Every government seeks to build a public service having the value of excellence and with integrity. Thus, every government should wish to constantly maintains the standard of “a public office is a public trust,” for that being said, they started various programs or initiatives specifically to curb or combat the problem of corruption in our society and encourage good governance and public thrust. This study wants to assess the implementation and monitoring of the different anti-corruption initiatives to promote good governance and enhance public trust. The problem being investigated is the effort of the Philippine Government in the implementation, and monitoring of different anti-corruption initiatives. Expressly, it ought to collect particular answer to the following question: (1) What is the status of the anti-corruption initiatives of the Philippine Government in terms of: 1.1. Implementation; and 1.2. Monitoring. The methodology used was a qualitative research. 10 respondents were chosen from the Philippine civil service commission. A semi-structured interview was utilized. The findings of the study show that the commission is continuously improving its procedure and conducting surprise visit to its satellite office to ensure the public trust, also these anti-corruption initiatives are being monitored to give an assurance to the public that they continuously provide quality, effective, and efficient public service to everyone.

Summary The Civil Service Act, passed in 1918, had never been substantially modified for the 43 years following its adoption. In 1957 however the Government asked the Civil Service Commission to review personnel procedure in the Government Service and to prepare a report. The report produced was entitled Personnal Administration in the Public Service. The following article is an analysis of Bill C-71, which resulted from the Commission's report and from the work of a Special Committee of the House established in 1961.

The concepts of rational bureaucracy, New Public Management and Good Governance were studied. It is indicated that wrongly assume that one of them is more progressive, because all concepts originally aimed at the rationalization of the public service and subordination its own interests according the interests of society. A set of conditions for the participation of citizens in governance exists today. There are a networked organization, a partnership, a production of public goods, and value of public interest. It is proved that in the Concept of the Russian Federation civil service reform (2001) laid the modernization potential for building an open and democratic public service. We postulate the classification of the barriers and challenges that hinder the civil service reform, and we formulate the growth points and the alternative transformation vectors. Then we consider the risks of each alternative in the short, medium and long term, and how to overcome them. It is indicated that the priority should be the harmonization of the legal framework for civil service and public sector. In the first step is need the convergence of the legal content of civil service with other activities in the public sector, and the renouncement the civil servants to serve to politicians, which is aimed at increasing their personal responsibility. It is necessary to implement the new basic legal principle of targeting efforts of the civil servants to achieve economic growth and improve the quality of citizens life. In the next step a new phenomenon – the public service – should be formed. The new public service will include the civil service, municipal service and the public sector organizations, as well as some other types of organizations. This requires some changes in the personnel policy: the formation of a single personnel reserve for the entire public service, improving the qualification requirements for all public positions based on professional specializations, and ensuring the effective public control. A systematic approach to the creation of the public service will increase the efficiency of public institutions and their resilience in the face of global instability. Our conclusions were tested in draft the Strategy of socio-economic development of Russia for the period till 2030.

Updating the prestige of the public service is a prerequisite for successful European integration and good and efficient public administration that meets the requirements of modern times and European standards and principles of good governance. The aim of the article is to study the prestige of public service through cluster analysis. The article considers the directions of increasing the prestige of public service and highlights the main advantages. The research is based on the analysis of indicators that directly affect the formation of the prestige of the public service of Ukraine and leading countries. Also, to take into account the prestige, international indices were selected, which are the result of the effectiveness of public administration and the macroeconomic environment, as they reflect the opportunities and freedom of activity. With the help of cluster analysis, the classification of indicators that characterize the level of prestige of the civil service in different countries is carried out. As a result, the formation of clusters of prestige of the civil service in different countries of the world is considered and practical recommendations for its increase are presented. It is established that the prestige of the public service is of paramount functional importance, as it is civil servants who are the real leaders of publicity ideas in practice. The article concludes that the prestige of public service largely depends not only on the availability of highly qualified staff, but also on efficiency, but also on the trust, respect of the population, on how the laws and regulations of public authorities will be perceived in public opinion. The prestige of public service is a key indicator of the efficiency and strength of the state in the international environment. It also directly affects the state's ability to provide services to the population, promote competition and growth.

Abstract The holding of the first simultaneous elections in Indonesia is full of the complexity of the problems. Bawaslu, as an institution tasked with overseeing the implementation of the election, has limitations in terms of area coverage, personnel, objects of oversight are very much. Supervision outside the Bawaslu needs to be strengthened to realize quality elections. The urgency of public participation in the supervision of simultaneous election is not only will strengthen the oversight capacity of the holding of elections, but an oversight by civil society also encourages the expansion of the area of supervision. Participatory oversight by the public is one of the important pillars in carrying out the controlling function of the simultaneous election. Supervision by the public (participatory) is part of the implementation of good governance in the holding of simultaneous elections in Indonesia. The level of community participation is closely related to the level of public trust, legitimacy, accountability, public service quality, and preventing public disobedience. Keywords: Information disclosure,  public service, good governance. Abstrak Penyelenggaraan pemilu serentak pertama di Indonesia penuh dengan kompleksitas permasalahannya. Bawaslu sebagai lembaga yang bertugas untuk mengawasi penyelenggaraan pemilu tersebut memiliki keterbatasan dalam hal jangkauan wilayah, personil, obyek pengawasan yang sangat banyak. Pengawasan di luar Bawaslu perlu untuk diperkuat untuk mewujudkan pemilu yang berkualitas. Urgensi keterlibatan atau peran serta masyarakat dalam pengawasan pemilu serentak, tidak saja akan memperkuat kapasitas pengawasan terhadap penyelenggaraan pemilu, namun pengawasan yang dilakukan oleh civil society pun mendorong perluasan terhadap wilayah pengawasan. Pengawasan partisipatif oleh masyarakat merupakan salah satu pilar penting dalam menjalankan fungsi controlling terhadap pemilu serentak. Pengawasan yang dilakukan masyarakat (partisipatif) merupakan bagian dari pelaksanaan good governance dalam penyelenggaraan pemilu serentak di Indonesia. Tingkat partisipasi masyarakat sangat berhubungan dengan tingkat kepercayaan masyarakat (public trust), legilimasi (legitimacy), tanggung gugat (accountability), kualitas layanan pablik (public servis quality) dan mencegah gerakan pembangkangan publik (public disobedience). Kata Kunci: Pemilu serentak; pengawasan partisipatif; pemilu; Bawaslu; good governance.

To improve the trust of citizens and delivery of services, employing good governance principles in the public sector is very crucial. Despite efforts to improve service delivery, criticisms and complains toward public services remain evident. This study aims to assess the status of good governance practices in the public sector of Malaysia. Primary data were collected from the responses of 109 department heads under 24 federal ministries to a survey questionnaire. Respondent perception of good governance practices was measured using a seven-point Likert scale and analyzed by descriptive statistics and path measurement modeling. Standard diagnostic tests were also conducted to check the reliability of the data and model. Results indicated that nine factors were significant in the measurement of good governance practices. However, very few people in the public sector of Malaysia practice fraud control, which is at the lowest intensity. Among the service groups, the engineer group practiced good governance at the highest level, whereas the health service group practiced good governance at the lowest level. Therefore, still there are scopes available to improve good governance systems to become more reliable and efficient public sector in Malaysia. Findings of the study will help policy makers improve the efficiency of the public sector of Malaysia and other countries.

Public service accounts for a substantial share of a country’s economic activity. It is designed as an agent of fruitful change and development in the state. The transformation of any society or system depends on the effectiveness and efficiency of its civil service. The article examines the nature of professionalization and innovation in Nigerian public service. It argues that professionalization in the public service is an overarching value that determines how its activities will be carried out. The article note that various attempts have been made in Nigeria to professionalised and encourage innovation in the public service, but these have not bring about the expected changes in the public service. It therefore advocates for professionalization and innovations as panacea to the ills of public service in Nigeria. The article concludes that no public service can meet the challenges of the twenty first century without a stronger commitment to the professionalization of its workforce.

Improving the efficiency of public service is an important area for overcoming the crisis in relations between the state, society and a citizen. Modernization of civil service of Canada is carried out in a number of ways. Changes were made in a recruitment order for civil service by means of expansion of the powers of persons competent to solve these issues in ministries and government departments. One of the directions for improving the quality of the civil service was an increase in the level of training of public servants. Coordination of the educational process in various government departments is carried out by the Canadian School of Public Service. The system of human resources planning has been introduced. The quality of public services provided is improved with help of timely providing them in compliance with all requirements of a particular government department, and taking into account the rights of citizens by achieving a balance between the services provided and the money spent for this purpose and regular monitoring and evaluation of the dynamics of the providing process of services. One of the areas of modernization of the public service is the introduction of strict control over of public servants’ ethical standards. Actions that lead to a conflict of interest are legislatively prohibited. Strict bans in Canada are implied regarding the employment of persons who replace public office after the end of their career. As a result of the measures taken to fight corruption, including a sphere that is largely susceptible to corruption risks, Canada is among top ten countries with the least corruption. Achievement of positive results in the activities of civil servants became possible due to the state’s special attention to the issues of its modernization.
