AbstractWalking as a transport mode is still often underrepresented in the overall transport system. Consequently, pedestrian mobility is usually not recorded statistically in the same manner as it is performed for motorised traffic which leads to an underestimation of its importance and positive effects on people and cities. However, the integration of walkability assessments is potentially a valuable complement in urban planning processes through considering important quantitative and qualitative aspects of walking in cities. Recent literature shows a variety of approaches involving discrepancies in the definition of walkability, the factors which contribute to it, and methods of assessing them. This paper provides a new understanding of the concept of walkability in the European context. Our approach relies on the extension of methodological competence in transportation, spatial planning and geography by linking new measurement methods for evaluating walkability. We propose an integrated approach to assessing walkability in a comprehensive methodology that combines existing qualitative and GIS-based methods with biosensor technologies and thus captures the perceptions and emotions of pedestrians. This results in an increased plausibility and relevance of the results of walkability analysis by considering the spatial environment and its effect on people.

This paper examines the concept of maritime multi-use as a territorial/SPATIAL governance instrument for the enhancement of sustainable development in five EU sea basins. Multi-use (MU) is expected to enhance the productivity of blue economy sectors, as well as deliver additional socio-economic benefits related to the environmental and social dimensions of sustainable development. The paper provides a definition of maritime multi-use and identifies the multi-uses with the highest potential in EU sea basins. In each sea basin, multi-use plays a different role as concerns sustainable development. For the Eastern Baltic Sea, the Mediterranean Sea and the Black Sea, the MU focus should remain on the environmental pillar of sustainable development. In the North Sea, North Atlantic and Western Baltic Sea, addressing social sustainability seems a key precondition for success of MU in enhancement of sustainable spatial development at sea. Moreover, it has been suggested to introduce MU key global strategies such as SDGs or Macroregional strategies and action plans and to supplement maritime spatial planning with sectoral incentives and educational efforts as key vehicles supporting MU. The paper concludes by identifying aspects which, in order to inform maritime spatial planning and maritime governance regarding a more conscious application of the aforementioned concept, require further investigation. Key tasks are related to: more profound evaluation of performance of policies supporting MUs, researching the impact of MU on societal goals and on the MU costs and benefits, including external ones, and finally identifying the impact of MU on the development of various sectors and regions on land.

Tmagists' hold that inferential thinking is built up from combinations of sensory and sensorimotor images in various patterns and modalities, and that the images are a more basic mental and neurophysiological operation than the logical thinking and conceptualization that are built up front them. 'Computationalists' hold just the opposite view — that images result from previous inferential processing which is more basic than the images. Suppose we define inference as the kind of thought process that we actually undergo when we do logical thinking, and not in the trivial sense in which any natural phenomenon which receives an 'input' from another then 'responds' to this 'input' (as for example when a ball responds to being hit by flying off at a certain angle). And suppose we define an 'image ' as any instance of imagining what it would be like to entertain some conscious state which we are not undergoing at the time — as for example when we imagine what it would be like to see something, to ride a roller coaster or to have a headache. I. e., 'images ' can be kinaesthetic and proprioceptive s well as sensory. Then it can be shown that inferential thinking is built up from patterns of images, including importantly the imaging of rhythm patterns corresponding to logical syntax. Furthermore, the acquisition of these inference rules can also be traced to a process of trying to imagine scenarios which might serve as counterexamples to the rules, and this kind of 'imagining ' can also be explained in terms of both sensory and proprioceptive images. The reason for this is twofold: First, even the apparently 'imageless ' concepts used to imagine such scenarios (e.g., the concept 'president') consist in each case of a feeling of preparedness to entertain a pattern of images which would be appropriate to provide a directly or indirectly ostensive definition of the concept in question, and this feeling of preparedness can be sensed proprioceptively. Secondly, a concept, even if it is not experienced as involving imagery, may nonetheless occur as an element of a larger pattern whose rhythm can be imaged. This paper defends an expanded version of the imagist approach, suggesting an important pragmatic role for the proprioceptive sensing of rhythm patterns in the acquisition and use of inference skills.

AbstractData from household surveys have increasingly been used as a basis for social policy. They are generally inappropriate for obtaining information about the poorest, and therefore for policies concerned with tackling poverty and deprivation. They omit certain groups by design: the homeless; those in institutions; and mobile, nomadic or pastoralist populations. In addition, in practice, they typically under-represent those in fragile, disjointed or multiple occupancy households, those in urban slums and those in areas deemed as insecure. These sub-groups constitute a pretty comprehensive, ostensive definition of the ‘poorest’.The sources of worldwide estimates of the missing populations are briefly described, with those for the UK discussed in greater detail, paying attention to their likely income and wealth. At least 250 million of the poorest of the poor are omitted worldwide; and in the UK about half a million of the poorest are missing from survey sample frames.In the UK, these ‘missing’ population sub-groups bias the analysis of income inequalities and affect the validity of formulae that have been developed for the geographical allocation of resources to health and social care.

Spatial planning is very important because it is a public space so whether or not a street space will affect all road users. Structuring street space is to increase user experience so that the best place of public space is achieved.To get the best place, we need to accommodate and clearly define each user of the space. Bendi as a mode of transportation certainly uses street space as a means of motion space. And it requires a clear definition of the movement of the bendi in a physical order that can prevent violations of the rights of other street users both pedestrians and motorized vehicles.The purpose of this study is how the standard of road spatial planning for bendi. The method used in this study is the collection of field data through qualitative descriptive analysis with several indicators, namely Characteristics and space for bendi, spatial planning standards, street space settings. The design concept of bendi lane is proposed in 2 types, namely a special lane with a straight line divider on the Hasan Esa street, the Pahlawan revolusi street, and the Djabar Syah street and integration on the Ahmad Yani street and the Nukila street.

Marine spatial planning (MSP) is the dominant management tool for marine environments around the world and is an attempt to move beyond the sectoral governance of marine spaces. Scotland is no exception and MSP is central to its management plans. The interpretation and use of spatial data informs these plans and maps provide the backbone of the decision-making process. Whilst not refuting MSP as a governance tool, this paper examines more closely some of the inherent problems with representing marine environments spatially and how the practice of map-making inevitably interacts with social-ecological networks. Borrowing from critical cartography and Actor-Network Theory (ANT), four observations are made: 1) due to the necessary procedure of categorising and simplifying data, maps do not always accurately represent changeable marine environments and situations; 2) maps can produce reality as much as represent it; 3) mapping has become the point through which all actors and stakeholders must pass; 4) as they are obliged to pass through this point, the roles and definition of certain actors can change. This discussion of marine spatial planning in Scotland demonstrates what can be learnt from viewing marine spaces as a tightly coupled social-ecological environment.

AbstractThis communication paper investigates requirements for cross-border spatial planning technologies. We refer to European cross-border regions, which are located in the European Baltic Sea Region. We hypothesize that there is no efficient cross-border spatial planning without engagement from various stakeholders, supported by novel spatial planning technologies. This study presents the results from a survey that identifies the requirements for spatial planning technologies adequate for cross - border regions. On the basis of this survey, carried out within the INTECRE project partners coming from the Baltic Sea Region, the study provides general recommendations about cross - border spatial planning technologies. Addressed in the survey are the following central issues: definition of the scope of such technologies, the data base and international planning data provision, features and properties of planning technologies, and stakeholder involvement. The research findings are transferable to wider European and extra- European contexts.

One of the oldest questions of spatial planning is about the profession itself. Because of the direct fields of application on the urban or regional scale, or on sectorial fields like transport or environmental planning, scholars in planning sciences always quarreled with themselves whether their approaches can be seen as discipline itself. Regardless of the different answers and outcomes of this question, it becomes clear that the debate triggers more than just the acceptance as a discipline. One might think that the scientific nature of spatial planning and thus the raison d’être of planning sciences are under general suspicion. This requires a deeper discussion about the definition of sciences and the demarcation problem as discussed in classical (Popper, Kuhn) and more contemporary approaches (Hoyningen-Huene, Park) in the philosophy of science, and what this means for the discussion about spatial planning as a science as well as a discipline. Therefore, various conclusions to regard planning sciences not as one discipline but as multiple disciplines are possible. In this sense, let us dig deep toward the bottom line of the debate.
