A Synthesised Stage Model for Collaborative Public Service Platforms

Collaboration between government, the private sector and citizens is deemed critical to further improve the quality and effectiveness of public services. However, the stage models describing and guiding the development of e-government do not or only rarely cover external collaboration for improving public services. The authors argue that this gap can be filled by including insights from literature on the evolution of platforms, which can serve as a medium for collaboration between public and private parties. This paper aims to synthesise e-government maturity models and platform development models to act as a guide to move from government-centred public service improvement to collaborative innovations by government, businesses and citizens. The result is a platform development model with five stages. To see how the model holds in practice, three cases are investigated. The authors find that their model shows promise but also requires further evaluation and refinement.

The purpose of this study is to determine the nature and magnitude of any relationship between wage and salary changes in specified occupational classifications within the Alberta Civil Service and wage and salary changes in similar occupational classes in Alberta industry. In particular, the possibility of the « leader » role that public service wage and salary changes may play in the determination of occupational wage and salaries in other employment sectors within the Province of Alberta will be articulated.

Prison privatization has generally been associated with developments in neoliberal punishment. However, relatively little is known about the specific impact of privatization on the daily life of prisoners, including areas that are particularly salient not just to debates about neoliberal penality, but the wider reconfiguration of public service provision and frontline work. Drawing on a study of values, practices, and quality of life in five private‐sector and two public‐sector prisons in England and Wales, this article seeks to compare and explain three key domains of prison culture and quality: relationships between frontline staff and prisoners, levels of staff professionalism (or jailcraft), and prisoners' experience of state authority. The study identifies some of the characteristic strengths and weaknesses of the public and private prison sectors, particularly in relation to staff professionalism and its impact on the prisoner experience. These findings have relevance beyond the sphere of prisons and punishment.

Innovation is becoming a warming issue to be often discussed by many actors like academician, politician, and business sectors at global world recently. Innovation is basically a better change of an organization, it is firstly applied in private sector. Development of current literature in public administration science, innovation emerges as a conceptual discourse stuff that is then sounded into public sector. Innovation practice in private sector is different to public sector. Innovation practice in public sector, particularly in public services is one of interesting things to be discussed in this study because China is one of economics superpower in the world that is able to innovate at midst totally strong political control from central government. Issue of public service innovation is critical issue which is linear with economic growth in China. This study is a research using qualitative-descriptive method with the source derived from secondary data, and this study is called as a desk research. This research finding is that innovation practices at public service which is successfully conducted by Government of China can be adopted by Government of Indonesia by adjusting key points for implementing innovation of public services in Indonesia. It is important that Government of Indonesia must seek an alternative way to find an appropriate model to implement best practices of public service innovation adopted from China.

Abstrak  Reformasi pelayanan publik di Kabupaten Nganjuk dilakukan dalam mewujudkan tata kelola pemerintah yang efektif dan efisien. Pelaksanaan pelayanan kepada masyarakat secara esensial menunjang implementasi pelaksanaan otonomi daerah yang dilandasi oleh budaya kerja yang tinggi. Oleh karena itu penting sekali untuk dianalisis terkait bagaimana optimalisasi penyelenggaraan pelayanan publik dalam mewujudkan tata kelola pemerintah yang efektif dan efisien berdasarkan kinerja OPD di Kabupaten Nganjuk.  Analisis menggunakan indikator kinerja yang berorientasi pada hasil. Indikator kinerja berorientasi pada hasil dipilih karena kawasan prioritas berisi kinerjadan hasil kualitas pelayanan pubik. Aspek indikator kerja yang dipilih adalah efektivitas dan kepuasan. Pendekatan yang digunakan dalam penulisan ini adalah pendekatan kualitatif berdasarkan kajian kepustakaan. Metode pengumpulan data yang digunakan adalah data sekunder yang berupa teori-teori relevan diperoleh dengan metode telaah pustaka. The implementation of services to the community essentially supports the implementation of regional autonomy which is based on a high work culture. Therefore, it is very important to analyze in relation to how to optimize the implementation of public services in realizing effective and efficient government governance based on the performance of OPD in Nganjuk Regency. The analysis uses performance indicators that are results-oriented. Results-oriented performance indicators were chosen because the priority area contains the performance and results of the quality of public services. Aspects of the selected work indicators are effectiveness and satisfaction. The approach used in this paper is a qualitative approach based on literature review. The data collection method used is secondary data in the form of relevant theories obtained by the literature review method. Public Service Motivation (PSM) is still a new concept in public administration theory. As a nascent theory, it needs to be proved with any contexts and cases of many countries around the world, especially developing countries that might have different contexts related to cultures, beliefs, views on the importance of financial rewards, etc. So far, most PSM research focuses more on comparisons between public and private employees in the Western and developed countries. There is almost no study about the PSM in developing countries. In addition, most of PSM theories tended to generalize the assumptions of the PSM among employees and often ignore cultural dimensions in their analysis. There is an impression that PSM theories are cross-culturally viable. This study examined the application of the PSM theories in Indonesia as a developing country, especially in Padang West Sumatera. Rational choice theories and the other PSM theories had been used in analyzing the finding of this study. Using t-test on responses by 417 respondents of public and 201 of private sector employees, this study tested the difference of PSM levels between the two sector employees. The findings of this study indicated that there is a significant difference in the level of PSM between public and private sector employees in Padang West Sumatera. The level of PSM of public employees tends to be lower than that of private sector. The results of this study imply that PSM theory is not cross-culturally viable.

Public service is very important for any society development. One can see the role of the mature governments innovation in creating what is called developed and developing nations. Therefore, innovation and management of change experts see that this innovation starts with addressing cultural dynamical needs. The scope of this dynamic need or challenge that was defined by Demello and Furseth (2016) is the capacity to support “Independent Living”. The demand for innovation in public organizations is increasing. In this study, I explore factors that contribute to the innovative behavior of civil servants at the individual level. The theoretical distinction between public and private organizations has long been a subject of debate, and certain characteristics of innovation in public organizations mimic innovation in the private sector, even though the purpose of innovation in public organizations is to secure public goods. In order to examine the innovative behavior of public employees who face such contradictory circumstances, I parameterized the characteristics of each sector, using whether or not the employee had worked in the private sector prior to entering the public service as the characteristic for the private sector and the effect of public service motivation on innovative behavior as the characteristic for the public sector and found that at the individual level, the two are not mutually exclusive.

We estimate the changing value of workplace pensions in the UK and incorporate their value into an estimate of the public sector pay differential. Falling pension membership in the private sector and growing value of public service pensions led to a significant increase in the estimated public sector pay differential from 1997 to 2009, even though headline pay grew faster in the private sector. From 2009 to 2012, although pay grew faster in the public sector, reforms to public service defined benefit pensions, particularly indexation to the CPI rather than RPI, significantly reduced the public pay differential.

The purpose of this article is to examine the differences between public and private sector employees’ public service motivation (PSM) levels and also examine the impact of Islamic work ethic (IWE) as a potential antecedent of PSM in a non-Western setting. This quantitative investigation is based on a sample of 419 employees in 13 public and private organizations in the Kurdistan Region of Iraq (KRI). Independent t test results reveal no statistically significant differences in PSM level between public and private sector employees. The analysis of the data also reveals that PSM is significantly influenced by IWE. Implications and avenues for future research are discussed.

Partnerships  between  Government  and  the  Private  Sector  in  Public Services. Quality of public services will result in a positive response from the public so it needs a specific strategy in its implementation, one of which is by using Public Private Partnership (PPP). This study aims to describe and analyze the partnership that exists between the government and the private sector, describe and analyze the public response to the quality of service as well as explain the enabling and inhibiting factors in the implementation of public service in Fuel Filling Station of Fishermen (SPBN) Kampung Bahari,  of Bengkulu city. The method used in this study used a qualitative approach. Quality of public services in SPBN Kampung Bahari get an appraisal "Good" of users but in terms of access and tangible gain diverse assessment due to locations that are not easily accessible by all users and the number of facilities SPBN that were in poor condition.
