It’s important to control telecom equipment maintenance outsourcers’ performance in outsourcing decision-making process by selecting the proper evaluation indexes. This paper sets up a new comprehensive evaluation method based on statistics distance with weight to assess outsourcer’s performance. Ten indexes are choosed to determine which are good service providers from the ability and effort degree of their work, including failure rate, failure loss, service level, maintenance price, management fee, arrive time, repair time, customer relationship, maintenance engineer and tool machine. Each index has its own expert’s weight. We classify different service grades and calculate the real distance of every maintenance outsourcer by Euclidean distance. Then the performance of each equipment maintenance outsourcer can be inspected from the calculation result. Through the application in telecom company we testify its advantages compared with other evaluation methods.

ABSTRACT The comprehensive performance evaluation system of public sports service is an important part of public sports service system in China. How to objectively and comprehensively evaluate the present situation of public sports service performance in our country has always been a difficult problem in the development of public sports service. Based on the five principles of constructing the recipient satisfaction index, the PCSSI model of the comprehensive evaluation system of public sports service supply was constructed using scale design. Large-scale stadiums in seven districts of Shenyang were selected for investigation. The recipient satisfaction index model was established to compare the satisfaction index of the 7 regions, and analyze the influencing factors of the satisfaction index of public sports service supply, and put forward some suggestions for improving the service level of large stadiums and gymnasiums in Shenyang. Practice has proved that the application of the PCSSI model has a positive effect on improving the performance level of public sports service supply in China.

In reality, the forecast of uncertainties often becomes more accurate with the approaching of the forecasted period. This article proposes a rolling horizon approach to dynamically determine the production plan and the maintenance plan for a degradation system under uncertain environment. In each rolling horizon, demand forecasts are updated with new information from customers, and the degradation level of system is confirmed by inspection. By taking advantage of the updated uncertainties, at each decision point, the maintenance plan is determined by an advance-postpone balancing approach and the production plan is optimized by a heuristic algorithm in a two-stage stochastic model. Numerical results validate that the rolling horizon approach has great superiority over traditional stochastic programming approach in terms of real total cost and service level.

Traffic status analysis is the basis for highway management and control. Most of the previous research studies were carried out from the perspective of road segments. The purpose of this paper is to analyze the difference in traffic operation characteristics of an eight-lane highway from the perspective of lanes. Lane saturation, average lane speed, and lane density were selected as traffic state evaluation indicators, and the concept of state space division was introduced to classify the traffic operation status of each lane. Then, a single-system multi-index dynamic comprehensive evaluation method was adopted to reflect the time-varying characteristics and the development trend of the operation status of each lane. The research results can provide the theoretical support for more refined highway management and improve the service level of the eight-lane highway.

The Beijing Subway system carries about 8 million passengers per day in 2012, and the congestions caused by large passenger volume has become a major issue in transit stations especially transfer ones. In order to suppress the congestion to an acceptable level, an indicator reflecting transit station service level is urgently needed. However, previous researches mainly focus on the passenger density of certain areas, such as stairs and walking corridors. This paper aims to propose a composite indicator reflecting the service level of a whole transit station. Filed investigation of several transfer stations was conducted during peak commuting period, in order to find out the usual congestion points of each passenger flow line. According to investigation results, Platform stair, Exit AGM (Automatic Gate Machine), Platform and Corridor entrance were chosen as key nodes to reflect transit station service level. And the weight of each key node was decided by the average passenger density ratio, based on simulation experiment of SHD station. Finally, the service level of SHD station was evaluated with fuzzy comprehensive evaluation.
