This article describes the competency-based approach to e-learning education that utilizes remote access to the laboratory equipment. The main focus of the paper is the structure and design of the e-learning system used in the Southern Federal University (Russia). The article discusses the related pedagogical strategies and presents system's features in the context of the education for skilled workers. This approach uses access to the scientific and technology laboratory equipment either for provisioning of the individualized educational programs or to enable the students who are unable to attend a conventional laboratory for a variety of reasons, such as disability, and part-time study to conduct the experimental work. It will be shown that the experimental work involving the modern scientific equipment is an important aspect of the learning process in the areas of material science and nanotechnology. The learning strategy is the reverse of that used in the traditional approach. The authors suggest to start with the introduction to the practical applications of science and technology relevant to the current job market, and study the general laws and theoretical principles afterwards, to deepen understanding and achieve the educational goals.

The development process is based on the state of the art IT technologies (metadata and ontology for knowledge manipulation, Web services, learner model, and intelligent tutoring systems). Besides interoperability and personalization, the proposed approach brings additional advantages, including: unitary interpretation of the content structure by different user categories or content providers; explicit specification of the knowledge domain, allowing the updating of the domain definition without major changes of e-learning tools and programmes; reuse of the learning objects with economical advantages by saving costs of (re)writing the content for the different course forms and strategies; reuse of the created tools in one domain in other domains; promoting the competency-based learning through the domain ontology and the relations between concepts and competencies. The results obtained in practice are very encouraging and suggest several future developments.

This paper presents an approach to teaching based on an industrial automation laboratory using e-learning. The approach is suitable for both in-class and remote access. It is based on providing remote access to laboratory facilities dedicated to industrial automation. A teaching platform is integrated into Moodle, an open-source e-learning system. Remote desktop programs were developed to allow students to access a remote PC and control the automation equipment. An IP camera is used to verify the operation. Each time a course is completed, or after any other activity in which the remote laboratory is used, a survey is made to assess the student's level of satisfaction and perceived degree of difficulty of the coursework. The results of the surveys from 25 graduate students per year are presented and discussed.

Electronic education has been an integral part of the educational process at higher education institutions for more than a decade. However, it had had rather a supporting role in Ukraine before the pandemic, whereas today it is crucial to provide full-fledged learning, communication and collaboration for all educational process participants with the help of electronic resources. Therefore, there is a need in modernization of the electronic learning system of the university according to current requirements and challenges. The article outlines the ways the e-learning system changes implementation using the example of Borys Grinchenko Kyiv University. The attention is paid to educational environment personalization for different participants of the learning process, possibilities for information arrangement and monitoring. Thanks to the arrangement of electronic learning courses (ELC) according to the created educational programmes in the e-learning system, students have access to current information about all disciplines which belong to a definite educational professional or scientific programme: distribution by semesters, forms of control, progress in the courses, etc. At the same time it provides administration with the possibility to track activities of applicants for education and academic staff in every educational programme. Electronic deanery module implemented in Borys Grinchenko Kyiv University e-learning system allows to monitor educational process, get access to current data on every ELC progress rate and also to personalize the educational process for every student through individual learning plans. With the help of the e-learning system students can get remote access to the materials of all disciplines, fulfil tasks, send them to teachers for review and take tests. The blocks in the user's personal dashboard allow to get quick access to communication and collaboration tools for online classes arrangement, group work and receiving feedback from teachers, to the University’s library and other useful resources that simplify educational process arrangement.

Blackboard’s e-learning system dominates the online learning software market. In this essay I critically examine the structure of Blackboard’s two online learning delivery systems, Blackboard 8.0 and Blackboard CE6. I identify ways in which the platforms both constrain and facilitate instructor-student and student-student interaction. I addition, I delineate features that sustain and challenge traditional power relationships in the classroom. I conclude with implications for online pedagogy and practical applications for instructors and students.

Competency-based Learning Theory (CBLT) emphasizes that learners are protagonists in the entire learning process. In order to achieve the predictive learning targets of learners, CBLT make much of the individual differences between learners, and use the personal adaptive learning route in the CBLT procedure with evaluation, feedback, and modification. This paper used CBLT to be a foundation of system design, and to apply the CBLT procedure to guide learners to study adaptively. Our system implemented from CBLT can provide a personal adaptive learning route to learners, and has the adaptively-guiding assistant learning ability to help learners to learn independently and adaptively. The results of the experiment indicate that the learners could learn in the system independently and adaptively without teacher involvement while the learning courses had standard range and could be classified to several categories according the content characters. The results of the experiment proved this Adaptively-guiding Web-based E-learning (AGWBE) System based on CBLT was an effective computer-assisted instruction system that could guide learners to study independently and adaptively, then to share the teacher’s teaching workload efficiently.

The article presents the experience of mass organization of distance learning in organizations of secondary general and vocational education in March—May 2020 in connection with the difficult epidemiological situation in Russia. The possibilities of the 1C:Education system for organizing the educational process in a distance format, the peculiarities of organizing distance interaction in schools and colleges are considered, the results of using the system are summarized, examples of the successful use of the system in specific educational organizations are given. Based on the questionnaire survey of users, a number of capabilities of the 1C:Education system have been identified, which are essential for the full-fledged transfer of the educational process from full-time to distance learning. The nature and frequency of the use of electronic educational resources in various general education subjects in schools and colleges are analyzed, the importance of the presence in the distance learning system not only of a digital library of ready-made educational materials, but also of tools for creating author’s content is assessed. On the basis of an impersonal analysis of user actions in the system, a number of problems were identified that teachers and students faced in the process of an emergency transition to distance learning.
