Drawing on the experience of greater metropolitan Adelaide, South Australia, Australia, the paper points to the links and gaps between science and public policy. The paper explores urban stormwater management lessons emerging from a ten-year, prolonged dry period that impacted the integrity of urban forests in the City of Adelaide. Among the questions addressed: will stormwater remain, as its historic and institutional settings suggest, a liability or can it become an asset? Who owns stormwater resources and to whom is its management vested? The paper examines these issues with consideration to the dangers of continuing to use urban forestry management practices that are not informed by science. The study concludes that a more integrated approach to urban water management can maintain the integrity of urban forests in ways that potentially enhance social amenities and economic efficiency.

Urban forests create indispensable habitat for declining wildlife populations. The tree care industry is essential to the viability of urban forests and thus the survival of urban wildlife. At the same time, tree care operations such as tree removal and branch pruning present clear threats to urban wildlife and their habitats. Here we describe the development of a grassroots coalition of arborists and wildlife advocates in the Western United States and the process of charting a path to best management practices and professional training to mitigate the impacts of tree care practices to wildlife. In particular, we describe the unique challenges and opportunities that arose through this multi-disciplinary process and build a case for the benefits of uniting diverse communities of practice around complex urban ecological problems. We finish by laying out recommendations to the international arboriculture and urban forestry practitioner and research communities.

Due to irregular and uncontrolled expansion of cities in developing countries, currently operational landfill sites cannot be used in the long-term, as people will be living in proximity to these sites and be exposed to unhygienic circumstances. Hence, this study aims at proposing an integrated approach for determining suitable locations for landfills while considering their physical expansion. The proposed approach utilizes the fuzzy analytical hierarchy process (FAHP) to weigh the sets of identified landfill location criteria. Furthermore, the weighted linear combination (WLC) approach was applied for the elicitation of the proper primary locations. Finally, the support vector machine (SVM) and cellular automation-based Markov chain method were used to predict urban growth. To demonstrate the applicability of the developed approach, it was applied to a case study, namely the city of Mashhad in Iran, where suitable sites for landfills were identified considering the urban growth in different geographical directions for this city by 2048. The proposed approach could be of use for policymakers, urban planners, and other decision-makers to minimize uncertainty arising from long-term resource allocation.

The water management of cities and villages faces many challenges. Aging infrastructure systems operate for many years after their theoretical lifetime (operation) with a very high need for reconstruction and repair. The solution is proper rainwater management. The investigated area is part of the cadastral area of the Nitra city. This article is based on the use of geographic information systems (GIS) as tools in proposing water retention measures that are needed to improve the microenvironment of the city. We proceeded in several steps, which consisted of area analysis, survey, surface runoff calculations in urbanized areas, proposal of a suitable solution for given location. For real possibilities of rainwater management procedures, a new site on the outskirts of the city was selected. In the given locality, it was possible to use water infiltration as a solution. The locality has suitable conditions of land ownership, pedological conditions, the slope of the area and also the interest of the inhabitants in the ecological solution. The outlined study indicates the need to continue research on the reliability of rainwater management practices.

Abstract. The impacts of coniferous plantation forestry on the biology of upland streams in the UK are firmly established. Whilst benthic communities have been well studied, very little research has considered the impacts of riparian forestry management on adult stream insects, yet the essentially terrestrial adult (reproductive) phase may be important in determining the abundance and distribution of larval stages. Riparian vegetation has a potentially strong impact on survival and success of adult stages through alteration of microclimate, habitat structure and potential food sources, in addition to effects carried over from larval stages. Here, current riparian management strategies are analysed in the light of available information on the ecology of adult stream insects. On the whole, management practices appear to favour adult stream insects, although an increase in tree cover in riparian areas could be beneficial, by providing more favourable microclimatic conditions for adults. This conclusion is drawn based on rather limited information, and the need for further research into the effects of riparian forestry management on adult stream insects is highlighted. This paper aims to investigate the Beijing resident’s preferences over various options of urban forest management strategies. The literature investigation and expert Delphi method were conducted to classify the ecosystem services of urban forests into six categories: (1) fresh water provision, (2) noise reduction, (3) moderation of extreme events, (4) air quality regulation, (5) species diversity and wildlife habitat, and (6) recreation and spiritual experience. To elicit the relative preferences to ecosystem service (hereafter referred to as ES) of Beijing residents, we employed the choice experiment method. The data were collected by interviews with questionnaires conducted in October 2017, and a total of 483 valid questionnaires were analyzed. The subjects of this experiment were residents older than 19 years old who have lived in Beijing for more than 1 year and have visited any one of the urban forests located in Beijing more than once during 2016. The results were as follows: Firstly, the air quality regulation ES was considered as the most important service for Beijing residents in terms of their choices of urban forest. In addition, Beijing residents regarded the fresh water provision ES as the second most important ES. Beijing residents were willing to pay up to 1.84% of the average monthly income of Chinese households annually to expand urban forest ecosystems in order to improve air quality. Secondly, apartment owners were willing to pay more municipality tax for forest ESs than residents who did not own an apartment. Thirdly, residents were more willing to pay for urban forest ESs as their income increases. The results indicated that Beijing residents were willing to pay more tax in support of urban forestry for air quality improvement. This research suggests that urban environmental policy makers in Beijing should pay more attention to the regulation function of forests (especially improving air quality) when designing and managing urban forests.

Knowledge about urban forests in Poland is still limited, as it is primarily based on aggregate, formal data relating to the general area, ignoring the spatial dimension and informal green areas. This article describes and analyses spatio-temporal changes in the actual urban forest resources in Wrocław in 1944–2017, which covers the first period of the city’s rebuilding after its destruction during World War II and its development during the nationalised, centrally-planned socialist economy, as well as the second period of intensive and only partly controlled growth under conditions of market economy. The study is based on current and historical orthophotomaps, which were confronted with cartographic data, as well as planning documents. We found that between 1944 and 2017, the percentage contribution of informal woodlands increased tenfold (from 0.5 to 4.9% of the present total area of the city). The area occupied by such forests has grown particularly during the most recent years of the city’s intensive development. However, the forests have been increasingly fragmented. During the first period, new forest areas were also created in the immediate vicinity of the city centre, while during the second one, only in its peripheral sections. The post-war plans regarding the urban green spaces (UGS), including the current plan, are very conservative in nature. On the one hand, this means no interference with the oldest, biggest, and most valuable forest complexes, but on the other hand, insufficient consideration of the intensive built-up area expansion on former agriculture areas. Only to a limited extent did the above-mentioned plans take into account the informal woodlands, which provide an opportunity for strengthening the functional connectivity of landscape.

PurposeThis paper aims to focus on how a public policy designed to address a social problem ultimately became the place brand.Design/methodology/approachThis paper uses a qualitative case study approach focusing on the city of Medellín, Colombia. It draws from fieldwork conducted in Medellín over 2014 and 2015, including semi-structured interviews with an array of local stakeholders.FindingsThe paper concludes that local governments should be aware that the policymaking process can become part of their branding. It also shows the importance of the continual involvement of stakeholders in the place brand process to ensure it is a sustainable brand.Originality/valueThere are limited studies which focus on how a public policy designed to address a social problem ultimately becomes the place brand. This paper shows how a public policy, social urbanism, became the branding of Medellín.

The Urban Institute (UI) worked with five cities in post‐Soviet Kyrgyzstan to apply better management practices through the development of Strategic Land Management Plans. Kyrgyzstan transferred property to local governments, but municipal land management had remained poor owing to a proliferation of responsible agencies, lack of rule of law, corruption, and passiveness on the part of local governments. UI worked with local governments to make an inventory of municipal land, publicize the results, and develop a strategy that articulated principles for land management and an implementation plan. This led to several improvements including proper registration of parcels and proactive policies to lease and sell land through open competition. It also established a model for determining public policy that countered corruption and public deliberation of costs and benefits in the use of local assets. Donor involvement to promote good land legislation, the property registration system, and decentralization was also critical to success. Kirgizijoje nuosavybė perduota vietos valdžiai, tačiau žemėtvarkos būklė savivaldybėse išliko vargana dėl atsakingų tarnybų gausos, įstatymų trūkumo, korupcijos ir vietos valdžios pasyvumo. Urbanistikos institutas bendradarbiavo su vietos valdžia, siekdamas inventorizuoti savivaldybių žemę, paskelbti rezultatus ir sukurti strategiją, pabrėžiančią žemėtvarkos principus ir įgyvendinimo planą. Tai leido kai ką patobulinti, įskaitant deramą sklypų registravimą ir aktyvią žemės nuomos bei pardavimo per atvirus konkursus politiką. Be to, sudarytas modelis, nustatantis viešąją politiką, kovojančią su korupcija, ir viešus sąnaudų ir naudos svarstymus naudojant vietinį turtą. Prie gerų žemės įstatymų, nuosavybės registravimo sistemos ir decentralizacijos sėkmingo propagavimo daug prisidėjo ir rėmėjai.

Some epidemiological aspects of leishmaniasis in the municipality of Formiga, Brazil, an important touristic site, were evaluated. Those included phlebotomine sand fly vectors, canine infection, and geoprocessing analysis for determining critical transmission areas. Sand flies (224 insects) belonging to ten different species were captured. The most captured species includedLutzomyia longipalpis(35.3%),Lutzomyia cortelezzii(33.5%), andLutzomyia whitmani(18.3%). A significant correlation between sand fly densities and climatic conditions was detected. Serological diagnosis (DPP and ELISA) was performed in 570 dogs indicating a prevalence of 5.8%. After sequencing the main species circulating in the area wereLeishmania infantumandLeishmania braziliensis. Spatial analysis demonstrated that vegetation and hydrography may be related to sand fly distribution and infected dogs. The municipality of Formiga has proven leishmaniasis vectors and infected dogs indicating the circulation of the parasite in the city. Correlation of those data with environmental and human cases has identified the critical areas for control interventions (south, northeast, and northwest). In conclusion, there is current transmission of visceral and canine human cases and the city is on the risk for the appearance of cutaneous cases.
