The Coronavirus Disease 2019 (COVID-19) infectious pneumonia pandemic highlights the importance of emergency management of public health emergencies (EMPHE). This paper addresses the challenge of building a knowledge system for EMPHE research that may contribute to understand the spatial and temporal characteristics of knowledge distribution, research status, cutting-edge research and development trends, and helps to identify promising research topics and guide research and practice of EMPHE. Based on the Web of Science, this paper retrieves 1467 articles about EMPHE published from 2010 to date. Then, based on high-frequency keywords, we use CiteSpace to analyze their knowledge co-occurrence network, clustering network and knowledge evolution. Furthermore, we summarize the features and gaps in EMPHE research, providing references for future research directions. Based on the above analysis, this work constructs a knowledge system about EMPHE research, providing a comprehensive visual summary of the existing research in the field of EMPHE, with the aim to guide future research and practice.

This article draws on the institutional collective action (ICA) framework and data from a survey of senior public health and emergency management professionals in the Dallas–Fort Worth metroplex following the Ebola outbreak to investigate coordination effectiveness during public health emergencies. Based on the study findings, the article recommends that having an identifiable lead agency, official statements from local authorities, a conducive environment for informal conversations, and communication activities that inform, connect, and involve professionals is essential for an effective coordination. Practical implications of the study extend to how to mitigate collective action dilemmas with regard to coordinating COVID-19 pandemic responses.

In recent years, public health emergencies occur frequently, which pose a great threat to human life and health as well as social and economic development. As the basic unit of modern urban public governance system, community is located in the forefront of social disaster risk resistance, and is the cornerstone of social disaster management. Strengthening the capacity building of community emergency management and cultivating community resilience to disasters have become the priority areas of emergency management research and practice all over the world. In this paper, based on the resilience theory of community public health emergencies to deal with nearly 20 years of domestic and foreign research to sort out the formation of a review, in order to provide theoretical reference in this field.

After entering the information society, all kinds of risks, crises, and conflicts in society are more severe, more sudden, and uncertain than those in agricultural society and industrial society. Under the unexpected events in colleges and universities, college students’ psychological crisis, which cannot be dealt with and overcome by conventional methods, arises from their own experiences, psychological endurance, and weak self-awareness. In the face of emergencies, as a talent training base, how to collect information quickly and accurately and make prevention and control plans is directly related to the success or failure of event handling. This study attempts to analyze the characteristics and causes of students’ psychological changes in public health emergencies in colleges and universities and puts forward relevant countermeasures, so as to improve the management system of public health emergencies in colleges and universities, improve the ability to effectively deal with and properly handle public health emergencies, and promote the harmonious development of society. In the face of public health emergencies, colleges and universities should enhance the awareness of emergency management of public health emergencies, change the concept of emergency, build an efficient emergency management system, improve the ability and level of emergency management, and ensure the harmony and stability of the school.

In the context of public health emergency management, it is worth studying ways to mobilize the enthusiasm of government, community, and residents. This paper adopts the method of combining evolutionary game and system dynamics to conduct a theoretical modeling and simulation analysis on the interactions of the behavioral strategies of the three participants. In response to opportunistic behavior and inadequate supervision in the static reward and punishment mechanism, we introduced a dynamic reward and punishment mechanism that considers changes in the social environment and the situation of epidemic prevention and control. This paper proves that the dynamic reward and punishment mechanism can effectively suppress the fluctuation problem in the evolutionary game process under static scenarios and achieve better supervision results through scenario analysis and simulation experiments.

Due to the high complexity, high destructive power, and comprehensive governance characteristics of public health emergencies, the ability of social governance has been distorted and alienated under intensive pressure, and the subjects of social governance have become lazy, professional, and politicized. There are obvious problems, such as system information leakage and information asymmetry. Based on the above background, the purpose of this article is to study the application of artificial intelligence to social governance capabilities under public health emergencies. This article focuses on the relevant concepts and content of emergency management of public health emergencies and in-depth analysis of the actual application of big data technology in epidemic traceability and prediction, medical diagnosis and vaccine research and development, people’s livelihood services, and government advice and suggestions, combined with investigations. The questionnaire analysis sorted out the problems in the social emergency management of public health emergencies in China. The results showed that 87.7% of the people simply sorted out laws and regulations and higher-level documents or even repeated content and lacked summary and reflection on emergency response experience, which led to the operability of emergency plans being generally even poor. In response to the shortcomings, countermeasures and suggestions were put forward, including establishing a standard data collection mechanism, establishing a data sharing mechanism, establishing a personal privacy security protection mechanism, and promoting the breadth and depth of big data applications.
