Reconciling Conflicting Demands in the EGM Industry: Government, Industry, Media and the Community

Gambling has traditionally been a part of the national psyche in Australia. In more recent times, however, attitudes in much of the community are changing, with the result that governments are widely expected to develop increasingly restrictive public policies related to electronic gaming machines (EGMs). The purpose of this paper is to examine the relationships between government, business, and the broader community in the context of the gambling industry in New South Wales (NSW), Australia, and to explore the political and social policy implications of reconciling these competing stakeholder interests. The research draws on the results of 38 face-to-face interviews with key stakeholders in Nevada and NSW conducted during 2005 and 2006, with an additional two interviews in 2013 in NSW. Furthermore, 47 newspaper articles were analyzed to further identify key issues. Against a background of widespread community skepticism, we argue that governments have an important role in setting public policies and striking the appropriate balance between protecting those who have, or are susceptible to, gambling problems and the majority of people who play EGMs without any ensuing problems. However, businesses also have an important contribution to make by being proactively socially responsible, thereby increasing their legitimacy and negating the need for further government interventions.En Australie, les jeux de hasard sont traditionnellement ancrés dans les mœurs. Toutefois, depuis quelque temps, les attitudes d’une grande partie de la population sont en train de changer, de sorte que l’on s’attend généralement à ce que les gouvernements élaborent des politiques publiques de plus en plus restrictives à l’égard des appareils de jeux électroniques. Dans cet article, on examine les relations qui existent entre le gouvernement, les entreprises et l’ensemble de la population dans le contexte de l’industrie des jeux de hasard en Nouvelle-Galles du Sud, en Australie et on analyse les implications politiques et sociales d’une conciliation des intérêts complémentaires de ces intervenants. Ces travaux de recherche s’appuient sur les résultats de 38 entrevues en face à face avec les principaux intervenants au Nevada et en Nouvelle-Galles du Sud qui ont été réalisées au cours de 2005 et 2006, auxquelles s’ajoutent deux autres entrevues qui ont été effectuées en 2013 en Nouvelle-Galles du Sud. De plus, 47 articles de journaux ont été analysés pour définir davantage les principaux problèmes. Avec comme toile de fond un scepticisme généralisé dans la population, on soutient que les gouvernements ont un rôle important à jouer dans l’élaboration de politiques publiques et dans le maintien d’un juste équilibre lorsqu’il s’agit de protéger ceux qui ont des problèmes de jeu, ou ceux qui peuvent y succomber, et la majorité des gens qui utilisent des appareils de jeux électroniques sans que cela devienne problématique. Toutefois, les entreprises ont également un rôle important à jouer en prenant l’initiative d’agir de façon responsable sur le plan social, ce qui aura pour effet de renforcer leur légitimité et d’éliminer la nécessité d’avoir recours à d’autres interventions gouvernementales.

AbstractObjectives:The use of evidence-based practice (EBP) guidelines by psychologists working within the State Insurance Regulatory Authority (SIRA) compensation schemes for treating musculoskeletal injuries has been found to vary. The aim of this study was to qualitatively explore psychologists’ perceived barriers to adhering with EBP guidelines implemented by the New South Wales (NSW) SIRA.Methods:Registered psychologists (n= 20) working within the NSW SIRA compensation schemes participated in four focus groups conducted face-to-face (F2F) and online. Participants’ responses were audiotaped, transcribed verbatim and entered into NVivo 11 software. Text data were analysed to identify recurrent themes within and across groups (metropolitan, regional and rural).Results:Thematic analysis revealed three key issues: (a) a lack of trust in the validity of the recommended EBP guidelines; (b) lack of knowledge of the psychologist’s role in this context and insufficient skills to fully apply the guidelines, protocols and procedures; and (c) a poor fit between EBP guidelines, client presentations and circumstances, and the SIRA compensation schemes.ConclusionThe findings showed that both individual practitioner variables and contextual barriers influenced adherence to EBP. Practical implications for future research include generating recommendations to overcome the identified barriers using a collaborative approach between policymakers, researchers and practitioners.

AbstractPeople with mental illness can be profoundly disabled and at risk of social exclusion. Transitional models of supported housing have limited effectiveness in improving community participation. Stable, individualised psychosocial housing support programmes have been found to assist in improving mental health and decreasing hospitalisations, but little is understood about whether or how these programmes facilitate social and community participation. This article argues that, if certain supports are available, supported housing models can assist people with high levels of psychiatric disability to participate meaningfully in the community. To make this case, the article uses findings of a longitudinal evaluation of a supported housing model in Australia: the Housing and Accommodation Support Initiative Stage One (HASI). HASI is a partnership between the New South Wales Government Departments of Health and Housing and non-government organisations. It is a coordinated approach that provides clients with housing and community-based clinical support, as well as support with daily living skills and community participation. An analysis of questionnaire, database, interview and clinical data is used to demonstrate how HASI contributes to increased social and community participation. The article concludes with policy implications for supported housing models that aim to facilitate meaningful community participation for people with mental illness.

Abstract. This article seeks to evaluate how democratic and deliberative the direct participation of citizens experiencing poverty is in the definition and implementation of public policies that affect them. A comparison of Belgian and Quebec processes involving persons in situation of poverty indicates that the procedural dimensions of participation (franchise, quality and accountability) are clearly strengthened by institutionalized processes and weakened when processes become politicized. However, the authenticity of the process (a dimension tied to outcomes) remains largely independent from the nature of these processes and depends instead on the mobilization of social actors and especially of anti-poverty organizations.Résumé. Cette article évalue dans quelle mesure la participation directe des citoyens en situation de pauvreté à l'élaboration et la mise en œuvre des politiques publiques les concernant est démocratique et délibérative. Une comparaison des processus belges et québécois de participation des personnes en situation de pauvreté démontre que les dimensions procédurales de la participation (franchise, qualité et garantie) sont clairement renforcées par l'institutionnalisation, tandis qu'elles sont affaiblies par la politisation des processus. Par ailleurs, l'authenticité du processus (une dimension liée aux résultats) reste largement indépendante de la nature des mécanismes et dépend plutôt de la mobilisation des acteurs sociaux et particulièrement de celle des organisations de lutte contre la pauvreté.

Being passed from generation to generation, indigenous knowledge is unique and confined to a particular culture or society. This knowledge is generated and transmitted through communities, over time, in an effort to cope with their own agro-ecological and socio-economic environments (Fernandez, 1994). Vietnamese residents in the Mekong Delta during the development of cultivation activities have accumulated a lot of folk experiences, creating a large amount of indigenous knowledge in daily life and farming production. This knowledge has supported the Vietnamese people to adapt themselves to survive for several hundred years. However, throughout the time, under the strong impact of scientific knowledge, indigenous knowledge nowadays is no longer applied as much as before. In the context of increasing climate change, understanding and reevaluating the correct value of this knowledge, besides preserving, also contribute to public policy implications in environmental change adaptation strategies in the near future. With an interdisciplinary approach to geography and anthropology, via long fieldwork methods, face-to-face meetings with farmers and group discussions, 10 in-depth interviews were conducted on issues related to this current production model and production experience. Indigenous knowledge has been and is being applied in flooded areas with representatives being An Giang and Hau Giang provinces. The author has systematized the indigenous knowledge of Vietnamese people on cultivating to better adapt to nature.

The availability of breastfeeding support resources, including those provided by Baby-Friendly Hospitals, International Board Certified Lactation Consultants, breastfeeding counselors and educators, and volunteer-based mother-to-mother support organizations, such as La Leche League, are critically important for influencing breastfeeding initiation and continuation for the mother-child dyad. In addition, the emergence of community support options via information and communication technologies such as Skype and Facetime, social media (e.g., Facebook), and telelactation providers are providing mothers with a new range of support options that can help bridge geographic barriers to traditional community support. However, telelactation services that use information and communication technologies to connect breastfeeding mothers to remotely located breastfeeding experts require reliable, affordable, high-quality broadband connections to facilitate interaction between mothers and their support resources. The purpose of this paper is to explore the complex spatial landscape of virtual and face-to-face breastfeeding support options for mothers in the state of Ohio (U.S.), identifying barriers to support. Using a range of spatial and network analytics, the results suggest that a divide is emerging. While urban areas in Ohio benefit from both a density of face-to-face breastfeeding support resources and robust broadband options for engaging in telelactation, many rural areas of the state are lacking access to both. Policy implications and several potential strategies for mitigating these inequities are discussed.

Este artículo es síntesis crítica del informe Políticas públicas y servicios financieros rurales en Mesoamérica realizado por Michelle Deugd, Hans Nusselder, Iris Villalobos e Ignacio Fiestas. El documento analizado consiste en un estudio comparativo en cinco países mesoamericanos (México, Guatemala, El Salvador, Honduras y Nicaragua) de la articulación entre políticas públicas de promoción de los servicios financieros rurales y políticas públicas para el desarrollo rural. Después de presentar un panorama detallado de las situaciones nacionales, los autores muestran que existen patrones recurrentes de desarticulación entre las intervenciones públicas estudiadas. En base a su diagnóstico, plantean propuestas para una mejor integración de estos marcos políticos. Se resaltan aquí los hallazgos valiosos de esta pesquisa que permiten una buena comprensión de arquitecturas institucionales complejas. Se apuntan también ciertos enfoques que no fueron considerados por los autores y que habría que explorar para tener una visión más completa de la problemática.Abstract: This article is a critical synthesis of the report Políticas públicas y servicios financieros rurales en Mesoamérica written by Michelle Deugd, Hans Nusselder, Iris Villalobos and Ignacio Fiestas. The analysed document consists in a comparative study in five Mesoamerican countries (Mexico, Guatemala, El Salvador, Honduras and Nicaragua) on the articulation between promotional public policies for the promotion of rural financial services and public policies for rural development. After presenting a detailed panorama of the national situations, the authors show that there are some recurring schemes of disarticulation between the considered public interventions. On the basis of their diagnostic, they present some propositions for a better integration of these policy frameworks. Here we put forward the valuable findings of this research that contribute to a good understanding of complex institutional architectures. We also point some approaches that have not been considered by the authors and that should be explored in order to have a more complete vision of the problematic.Résumé : Cet article est une synthèse critique du rapport Políticas públicas y servicios financieros rurales en Mesoamérica réalisé par Michelle Deugd, Hans Nusselder, Iris Villalobos et Ignacio Fiestas. Le document analysé consiste en une étude comparative dans cinq pays mésoaméricains (Mexique, Guatemala, El Salvador, Honduras et Nicaragua) de l’articulation entre politiques publiques de promotion des services financiers ruraux et politiques publiques de développement rural. Après avoir présenté un panorama détaillé des situations nationales, les auteurs montrent qu’il existe des schémas récurrents de désarticulation entre les interventions publiques étudiées. Sur la base de leur diagnostic, ils présentent des propositions pour une meilleure intégration de ces cadres politiques. On met ici en avant les précieux apports de cette recherche qui permettent une bonne compréhension d’architectures institutionnelles complexes. On relève aussi certaines approches qui n’ont pas été prises en compte par les auteurs et qu’il faudrait explorer pour avoir une vision plus complète de la problématique.
