The events in the Chechen Republic of the late 20th — early 21th century, especially the counter-terrorism operation (the second “Chechen war”), have become the object of close attention of politicians of various levels and political views, as well as historians, political scientists, sociologists of Russia and the world. The existing assessments of the counterterrorist operation in Chechnya are extremely polarized and numerous also because it almost immediately outgrew a local-regional character, becoming a higher-order phenomenon that has a serious impact on the domestic and foreign policy of the Russian Federation. The problems of preserving territorial integrity and the right of nations to self-determination, the need for a tough fight against terrorism and respect for human rights, conducting military operations using the army on their territory and preserving the constitutional rights and freedoms of citizens are intertwined in one tangle. The Russian, European and American expert communities have paid and continue to pay considerable attention to various aspects of the problems related to the conduct of the counter-terrorism operation in the Chechen Republic, its consequences, results, and the current situation in the region, giving assessments according to their political views and preferences. However, in general, the huge volume of accumulated sources and various research papers on this problem can be stumped — at least the most preliminary work is required to assess the historiography of the “Chechen wars” and specific problems related to the nature of the source base. The peculiarities of the internal policy of the Russian Federation, its involvement in armed conflicts in Ukraine and Syria, the unstable situation in the Caucasus as a whole, undoubtedly have an impact on the intensification of terrorist manifestations in Russia. Moreover, the roots of a number of emerging problems go back to the period of the counter-terrorist operation in the Chechen Republic. Terrorism has evolved in recent years, destabilizing the internal State security for a long time. And although at present the situation in this direction is steadily normalizing, new threats nevertheless appear, and they require scientific understanding and the organization of counteraction on a scientific basis.

the current trend of the education system in the world is personalization and digitalization, which requires a person to constantly develop, follow innovations, and improve their competencies. The article discusses the features of digitalization of education in the Russian Federation, including preschool education. The definition of the digitalization process, structural components and requirements for educational organizations are presented. The concept of “digital kindergarten” is considered, the ecosystem of digital kindergarten is characterized, approaches to this concept in preschool educational organizations are shown.

The scientific work studies the influence of the dynamics of prices for hydrocarbons on the possibilities of implementing state projects in the oil industry of Russia. Also, the economic efficiency of oil projects in the Russian Federation is assessed under various cost scenarios, both in the short and long term. The aim of the study, the authors set out to build an objective model for the implementation of Russian state projects in the oil industry, based on 3 scenarios of changes in hydrocarbon prices until 2023 according to: basic, optimistic and pessimistic forecasts. The paper studies the experience of creating large oil projects in modern Russia and in other countries; the authors pay special attention to oil projects during periods of turbulence in oil price quotations, during the economic recessions of 2008, 2014–2016 and 2020. The prospects for the completion of current projects in Russia are also being assessed in the face of oversupply on hydrocarbon markets and turbulent prices for well-known oil brands. The scientific basis of the work is Russian and foreign sources, assessments of experts from the oil and gas complex of Russia and countries-exporters of hydrocarbons, analytics and reports of oil companies, state programs for the development of the oil industry of the Russian Federation and statistical bases of state statistics services. To construct objective development scenarios, forecasts were used from sources such as: the Ministry of Energy of the Russian Federation, the Ministry of Economic Development, the Central Bank, the BP Statistical Database and the World Bank data, forecasts of large oil companies in Russia.

The article presents the methodology of thermal balance equation generation for cold attics. This methodology is aimed to provide the scientific basis for engineer activities to prevent the ice hillock building-up on roofs during the periods of the lowest temperature of outside air. The complex of actions that leads to reduction of damages from buildings of thermal energy is listed, heating up to improvement of parameters of a microclimate in the operated rooms of the top floors of buildings. For realization of these actions any materials and technologies providing the necessary level of thermal isolation for the concrete building and satisfying to the fire-prevention and sanitary and hygienic requirements existing in the territory of the Russian Federation are used

The article substantiates the importance of including several groups of universal competencies, reflecting the integral competence of interaction with other people, into the Federal State Educational Standards of Higher Education (FSES HE) of the Russian Federation. The article presents the results of studying the determinants of personality in this aspect – empathy, proneness to conflict, and tolerance among teachers of primary and preschool education, as well as the positions of their professional and pedagogical activities. The prospects for eliminating the identified deficiencies are shown both at the stage of training a future teacher at a university and in professional activity.

The article deals with a new model of preschool education that was developed and tested under the scope of a comprehensive project on the modernization of teacher education established by the Ministry of Education and Science of the Russian Federation (2014—2017). We provide a detailed analysis of the new bachelor's and master's educational programmes in preschool education. Also, we focus on the logic and design of practice-oriented educational programmes; describe educational outcomes as well as ways of reaching and evaluating them; and, finally, analyse the content of modules of the educational programmes.

The article discusses the content of the module «fundamentals of modern system of preschool education», which is one of the modules of the basic professional educational programs of the magistracy in the direction of training «psychology training» (Teacher). The content of the module developed depending on educational outcomes, formulated in accordance with the labor Standard functions of a teacher. The article reveals the innovation of the module is determined by its practical orientation, provides the educational outcomes of the module. The authors introduce the results of testing module, which was conducted in three universities of the Russian Federation. Methodical aspects of implementation of the module «Fundamentals of modern system of preschool education» is considered by the example of discipline «Fundamentals of preschool pedagogy».

This is an attempt to provide a meaningful disclosure of the key features of the legal status of civil servants in the Russian Federation in this article. The specifics of their legal status are expressed in the aggregate of legally established guarantees, restrictions and liability. This made it possible to analyze the legal framework governing the service in these positions on a scientific basis. Study the history of formation and development of Institute of the state posts of the Russian Federation, studying the legislative experience of the Russian regions, the existing judicial practice and theoretical developments in the scientific literature, is intended to facilitate the search for optimal solutions of actual problems of legal regulation of legal relations associated with the replacement of these posts.

The present paper draws attention to the urgency of the problem related to the formation of tourism clusters. Then the current state and the specific features of the object of study are described. Then we expand upon the scientific basis of the proposed research methodology. Finally we offer guidelines on the implementation of the expected results. The development of initiative in the implementation of cluster projects in the territories of the administrative-territorial and municipal entities of the Russian Federation has been intended to promote the concentration of existing and attracted resources that will improve the efficiency provided for socio-economic measures.
