The Northeast is a concept that is crystallized in the unconscious of the Brazilian population, designating a geographically located portion of the national territory. This article proposes to revisit the construction of this concept from a political and legal perspective, showing the choices made in each historical period to provide the intended regional development through institutions such as Chesf, DNOCS, and Codevasf, among others. The conclusion points to possible ways to reinvent the region, mainly due to the concept of the Matopiba. The study follows Geolegal methodology by using a historiographical base of the legal facts (Brazilian legislation) to produce a geographical value (regional development of the Northeast). The normative and legal provision, organization and activity of militia dispatch centers of Soviet Ukraine in 1969–1991 have been studied. Various forms, methods and directions of activity of militia dispatch centers in 1961–1991 have been analyzed; and the activity of the militia in ensuring the protection of public order and the fight against crime has been reconsidered. The author has characterized the functions of militia dispatch centers, which were performed by them in the period from 1969 to 1991. The peculiarities of personnel and logistical provision of the militia dispatch centers in the specified historical period have been highlighted. The analysis of archival materials has demonstrated that the implementation of the function of the dispatch center was associated with the implementation of an increased number of tasks. However, the combination of the duties of a duty officer with performing the duties in another position led to the overburdening of a militiaman, which had a negative impact on law enforcement activity. Improving the organizational forms of the Soviet militia dispatch centers was carried out in several areas: 1) the creation of regular police units in all militia agencies, the number of which depended on the population, as well as changes in the operative situation; 2) increase in the number of regular shifts; 3) bringing the premises, equipment and logistics of dispatch centers in line with the established requirements; 4) the introduction of additional structures within dispatch centers, caused by an increase in the workload on dispatch centers as a result of the growth in crime rates; 5) increase of requirements to personnel of dispatch centers. In terms of reforming the law enforcement system, miscalculations and mistakes of the past years should be avoided. The specifics of dispatch centers’ activity is that it represents the interests of all services, combines the goals and objectives of public order, prevention and detection of crimes, as well as coordinates their actions in case of emergencies. The efficiency of crime detection, assistance to victims and detention of perpetrators depends on the effective organization of interaction between services and units. Thus, the creative use of obtained experience to improve the activities of the dispatch centers of internal affairs agencies will to some extent avoid mistakes and miscalculations made in previous historical periods.

The reproductive biology of the introduced pumpkinseed sunfish Lepomis gibbosus (Linnaeus, 1758) in the Custódio's Dam, rio Doce high basin, state of Minas Gerais, Brazil was studied from February/2001 to March/2002 and compared with introduced and native populations. Reproduction occurred almost along the entire period of study with a high frequency of fishes in the advanced ripening/mature and spawned/spent stages. The microscopic analyses indicated that the pumpkinseed sunfish presents multiple spawning. The egg diameter of the Brazilian population is similar to the Spanish, Greek and American ones. The standard length at maturity and the gonadosomatic index of the introduced populations are smaller when compared with native ones. The spawning season of the Brazilian population was the longest among all comparisons made in the present work.

This article presents a case study in how archaeological data assists in biblical interpretation. The author uses the recent excavations of Tel Gezer, along with recent archaeological research on the Shephelah in the eighth century BCE to reconstruct the political and historical period of Uzziah. The first part of the article reviews the current excavations of Beth Shemesh and Tel es-Safi along with recent articles on the eighth-century destructions in the Shephelah. An overview of city-planning in the eighth century is provided. The second part of the article is a presentation of the results of the recently renewed excavations of Gezer (2006–2009). The author proposes that Judah experienced greater city-planning and regional development under King Uzziah than the latter period of Hezekiah.

RESUMENLa concepción del joven Nietzsche sobre el lenguaje es esencial para comprender la evolución de su proyecto filosófico. Hasta hace muy poco se ha prestado poca atención a su forma de entender el lenguaje. Este trabajo explica el "giro lingüístico" de su filosofía y su posición crítica de las pretensiónes filosóficas tradicionales sobre la verdad y el conocimiento, especialmente sus indagaciones sobre el origen del lenguaje. En sus primeras consideraciones juega un papel muy importante lo inconsciente y el instinto como el núcleo más íntimo de un ser. Es decir, las formas del lenguaje están preparadas ya en la organización inconsciente del ser humano.ABSTRACTThe Nietzsche's early view on language is essential for understanding the evolution of his philosophical project. Until quite recently little attention has been gien to his conception of language. This paper explains the significant "linguistic turn" of his philosophy und his critique position of traditional philosophical pretensions of truth and knowledge, especially his explorations into the origin of language. In his early account of language plays a part very important the unconscious and the instinct as the innermost kernel of a being. That is, the forms of langage lie as ready made in the unconcius organization of human beings.

In recent decades informed consent has become simply the expression of the fundamental rights of individuals despite the fact that some signs of its ambiguous nature still remain. This means that the idea of informed consent is very much influenced by external values, by the specific cultural context or by the laws in force in a certain historical period. The great amount of national and international legal references lead us to believe that, in this matter, there is a common constitutional sense, whose conceptual core is shared by the whole society and which consists of fundamental rights to self determination and to health as defined thanks to recent medical and scientific innovations. In this contribution, we shall address issues relating to individual liberty rights, examine a number of Italian and European judicial decisions concerning the right to life and self determination and consider the relationship between civil and criminal principles in matters of self determination in the light of constitutional principles deriving from the conclusion that the concept of individual from a legal perspective differs from the concept of individual from a biological perspective and that the biological boundary itself of any individual may be modified in several personal ways.

Abstract A growing body of critical social-scientific scholarship addresses the implications of marine spatial planning for those who depend on the ocean for their livelihood, sustenance, well-being and cultural survival. Of particular concern are planning initiatives that construct marine space in ways that negate or contradict its particular materiality, the latter holding great significance for how different actors relate to the ocean. In response, scholars are turning towards relational conceptualisations of marine space, focusing on the relationships between human and non-human actors, as well as the factors that mediate them. Here, we argue that legal geography, a strand of interdisciplinary research that explores how space, law and society are co-constituted, can make a valuable contribution to this discussion. In taking seriously the connections between the themes law as discourse, law as representation and law as power, legal geography offers a deeper understanding of the subjectivities, narratives and sources of normativity made in/visible by the legal dimensions of planning frameworks. Using the legal-geographical concept of spatial justice as our frame of reference, we posit that the relational materiality of the ocean lends itself to the socio-legal construction of marine spaces as ‘commons’, i.e. as pluralist spaces where different knowledges and ways of being coexist and intermingle, and where well-being is perceived in composite, socio-natural terms. This allows us to problematise marine spatial planning, along with its normative, regulatory and institutional underpinnings, as a vehicle for the enclosure of not only marine spaces but also spaces of decision-making.

The aim of this investigation is to identify the relationship which can be found in the literature between creative tourism and local development, using a bibliometric inventory made in scientific databases (Academia.edu, Econlit, Google Scholar, CAPES Journals, Redalyc, Scielo.org, SCOPUS, and Web of Science, among others) as research method. In general, it was possible to verify that there is a concern of the authors of the papers analysed in establishing a link between creative tourism and local/regional development, without, however, going very far on this relationship, or, at least, when it came to identifying the impacts of economic, cultural, social and environmental nature. This being said, it seems to be relevant that future research takes a deeper look at the hypothesised relationship between the proposals of creative tourism and the benefits it can bring to local communities.

According to the opinion of certain specialists - who would consider themselves outstanding experts the canning industry has passed the stage of maturity and entered a declining phase of lifecycle within the industry. We, on the contrary, maintain the view, as supported by evidence in the present study, that the above position in not suitably grounded. This viewpoint may be further confirmed by considering the issue at hand through the angle of regional development and the current situation of Hungarian national economy.While refraining from giving a detailed account of the reasons underlying the world economic crisis, we would like to point out that the crisis is likely to affect economies with a well-established agriculture and, on that basis, a highly developed food industry, to a lesser degree. The situation in Hungary would have developed in a different way if we had treated the Hungarian agricultural line of business and, in particular, canning industry, as an industry of strategic importance. An attempt is made in this study to support the above view.

A proposta deste texto é analisar as potencialidades de uma curadoria diversificada no que se refere ao audiovisual, dentro do campo da educação. Partindo do pouco acesso da população brasileira aos filmes realizados no país, o artigo busca compartilhar algumas possibilidades de expansão do repertório, a partir de uma pedagogia da criação (BERGALA, 2008). Buscamos enriquecer o debate com as teorizações de Deleuze e Guattari (1988-2016) a respeito da força do encontro com a arte para o movimento do pensamento. Como resultado parcial, defendemos que o trabalho de curadoria que busca vasculhar o panorama audiovisual brasileiro, pode desencadear experiências estéticas, que ultrapassa qualquer modelo de escolarização instituído.   PALAVRAS-CHAVE: Cinema brasileiro; curadoria; repertório; pedagogia da criação.     ABSTRACT The purpose of this text is to analyze the potentialities of a diversified curatorship of the audio-visual in the field of education. Starting from the lack of access of the Brazilian population to the independent films made in the country the article seeks to share some possibilities of expansion of the repertoire, based on a pedagogy of creation (BERGALA, 2008). This paper tries to evaluate regional development under the impact of Belem-Brasilia Road. According to a tipology of spatial development based on the analyses of regional devepment profile, the area was classified as a resource frontier under slow growth. The road's major positive effect was in the urbanization process, favoring regional centers located at both ends of the artery. Possibilities of higher family incomes are offered only to the poor rural migrants from the northeast region.
