accrediting bodies, but this practice is not mandated for IHEs. Our results suggest that proximity to significant annual hurricane threats does not influence the adoption of this recommendation. Despite IHEs being core stakeholders in assuring disaster resilience, gaps exist in preparedness practice.

It also offers five unifying themes whose interplay and complementary nature distinguish counseling psychology from other psychological specialties, the uniqueness of counseling psychology, a brief history of the specialty, the culture of competence, and the founding of the American Board of Professional Psychology (ABPP).

ABSTRACTThe process for developing national emergency management strategies for both the United States and the United Kingdom has led to the formulation of differing approaches to meet similar desired outcomes. Historically, the pathways for each are the result of the enactment of legislation in response to a significant event or a series of events. The resulting laws attempt to revise practices and policies leading to more effective and efficient management in preparing, responding, and mitigating all types of natural, manmade, and technological hazards. Following the turn of the 21st century, each country has experienced significant advancements in emergency management including the formation and utilization of 2 distinct models: health care coalitions in the United States and resiliency forums in the United Kingdom. Both models have evolved from circumstances and governance unique to each country. Further in-depth study of both approaches will identify strengths, weaknesses, and existing gaps to meet continued and future challenges of our respective disaster health care systems. This essay explores writing practices in a fan community having to give life to a story deprived of an "official" version: the television series Earth 2. I argue that fan fiction writing for this prematurely canceled series exhibits peculiar features in comparison to fan writing for established series: for example, temporality, choice of protagonists, character pairings, and challenges to the original conception(s) of the series. Writing fan fiction for a canceled series is not about creating alternatives to an existing story, but about filling in gaps; it brings to light the ways in which fan fiction deals with closure. I take as a case study Earth 2, a series aired by NBC in the United States in 1994–95, whose first and only season ended in a cliffhanger episode hinting that a mysterious ailment had struck the main and most popular character. Shortly afterward, a significant number of Earth 2 Web sites, online conventions, and especially fan stories started developing; they explored what could have happened next and bore nostalgic but combative mottoes and titles such as "May the Journey Continue." I explore the specific features of Earth 2 fan fiction production and sharing by analyzing the main Earth 2 fan fiction archives on the Web and the responses to my email interviews of fan writers. Exemplars of the Earth 2 case are compared to those of other science fiction TV series, both prematurely canceled (Firefly, Space: Above and Beyond) and long-lived (Babylon 5, Star Trek: Deep Space 9).

The internationalization of Web sites requires Web designers to provide effective navigation experience for users from diverse cultural backgrounds. This research investigates the effect of cultural cognitive style on user perception of Web site structure characteristics and performance on the Web site, and the subsequent user satisfaction towards the Web site. More specifically, the authors focus on the breadth versus depth of a Web site's structure. A laboratory experiment involving participants from China and the United States was conducted to test the hypotheses. The results showed that cultural cognitive style and Web site structure indeed interact to affect user perception and performance. People with holistic and analytic cultural cognitive styles displayed different perceived navigability and user performance on “broad” and “deep” Web sites. This study adds a cultural dimension to our knowledge on how Web site structure can affect users' experience. It also suggests pragmatic strategies for Web site design practitioners to improve website design in order to produce compelling navigation experience for users from diverse cultures.

In small countries such as New Zealand, small to mediumsized enterprises (SMEs) are defined as enterprises employing 19 or fewer employees. Small enterprises are defined as those employing zero to five full-time employees (FTEs) (often called microbusinesses), and medium-sized enterprises as those employing six to nineteen FTEs. Other countries, such as the United States and European countries, define their SMEs as having a much larger number of employees (200–500 or fewer). SMEs contribute significantly to the economies and to the employment levels of different countries in the world. For example, SMEs constitute around 95 percent of enterprises and account for 60–70 percent of employment within the countries of the Organisation for Economic Cooperation and Development (OECD, 1997) and other countries across the globe, including the United States. Not to forget that SMEs are usually the source of most of the profound inventions and innovations (Iacovou, Benbasat, & Dexter, 1995). Historically, SMEs have been accused of being uncritical about the strategic importance of IT and its use in their businesses. This laggardness in adopting or using IT in business was attributed to various organisational, technological, and environmental deficiencies in SMEs. The recent emergence of the Internet, in general, and the Web, in particular, revolutionises business activities (Abell & Lim, 1996) and promises to provide unprecedented opportunities to SMEs to expand in scope and in market reach. However, despite the apparent media hype (Premkumar & Roberts, 1999) and the enthusiasm among academicians (Adam & Deans, 2000; Abell & Lim, 1996; Infotech Weekly, 1997; Poon & Swatman, 1999a) and professionals (Deloitte, 2000; IDC, 1998; PWHC, 1999) about electronic commerce (EC), the published EC research portrayed a gloomy picture about EC uptake and use by SMEs. Thus, investigating reasons behind such laggardness in adopting and in using EC effectively is essential. This research attempts to highlight some of the important issues that could assist in bridging the existing divide between SMEs and EC. These issues could be of interest to SMEs and to other stakeholders interested in SMEs and EC.

Hurricane Agnes struck the United States in June of 1972, just months before a pivotal election and at the dawn of the deindustrialization period across the Northeast. The response by local, state, and national officials had long-term consequences for all Americans. President Richard Nixon used the tragedy for political gain by delivering a generous relief package to the key states of New York and Pennsylvania in a bid to win over voters. After his landslide reelection in 1972, Nixon cut benefits for disaster victims and then passed legislation to push responsibility for disaster preparation and mitigation onto states and localities. The impact led to the rise of emergency management and inspired the development of the Federal Emergency Management Agency (FEMA). With a particular focus on events in New York and Pennsylvania, this book narrates how local, state, and federal authorities responded to the immediate crisis of Hurricane Agnes and managed the long-term recovery. The impact of Agnes was horrific, as the storm left 122 people dead, forced tens of thousands into homelessness, and caused billions of dollars in damage from Florida to New York. In its aftermath, local officials and leaders directed disaster relief funds to rebuild their shattered cities and reshaped future disaster policies. The book explains how the political decisions by local, state, and federal officials shaped state and national disaster policy and continues to influence emergency preparedness and response to this day.

Objective.Data on the resources and staff compensation of hospital epidemiology and infection control (HEIC) departments are limited and do not reflect current roles and responsibilities, including the public reporting of healthcare-associated infections. This study aimed to obtain information to assist HEIC professionals in negotiating resources.Methods.A 28-question electronic survey was sent via e-mail to all Society for Healthcare Epidemiology of America (SHEA) members in October 2006 with the use of enterprise feedback management solution software. The survey responses were analyzed using Microsoft Excel.Results.Responses were received from 526 (42%) of 1,255 SHEA members. Of the respondents, 84% were doctors of medicine (MDs) or doctors of osteopathy (DOs), 6% were registered nurses, and 21% had a master of public health or master of science degree. Sixty-two percent were male (median age range, 50-59 years). Their practice locations varied across the United States and internationally. Two-thirds of respondents practiced in a hospital setting, and 63% were the primary or associate hospital epidemiologist. Although 91% provided HEIC services, only 65% were specifically compensated. In cases of antimicrobial management, patient safety, employee health, and emergency preparedness, 75%-80% of respondents provided expertise but were compensated in less than 25% of cases. Of the US-based MD and DO respondents, the median range of earnings was $151,000-$200,000, regardless of their region (respondents selected salary ranges instead of specifying their exact salaries). Staffing levels varied: the median number of physician full-time equivalents (FTEs) was 1.0 (range, 1-5); only about 25% of respondents had 3 or more infection control practitioner FTEs.Conclusions.Most professionals working in HEIC have had additional training and provide a wide, growing range of services. In general, only traditional HEIC work is compensated and at levels much less than the time dedicated to those services. Most HEIC departments are understaffed. These data are essential to advocate for needed funding and resources as the roles of HEIC departments expand.

We gathered information on MA and PhD psychology programs from direct mailings and Web sites from 70 universities in the United States. Analyses revealed that Web sites provided more information about graduate programs than direct mailings, especially in areas not directly related to graduate applications. Further analyses indicated that information on the Web was, overall, not more difficult to find than information through direct mail. We make suggestions to universities and students for maximizing their use of Web sites.

This study reviews diffusion of video and video advertising on the Web sites of 400 community news outlets in the United States. Results suggest that while a significant number of community news outlets publish editorial videos online, video advertising lags behind larger publications. The study argues that elements such as circulation and size of a media corporation have little influence on the development and use of video and video advertising on community media Web sites in the U.S.

A 2008 content analysis of state emergency management agency Web sites showed that they tended to be internally focused and needed to be more citizen-focused and journalist friendly. The study was replicated in 2017. Because of changes in technology and agency missions, the content richness indicators were expanded. The study shows an increased acceptance of Internet and social communication. However, it also shows that the full potential of social media in emergency communication has not been reached.
