The article proposes a methodical approach that determines the economic efficiency of the optimization procedure. It is expressed through transport gain - a potential reduction in the route of transportation of products compared to the initial transport scheme. The main task of logistics solutions in the freight forwarding system is to ensure the efficiency and flexibility of the vehicle management system. At the same time, the interaction of management bodies from the beginning of creation of the goods to the moment of unloading to its customer must be established. In order to achieve the goal of transport logistics - to fulfill deliveries on the specified conditions in the appropriate quantity, quality and within the stated time, it is necessary to dwell on the issues of operational management of transport and logistics activities. In the course of scientific research it was determined that in modern conditions the productivity of the production enterprise is largely influenced by transport costs. Therefore, there is a need to optimize traffic flows. The structural-logical scheme of the process of choosing the resource-saving technology for the organization of cargo transportation in small lots in the city connection for the meat processing enterprise is proposed. Such a mechanism will ensure compliance with the key rules of logistics and further enhance its own fleet of vehicles.

The research on the multimodal transport development within the cross-border area is a result of identified gaps in the system solutions and cooperation between stakeholders of three countries: Poland, the Czech Republic and Slovakia. Freight transport is an especially complex problem. It is an area that is not comprehensively recognized in the context of cross-border cooperation. The results of the research presented in this paper are the continuation of analyses performed within the scope of the international project framework TRANS TRITIA. At the moment, transport policy assumes the struggle for the utilization of multimodality within freight transport. This is justified by the need to reduce external transport costs. At the same time, this necessitates actions of a technical, organizational, and legislation nature as well as cooperation between stakeholders. The multimodal transport ecosystem is a vision of the transport within cross-border areas that assumes the increase in the flow dynamics within the multimodal transport. The main goal of this paper was the stakeholders’ analysis and identification of their roles in the ecosystem of multimodal freight transport within the Polish–Czech–Slovak cross-border area. The conceptualization of the multimodal freight transport ecosystem was essential to achieving the objective. To achieve the objective, a stakeholder analysis has been performed based on expert research. As a result of the research, organizational projects have been proposed to strengthen the idea of the coevolution of the multimodal transport ecosystem. The key conclusion from the performed research is the declaration that a holistic view of the multimodal transport ecosystem necessitates the appointment of a coordinator who will synchronize knowledge, business, and innovation ecosystems.

The article presents an approach to factor monitoring of health status of the population, based on a system of indicators used in international comparisons and in the labor and energy resources management system. This methodical approach is supplemented by indicators, taking into account specifics of the issue being studied (mortality at working age and incidence of socially-related diseases). Integrated health index of the population is calculated, the degree of its dependence on the constituent components is revealed, an assessment of the effectiveness of social policy instruments for saving labor resources in health care has been carried out when implementing the concept of innovative development of the country and the energy management system.

In today's conditions of development, maximization of profitability and ensuring technological safety of metallurgical production, the tasks of developing resource-saving technological modes of steel smelting are urgent. The fulfilment of the condition for the simultaneous achievement of the desired chemical composition and temperature of the metal is ensured by controlling the oxygen consumption and the position of the oxygen impeller lance, therefore solving the problem of managing the blasting of the converter bath is the main task. The mathematical modelling of the bath purge during steel smelting for energy-saving technology is executed. The method for solving Model Predictive Control with quadratic functionality in the presence of constraints is given. The algorithms of work aimed at reliability of equipment operation and energy saving are introduced. Implementation of the described solutions will contribute to improving efficiency and reliability of equipment, increasing the proportion of scrap and reducing the melting period without changing of technological process.

The article summarizes approaches and defines the concept of «financing the innovation potential of the enterprise’s staff». The methodological approaches most often used to analyze the efficiency of financing objects are reviewed. On the basis of the review, the authors proposed their own methodical approach to evaluating the efficiency of financing the innovation potential of the enterprise’s staff, which includes: formation of structural-logical scheme, definition of stages, instrumentarium, development of the appropriate system of general and partial indicators, as well as criteria for such evaluation. The peculiarity of the improved methodical approach to evaluating the efficiency of financing the innovation potential of the enterprise’s staff is the association into the overall system of the following: indicators of sufficiency and timeliness of financing; the degree of use of financial resources, their profitability, worth, achievement of goals in the process of attracting financial resources to finance the innovative abilities and capabilities of the enterprise’s employees; criteria for conformity of financing to the threshold value, optimization of financing; criteria for comparability of «profitability – worth», «use of financial capabilities – achievement of goals of using the innovative potential of staff». Implementation of all stages of evaluation of the efficiency of financing the innovative potential of the enterprise’s staff allows to set the level of this efficiency in accordance with the set goals and objectives, as well as is the basis for substantiation of managerial decisions.

The paper analyzes the main trends in the transport logistics market before the emergence of the coronavirus pandemic and in the process of its occurrence. Emphasis is placed on the dynamics of passenger and freight turnover. The number of transported passengers and volumes of transported goods by types of transport are reflected. The main risks of transport logistics in the conditions of COVID-19 are described taking into account features of the internal market. The paper examines the current problems of transport logistics in the context of the COVID-19 coronavirus pandemic and potential ways to solve them. Many scientists have conducted research to improve the efficiency of transport logistics, in particular, freight, which are relevant areas of development, because the competitiveness of freight forwarding companies in a pandemic COVID-19 directly depends on the proper use of methods of logistics. Today, transport logistics is important for the planning process, forecasting not only the amount of costs directly for delivery, but also in the formation of plans for transport costs in general in order to fully fulfill the order of consumers of transport services. That is why the issue of transport logistics development in the context of the coronavirus pandemic COVID-19 is extremely relevant. The COVID-19 coronavirus pandemic is affecting the global economy and every business in particular. Suspension of enterprises in different countries of the world, closure of passenger flights, reduction of production volumes – all this was reflected in the logistics of freight transportation. Today, logistics, like other areas of business, is experiencing turbulence as a result of the spread of Covid-19 in the world and in Ukraine. Now the delivery of goods and personal orders is carried out according to the usual schedules, but changes in the work of logistics and transport companies are also taking place.

The world economy is characterized by linearity, namely the model "product of raw materials-production-consumption". This concept has already lost itsviabilitydue to a number of factors, namely: the depleted global ecological system, socio-economic and resource constraints. Through various environmental contaminants sharply reducedand thequality of life disappear goals populations of animal and plant life. Today, there is an alternative to the linear model of the economy - a circular economy, the main task of which is to restore the ecosystem, saving resource potential, financial and human resources through reverse and careful treatment.To form a new model of economy, governments of developed countries use different tools, but there is not always an understanding of the importance and effectiveness of this concept. The article considers the essence and basic principles of circular economy. As a basis for the implementation of the concept of circular economy are considered closed supply chains and as the main tool for the implementation of tasks - reversible logistics.Managing reverse logistics is a complex task that requires a systematic approach and significant resources.The goal of building reverse flows is to reduce costs and increase profits.The author's interpretation of the essence and content of reverse flows in closed supply chains, which include return and return flows, is presented in the article..The constituent elements of reversible material flows in closed supply chains are investigated.The main problems in the formation of closed supply chains are identified, namely the optimization of inventory management throughout the chain.A methodical approach to inventory management in closed supply chains, which provide for multilevel inventorymanagement, is proposed.The use of a set of inventory management modelsthat allow to coordinate actions for inventory management and are adequate to the practice of doing business in a circular economy.Conclusions and recommendations on the peculiarities of the formation of closed supply chains, the list of flows as elements of reversible logistics, methodological approaches to the use of inventory management models in complex logistics systems built on a circular basis (circular).

The purpose of the article is to clarify the essence, content, structure and components of the innovation culture of the enterprise, the development of an approach to the diagnosis of its condition. A comparative, systemic-structural and statistical analysis were used to attain it. The author’s model of the innovative culture structure of an industrial enterprise was offered. Problems in understanding of its role by middle and top managers of innovative industrial enterprises were outlined. The methodical approach to multifactorial diagnostics of the state of innovation culture of an industrial enterprise was developed and tested in general, as well as its separate components. The place of innovation culture of the industrial enterprise in the system of mechanisms of innovative environment formation was determined. The structural-logical scheme of the management mechanism of innovative environment formation and introduction at an industrial enterprise based on its innovation culture was developed.

Urgency of the research. Every day, scientists solve problems in economics. To find, which action leads to the expected result with the smallest losses and risks, it’s necessary to predict the further development of events. Target setting. The most widespread problem is the allocation of resources. To make proper calculations and right decisions of distribution, the science of economic theory exists. Actual scientific researches and issues analysis. The studies of Khaikin S. and Callan R. are the most famous among the studies of foreign authors. Yakhyaeva G. E. investigated the theory of neural networks. Matviychuk A. V. suggested a methodical approach to forecasting financial time series with the use of neural networks. Uninvestigated parts of general matters defining. At the moment about 200 methods of estimation are being used, but in practice only a few of them are used. The research objective. The study of each criterion takes a lot of time on preparation of data for the study and careful verification of the original data. For this, it is necessary to choose the correct methodology for developing a forecast to identify the problems to be solved. The statement of basic materials. In this article, the stages of research and prediction are considered of wholesale prices for petroleum products, a methodological approach is proposed in order to evaluate the accuracy of forecasting using neural networks, based on an algorithm with linear partial descriptions of the method of group accounting of the argument. Conclusions. The proposed methodological approach to estimating the accuracy of forecasting using neural networks shows that neural networks allow us to obtain reliable predictions. However, the data on which the training took place had a high degree of similarity among itself, therefore the proposed methodological approach on the one hand does not pretend to be "universal" in forecasting for different sectors of the Ukrainian economy, since different industries have their own characteristics. On the other hand, it can become universal and will allow us to obtain reliable forecasts when taking into account modern features of the development of the Ukrainian economy.
