In economic literature, the analysis of the effectiveness of on-site tax audits is underrepresented both with regard to the economic and mathematical calculation and within the behavioral context. On-site tax audits, as one of the forms of tax management, affect budget incomes and expenditures. Effective audits promote budget replenishment. Ineffective audits cause budget expenditures for their execution without fiscal payoff. The study aimed at the development of a technique and using it for the analysis of the effectiveness of on-site tax audits in the Russian Federation. The analysis of normative base, statistical tax reporting, and summation of the practice of on-site tax audits formed the basis for the proposed technique of analysis of the effectiveness of on-site tax audits. The analysis technique is characterized by the revised structure of criteria, dynamic and static parameters. The authors determined and considered in real-time the percentage of on-site tax audits, which identified violations of law; carried out the analysis of payments additionally accrued according to the results of on-site tax audits. The study identified and analyzed in real-time the effectiveness of one on-site tax audit, as well as the ratio of payments additionally accrued according to the results of on-site and desktop tax audits. The authors analyzed the transformation of the structure of on-site tax audits. The paper proposes organizational ways of improvement of the effectiveness of on-site tax audits: the development of electron interaction of tax authorities and taxpayers with possible temporary access to tax and accounting reports and other documents, implementation of digital control of tax bases at the stage of pre-inspection analysis; the expanding of welcoming face-to-face and remote contacts with taxpayers as the participants of the process of the national economy development.

The interaction between the constituent models for waves, currents, sediment transport and bottom level changes in a class of compound 2DH mathematical models of transient sea bed evolutions in the coastal zone is investigated mathematically, using the theory of characteristics and a harmonic analysis technique. This leads to contrary indications as to the importance of including diffraction in the wave model and to the unambiguous conclusion that the bottom slope effect on the sediment transport is indespensable for the mathematical system to be inherently stable. This conclusion is shown to imply that depth-integrated current model are insufficient to describe the flow in this type of morphological computations for the nearshore zone or complex coastal areas.

Real-time multi-GNSS precise point positioning (PPP) requires the support of high-rate satellite clock corrections. Due to the large number of ambiguity parameters, it is difficult to update clocks at high frequency in real-time for a large reference network. With the increasing number of satellites of multi-GNSS constellations and the number of stations, real-time high-rate clock estimation becomes a big challenge. In this contribution, we propose a decentralized clock estimation (DECE) strategy, in which both undifferenced (UD) and epoch-differenced (ED) mode are implemented but run separately in different computers, and their output clocks are combined in another process to generate a unique product. While redundant UD and/or ED processing lines can be run in offsite computers to improve the robustness, processing lines for different networks can also be included to improve the clock quality. The new strategy is realized based on the Position and Navigation Data Analyst (PANDA) software package and is experimentally validated with about 110 real-time stations for clock estimation by comparison of the estimated clocks and the PPP performance applying estimated clocks. The results of the real-time PPP experiment using 12 global stations show that with the greatly improved computational efficiency, 3.14 cm in horizontal and 5.51 cm in vertical can be achieved using the estimated DECE clock.
