Limitations Imposed on Land Properties Resulting from the Construction and Exploitation of Transmission Devices in Poland

Sustainable social and economic development of the country, as well as the need to ensure its energy safety requiresthe modernisation of the existing and construction of new transmission devices. The characteristic feature of technical infrastructure is its linear nature, i.e. its course through numerous real estates, resulting in limitations imposed on such properties. The limitations differ depending on the stage of the investment process. Such stages include the formal legal stage (designing and collecting appropriate permits and decisions), the investment implementation stage, and the stage of exploitation of transmission devices. Within the first stage, a limitation concerning land development may occur (location of investments in planning documents); limitations of the use of land properties always occur in this case (acquisition of a legal title to the land property disposal for building purposes). At the stage of construction, i.e. the investment implementation, limitations related to the deterioration of the use of the land property may appear. The third stage may involve limitations connected with the presence of transmission devices in the space of the land property, i.e. limitations which result from the actual use of the land property by the transmission company. The objective of this paper is to identify limitations imposed on land properties resulting from the construction and exploitation of transmission infrastructure in Poland.

Today, institutions are the primary factor shaping national and regional environments. Being a very conservative institution, the university undergoes tremendous transformational changes stepping in the domain of the third university mission. The rise and development of the entrepreneurial university as an institution manifests an ongoing process, the dynamics of which can be confirmed by quantitative and qualitative indicators relevant for social and economic development of the regions and territories. The chapter focuses on the functional institutional approach in assessing an entrepreneurial university as an important institution in the regional socio-economic system, including the innovation system as its part. Basing on empirical data, the functional analysis empowers to draw conclusion on certain characteristics of entrepreneurial universities to overcome the limitations embedded in the national settings.

The article covers the issues concerning the development of a framework concept for the system of management. The authors prove that the problem of socio-economic development of a region is to be considered from the perspective of a systemic approach principles and methods, viewing regions as an integral socio-economic system, whose subsystems include the state subsystem (with regions regarded as constituent entities of the federation), municipal formations, and a range of private and legal entities. The authors identify the major objectives of region management and consider ways of aligning the social and economic development of regions by overcoming the existing inter-regional disproportions. The framework concept, as proposed by the authors, is to recognize the economic development of a region, the development of the major constituents of the regional complex, and the region´s social development. Special attention is paid to the issues of implementing the investment policy and substantiating the staged of its implementation. Planning the investment activity, involving the rationale for long-term and medium-term goals of the investment process, as well as ways to achieve the goals, is seen as a vital element of investment policy.

Subject. The article considers indices of socio-economic development of regions. Objectives. We perform a comparative analysis of indices that characterize the level of economic development of the subjects of the Russian Federation and identify the indices that do not have significant differences. Methods. The study draws on general scientific methods of analysis. Results. The correlation analysis at the first stage helped reduce the number of indices to be analyzed at the next stages. At the second stage, we built regressions of each index for the basic characteristics of differentiation. Based on the analysis of beta coefficients, we identified differentiation characteristics, which have a significant impact on the indices in question. At the third stage, we built the matrix of values of the cosines of angles between each pair of indices under consideration. Conclusions. The analysis of the cosines of angles between indices calculated using the regression coefficients of these indices for differentiation characteristics enabled to confirm the results of correlation analysis and identify a subset of indices that are not distinguishable in solving management tasks parameterized with the use of differentiation characteristics.

This paper examines the diffusion of entrepreneurial activities among Italian universities, the evolution of the organizational models implemented to facilitate such activities and the commitment of the universities to the Third Mission of social and economic development. As previous analyses have shown, Italian universities have only recently moved towards the valorisation and exploitation of their scientific knowledge. In contrast to the varied and in some cases openly hostile attitudes of the past, there now seems to be greater acceptance of and a more positive approach towards entrepreneurship. Many universities have introduced innovations both in the organizational processes and activities of scientific research and in the management of research results. Because empirical evidence is very limited, the authors have used a longitudinal analysis to contribute to debate on the subject, with a discussion of the evolution of universities currently engaged in such activities and identification of possible changes in their cultures.

The purpose of this research is to produce a development product in the form of a Magnetic Levitation Train miniature model that can be used by teachers and students in the physics learning process on magnetic force material in class XII. This study uses research and development methods. The research was conducted through several stages, namely the first stage reviewing curriculum standard notes. The second stage is the design of the tool, making a miniature model of the Magnetic Levitation Train and the use of a miniature model of the Magnetic Levitation Train in the learning process. The third stage is the implementation stage, the miniature model of the Magnetic Levitation Train was tested on high school student of class XII to measure students against the miniature model of the Magnetic Levitation Train as a tool to help students understand the concept of magnetic force. The instrument uses a Likert Scale. With three stages, the researcher succeeded in making a miniature model of the Magnetic Levitation Train that was worthy of being one of the learning media on magnetic force material by obtaining information that the validation results by experts, material personnel and students obtained a very good level of measurement which was in the interpretation range of scores 80-100% so it is necessary to develop a miniature model of the Magnetic Levitation Train to be even better in further research.

The research focuses on the changes in financing of social services at regional and local level in a market economy in Poland. The important problems are also efficiency issues which can be implemented in public sector entities in the process of supporting social and economic development. In the study there were applied analytical methods relating to the gathered empirical data and research methods related to determining the real impact of the self-government units on the processes of socio-economic development. The key part of the text is analysis of the empirical source data regarding financial potential and directions of expenditures of self-government. Previous research results showed that the development of social services in a market economy in Poland was mainly the result of activities the entities and agencies of the public sector, whose role was to support and stimulate the development. As a challenge for the future it can be indicated strengthening the cooperation with entities of the third sector and sharing the responsibility both for the economic processes and social problems.

Based on many years of experience in the organization of the third stage of Ukrainian National Astronomy Olympiad, the authors of the article attempt to formulate general principles for the selection and compilation of astronomy olympiad problems, as well as to demonstrate the application of the described principles on the example of astronomy olympiads in Ivano-Frankivsk region. The peculiarities of school Olympiad in astronomy, the purpose of their conduct, the specificity of task packages, including necessity for differentiation by complexity and topics, were analyzed. A characteristic feature of the Olympiad tasks is their non-standard nature, necessity to use methods that are unusual for students to solve problems. On the other hand, such tasks should match intellectual development of the competition participants, and the course of the solution should be accessible to understanding and should not require knowledge of a university program. In particular, on the basis of the analysis by the authors of the process of compiling astronomy Olympiad tasks, which were offered to students in the past years at the regional stage of the student Olympiads, were identified, the methods of their creation were systematized and characterized. Each method contains a detailed explanation, justification for its use and examples, both analytical and practical. For the sake of clarity, the topic “Kepler Laws” was choosen for Olympiad problems, which were analyzed and methods used to create them were described. This topic is one of the fundamental in the schoolar astronomy, which determines both the need to include such tasks in the Olympiad program and the complexity of their choice, and creation, because the topic is narrow enough and is qualitatively covered in various textbooks and collections of problems.

Transformations in the sphere of federal relations concern the most important directions of the reforming processes in the country. However, not all proposed and actually developing components of the federal reform seem well-argued and corresponding to long-term, strategic interests of the Russian statehood. The basic course of reform should meet the objective requirements of further decentralization of governing economic and social processes and the need to ensure strengthening the responsibility of RF subjects’ executive bodies and local self-management for steady social and economic development of their territories. The solution of these problems calls for a new model of federal policy of regional development, specification of some important components of the municipal reform as well as inserting certain amendments into the system of intergovernmental fiscal relations in order to stir up their stimulating function.
