Updating the prestige of the public service is a prerequisite for successful European integration and good and efficient public administration that meets the requirements of modern times and European standards and principles of good governance. The aim of the article is to study the prestige of public service through cluster analysis. The article considers the directions of increasing the prestige of public service and highlights the main advantages. The research is based on the analysis of indicators that directly affect the formation of the prestige of the public service of Ukraine and leading countries. Also, to take into account the prestige, international indices were selected, which are the result of the effectiveness of public administration and the macroeconomic environment, as they reflect the opportunities and freedom of activity. With the help of cluster analysis, the classification of indicators that characterize the level of prestige of the civil service in different countries is carried out. As a result, the formation of clusters of prestige of the civil service in different countries of the world is considered and practical recommendations for its increase are presented. It is established that the prestige of the public service is of paramount functional importance, as it is civil servants who are the real leaders of publicity ideas in practice. The article concludes that the prestige of public service largely depends not only on the availability of highly qualified staff, but also on efficiency, but also on the trust, respect of the population, on how the laws and regulations of public authorities will be perceived in public opinion. The prestige of public service is a key indicator of the efficiency and strength of the state in the international environment. It also directly affects the state's ability to provide services to the population, promote competition and growth.

The prestige of the civil service affects the quality of attracting resources to the public administration, and the civil service is considered as part of the public administration connected with the realization of the goals, tasks and functions of the state. The study of the factors of prestige and the attempt to formulate its model are necessary to manage the process of raising the prestige of socially important spheres of life, one of which is the protection of national interests. The article identifies and analyzes that influence the formation of the prestige of the civil service of Ukraine and leading countries. They are based on the use of official position not in the interests of society: protectionism, mutual services, use of state property for personal purposes, as well as bribes, kickbacks and other illegal mechanisms of "transformation of power into money". Also, criteria have been selected to take into account the prestige, which are a result of the efficiency of public administration and the macroeconomic environment, because they reflect the possibilities and freedom of realization of activity. Updating the prestige of the civil service is a prerequisite for successful European integration and good and efficient public administration that meets the requirements of modern times and European standards and principles of good governance. The  detail analyzes the main factors influencing the prestige of the civil service. After evaluating all possible factors, we can distinguish those that most accurately and accurately reflect the results of the question under study. Measures justified to increase the level of prestige of the civil service.The effectiveness of the reform of the Ukrainian civil service must be accompanied by the creation of a professional, politically impartial, stable, highly efficient, authoritative and prestigious civil service capable of meeting the challenges of today and providing quality administrative services that meet European standards.

The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». Problem setting. Aspects of leadership have been studied throughout the entire history of humanity, and since the 80s of the 20th century it has become a subject of systematic research of various sciences, scientific investigations of ways and means of development of leadership qualities of a person have been carried out [25, p. 73]. The phenomenon of leadership is extremely rich in its manifestations and functions and depends on historical epochs, types of political systems, specific situation, peculiarities of leaders and their constituents and other factors [25, p. 76].Accordingly, during the critical period in the development of the Ukrainian society, the old principles of governance lose their efficiency and stop to work. It becomes difficult to exercise leadership in a world where creativity is valued more than diligence, indicating a change in the nature of the leadership phenomenon. Taking into account that Ukraine is currently in a zone of turbulence, there is an urgent need to improve approaches to human resource management in the system of public authorities. Therefore, aspects of enhancing the effectiveness of management and leadership in the public service are still gaining relevance in further research.In our publication we will focus on our own thoughts on the development of leadership in general and leadership in public service on the basis of analysis of the source base of scientific research on leadership.Recent research and publications analysis shows that the problem of leadership in public administration is constantly in the sight of the scientists who are trying to grasp all edges of the leadership phenomenon. However, this topic is still more thoroughly designed and developed by foreign scientists, among them: A. Adler, K. Lewin, R. Bales, R. Tannenbaum, I. Weschler and F. Masaryk, P. Drucker, F. Fiedler, V. Vroom, F. Yeatton, M. Mescon, P. Hersi and C. Blanchard, W. Bass, Conger and R. Kanungo, A. Fllley, R. House, S. Kerr, B. Chester, C. Shrishame, F. Fiedler and others. The scientific paths of formation and development of leadership were also studied by native scientists. These include T. Vasylevska, N. Honcharuk, I. Hrishchenko, S. Derzhanovska, A. Kliuchnikov, A. Lipentsev, L. Pashko, A. Pakhariev, T. Pidlisna, L. Prykhodchenko, A. Rachynskii, I. Surai, S. Seriohin, V. Tolkovanov, P. Khaitov and others. At the same time, the leadership of the civil service was repeatedly emphasized by NAPA (National Academy for Public Administration) scientists O. Parkhomenko-Kutsevil, O. Piddubchak, V. Poberezhnaia, N. Popadiuk, P. Sydorenko, R. Storozhev, S. Chernova, S. Haiduchenko, and others. Some positions of works of these scientists are used in the further for substantiation of own understanding of leadership.At the same time, the largest Google search engine for the query «leadership in public administration» (status 23.08.2021) received 558,000 links, which indicates that the concept of leadership is very popular. We have reviewed a few of them that are relevant to our own research [6, p. 35].Highlighting previously unsettled parts of the general problem. The research of leadership development in the public service is of particular relevance for modern Ukrainian society. Accordingly, the authors studied theoretical and conceptual approaches to the research and development of leadership in public authorities, taking into account the priorities of the “Public Administration Reform Strategies in Ukraine for 2022-2025”, approved by the Cabinet of Ministers of Ukraine of 21 July 2021, №831-p.Aim of the paper. The article aims to reveal theoretical and conceptual approaches to the research of leadership in public authorities in the context of the tasks of scientific support for the implementation of the main goals of the “Strategy for Public Administration Reform in Ukraine for 2022-2025”.Paper main body. Summarizing various definitions, we can define leadership as a type of managerial interaction (in this case – between the leader and followers), based on the combination of different sources of power depending on a specific situation and aimed at motivating people to achieve common goals. In other words, leadership is the relationships of dominance and subordination, influence and direction in the system of interpersonal relations in the group, which lead to the intended goal. However, in socio-political life, the concept of “leader” is often associated with the concept of “manager”. Thereby, serious debates about the similarity or divergence of these concepts take place in the scientific community today. In particular, researchers are trying to reveal who is more required in a modern civil service – a manager, a leader, or a manager-leader? They also try to find out if a specialist can be an informal leader. If yes, how can a manager successfully use such a human resource then?Besides, the practice shows that a manager in public authorities is not always a leader, and a leader is not always a manager. It has also been proven that a manager with managerial skills, who exercised leadership, is more effective. Conclusions of the research and prospects for further studies. Leadership in public authorities is an understudied phenomenon that requires comprehensive research. Comparing the phenomena of leadership and governance within classical management and leadership, it can be argued that leadership involves the ability to lead employees to a common goal, to motivate them to want to do what is necessary.The way to an effective model of public administration management is the systematic development of leadership at all management levels.Development of innovative and service aspects of organizational culture and its management - this is the main task of leaders at all levels in public authorities in the context of the implementation of the “Strategy for Public Administration Reform until 2025”.

The article analyzes the experience of foreign countries in ensuring personnel security in the public administration system. However, abroad, personnel security is not considered as the basis for the formation of an effective public service system. At the same time, there are personnel procedures and mechanisms that ensure the protection of the public administration system from unprofessional, dishonest employees, at the same time there is a whole set of procedures for personnel development and improvement. The institution that provides personnel security in the US public service is the Bureau of Civil Service Personnel Management, which is tasked with ensuring the centralization and coordination of personnel work in the administration of public administration. The competence of the Bureau includes the appointment of employees to positions and their promotion, evaluation of their work, training, promotion and punishment, development of recommendations for improving staffing. For most American officials, promotion is based on the principle of the merit system - the selection of the best candidates for promotion in competitive exams, as well as on the basis of an annual assessment of their performance. In the very center of personnel security of public administration in France is the principle of distinction between rank and type of work. For the development of professionalism, the civil service provides for the development of mobility among civil servants. In order to introduce elements of comparison between different tasks (different types of work) and help to organize a real career growth based on the capitalization of different professional experiences enriched with mobility, as well as continuous training, it is necessary to create a system of interconnection. This is what in France is called a "grid" of qualifications and awards. Personnel security of the Spanish public administration system is organized on the principle of the so-called career or closed system, the main feature of which is the recruitment of staff to public authorities (announcements and administrative processes) for a separate position at the basic level, within which career advancement is possible. promotion) and salary increase.

The public administration principles characteristic of many Commonwealth countries served as the foundations for building the Hong Kong civil service. These have continued to operate in line with the `one country two systems' concept under which Hong Kong has been administered, since 1997, as a Special Administrative Region (SAR) of China. Career employment, hierarchy and public service values combined to provide an overarching unity to a system that nevertheless has developed considerable differentiation over time. This article examines the developments that are currently modifying Hong Kong's public sector. The discussion draws on documentary sources and a recently completed qualitative study on the experiences and perspectives of senior Hong Kong managers working in a dozen government departments and agencies. The discussion addresses questions about whether greater differentiation across government departments, in combination with increasing differential within these organizations, will ultimately bring about the demise of the traditional civil service system.

Contemporary Nigeria is plagued with the problems of widespread poverty, large-scale unemployment, technological backwardness, low capacity utilization, inadequate and decayed social and physicalinfrastructure, high incidence of diseases, high crime rate, among others. These disturbing socio-economicindicators in Nigeria are among the worst in the world. Ironically, these unpleasant indicators exist side-byside the country’s great national wealth and potentials, with an enviable stock of human resources whopossess knowledge, expertise and skills especially in the public service. Unfortunately, it appears these knowledgeable public servants are unable to serve as catalysts in the development of the nation. This situation makes the Nigerian case paradoxical. The objective of this study therefore is to identify the challenges preventing Nigerian public administration from playing its catalyzing role in the development of the country as well as to proffer possible solutions. One of the findings is that bribery and corruption are a bane of Nigerian public administration. In fact, they constitute a serious impediment to national development. The paper recommends, inter alia, the empowering of the anti-corruption institutions and introduction of information and communication technology in public governance. The paper submits that the label of poor performance and absence of excellence in the public service has the tendency to undermine development and good governance in Nigeria.

Every government seeks to build a public service having the value of excellence and with integrity. Thus, every government should wish to constantly maintains the standard of “a public office is a public trust,” for that being said, they started various programs or initiatives specifically to curb or combat the problem of corruption in our society and encourage good governance and public thrust. This study wants to assess the implementation and monitoring of the different anti-corruption initiatives to promote good governance and enhance public trust. The problem being investigated is the effort of the Philippine Government in the implementation, and monitoring of different anti-corruption initiatives. Expressly, it ought to collect particular answer to the following question: (1) What is the status of the anti-corruption initiatives of the Philippine Government in terms of: 1.1. Implementation; and 1.2. Monitoring. The methodology used was a qualitative research. 10 respondents were chosen from the Philippine civil service commission. A semi-structured interview was utilized. The findings of the study show that the commission is continuously improving its procedure and conducting surprise visit to its satellite office to ensure the public trust, also these anti-corruption initiatives are being monitored to give an assurance to the public that they continuously provide quality, effective, and efficient public service to everyone.

The purpose of this article is to study theoretical approaches to the definition of the concept of public service. The author has researched a significant list of Soviet and modern legal literature devoted to topical issues of the institute of public service. The main concept of this article is that the institute of public service is considered by us from the standpoint of consistency. The author's definition of the concept of "public service" is proposed. In addition, the article presents various concepts of understanding the concept of "public service". At the same time, the author draws attention to the fact that there is no unified normative establishment of the legal concept of "public service" in the domestic legislation. The comparative characteristics of European public administration systems are presented. Particular attention is paid to new models of public administration in EU countries: New Public Management (NPM); New Public Governance (NPG) or New public service (NPS); Good Governance (GG). Both positive and negative characteristics of these government models are listed. Successful reform of public administration is revealed through the creation of appropriate institutions and adherence to the relevant principles, procedures, and standards of public administration and values that should be guided by civil servants. It is proved that the sphere of organization of public administration and civil service in the EU has wide experience through the implementation of so-called «soft» standards. The focus is on highlighting effective tools for reforming public administration in the EU, their main functions. The implications of NPM implementation for European regions, which were adapted by Walter Kicker’s presentation, are outlined. The key features of the new public administration and the cardinal directions of administrative reforms implemented in each EU country are identified, as well as the improvement of the main interconnected components of the public administration system, which include: institutions; rules and procedures, processes and mechanisms for coordination of cooperation; personnel potential. The realization of the reform of the public administration through the reform of administrative procedures, the development of the civil service, the process of decentralization and agencification were clarified. In modern democratic states, managerial innovations are aimed at supporting market mechanisms for democratization of public authorities; market marketing (transformation) of the work of the state with the mass introduction of methods of state managerialism. In these government models, a customer-centric approach is put in place to develop an appropriate strategy based on consumer values, meeting expectations from service providers and implementing information technology.

This article focuses on the central national government of Great Britain. It outlines the most important permanent features of the British administration, those which have remained constant over the past hundred years or so. It then describes the major changes in the public service between 1960 and 1970 and during the government of Margaret Thatcher. It also discusses some unresolved issues and identifies key lessons learned on how to reform and maintain an efficient public administration. Furthermore, it is explained that the British civil service has been altered by accession to the European Community, because their laws restrict the formulation or implementation of British public policies. Finally, thirteen essential elements for an effective civil service in a modern democratic state are mentioned.
