The article discusses the content of the module «fundamentals of modern system of preschool education», which is one of the modules of the basic professional educational programs of the magistracy in the direction of training «psychology training» (Teacher). The content of the module developed depending on educational outcomes, formulated in accordance with the labor Standard functions of a teacher. The article reveals the innovation of the module is determined by its practical orientation, provides the educational outcomes of the module. The authors introduce the results of testing module, which was conducted in three universities of the Russian Federation. Methodical aspects of implementation of the module «Fundamentals of modern system of preschool education» is considered by the example of discipline «Fundamentals of preschool pedagogy».

The article deals with a new model of preschool education that was developed and tested under the scope of a comprehensive project on the modernization of teacher education established by the Ministry of Education and Science of the Russian Federation (2014—2017). We provide a detailed analysis of the new bachelor's and master's educational programmes in preschool education. Also, we focus on the logic and design of practice-oriented educational programmes; describe educational outcomes as well as ways of reaching and evaluating them; and, finally, analyse the content of modules of the educational programmes.

The article discusses a new technology in the field of administration – a method of data-based management. In the field of education, analytics is the necessary manager’s competence to fulfill his work duties. The author identified the problem of transforming legal norms when working with open data, which did not affect the change in institutional and cultural norms of “data- based management” in managerial decision-making practice. The article provides a comparative analysis of the professional standards’ requirements and educational programs for the managerial personnel’s professional development in the field of education. The author analyzed two aspects of the development of a data-based management system: personnel – the development of educational programs for training managerial specialists who can use such technology, and infrastructure – the development of digital open data services and digital data processing services for making managerial decisions. The tasks of developing education through the analysis of data for assessing its quality are reflected in the Decree of the President of the Russian Federation “On national goals and strategic objectives for the development of the Russian Federation for the period up to 2024” and can be implemented based on the professional capital of managers using tools for analyzing such data. It is necessary to improve the interaction of electronic information exchange services for more effective information interaction and the construction of analytical reporting. This will allow for the efficient integration of data from different information systems and electronic resources and obtain the necessary data of the information of interest.

Discussed is the problem of upbringing activities in the system of vocational education. In recent years this problem has not received much attention. To correct this situation, in July 2020 amendments were made to the law “On Education in the Russian Federation” about the problem of upbringing of students. Approved that it is necessary to include a working program of upbringing of students in educational programs. It is proposed that at the beginning the educational organization should develop a generalized program of upbringing of students and a calendar plan of upbringing activities. A variant of the program of upbringing of students at the university is given.

The article examines the constitutional foundations of the legitimacy of public authorities, concludes that their activities correspond to the political interests of Russian citizens. The problem of the legitimacy of the activities of public authorities in the Russian Federation and the process of their legitimation, after the constitutional amendments, acquired particular relevance. Participation in the management of state affairs is determined by the peculiarities of the modern system of organization of power, as well as the ability of citizens to influence the functioning of the activities of its bodies, which makes it possible to determine the degree of legitimacy of public administration. The author, analyzing the existing structure of public authorities through the prism of the legitimacy of their activities, identifies some problems of an organizational nature and suggests ways of solving them in this regard.

The article reveals the features of the tax law system, which is considered, on the one hand, as an Autonomous, separate branch of law in the system of branches of law of the Russian Federation, and on the other, as a derived category from the norms that determine financial law and, thus, are a sub-branch by their functional purpose. Аргументирована своевременность и поддержано включение в Программу раздела «Политэкономические основы экономической теории». Рассмотрены позитивные и дискуссионные положения проекта программы, высказана целесообразность введения ее в учебный процесс. The author gives her own comments on the educational project program «economic theory» which was developed by the teachers of financial university under the government of the Russian federation. The author highlights the relevance of the introduction of «political and economic base in economic theory» rubric into the educational Program. The research investigates positive and debatable aspects of the program and supports its introduction in the education process.

All-round development of a child in kindergarten is possible only when using educational programs that perform the function of structuring the entire volume of developmental influences on a child in kindergarten. Currently, this requirement is not fully observed, which leads to the loss or, on the contrary, unproductive duplication of part of the content of preschool education. This state of affairs necessitates the development of a typology of programs. Also, the typology of the program is the basis for building objective links between the goals of educational activities and its actual results. But, at present, connections of this kind can be built only through individual psychodiagnostic examinations, which is unacceptable for real pedagogical practice for a number of reasons. In this article, the authors, relying on the psychological and pedagogical concept of N.A. Korotkova, designing the structure of the educational program, which considering the whole variety of possible events occurring in the preschool educational organization and allowing, without using additional semantic links, to determine the course of children's development based on the manifestation of various types of initiative in their activities.

the current trend of the education system in the world is personalization and digitalization, which requires a person to constantly develop, follow innovations, and improve their competencies. The article discusses the features of digitalization of education in the Russian Federation, including preschool education. This research paper is about the conceptual, theoretical and practical aspects of legal institute of authority redistribution between local government bodies and the bodies of the Russian Federation state power. Prerequisites for introduction, the content and an expert estimates of specified legal Institute prospects are investigated in the paper. From the goal-setting theory position in the study the main objectives for which achievement the local selfgovernment was included in the state system mechanism of the Russian Federation are formulated and author´s vision of hierarchy of these purposes is offered. Considering the hierarchy of local self-government objectives attempt to estimate the prospects of improvement the authority redistribution mechanism between local self-government bodies and the bodies of the Russian Federation state power is made and also to formulate the prediction of rather probabilistic results of analyzed legal institute introduction to the local self-government modern system.
