This paper presents a survey of a great number of recent studies which investigate relation between trade (trade openness) and economic growth by means of regression analysis. On the basis of this research, it can be concluded that there are no firm connections between foreign trade and growth but prevailing majority of studies show positive and statistically revealed moderately significant impact of foreign trade (trade openness) on growth. For developing and transition countries (such as Serbia), a more consistent trade liberalization would produce higher and hopefully sustainable growth of GDP, with reliance on prudent fiscal and monetary policy, stable and undiscriminatory foreign exchange rate and a lower level of corruption.

The classical school regards international trade as the main engine of growth. But modern empirical studies have failed to show any simple and generally consistent correlation between foreign trade statistics and macro-economic aggregates such as savings, investment, consumption, and growth. The more generally accepted view is that development through trade — where it occurred — was partly the consequence of favourable internal factors, and partly the result of a conducive external environment.

The article analyzes the pre-revolutionary and the Soviet experience of the protectionist policies. Special attention is paid to the external economic policy during the times of NEP (New Economic Policy), socialist industrialization and the years of 1970-1980s. The results of the state monopoly on foreign trade and currency transactions in the Soviet Union are summarized; the economic integration in the frames of Comecon is assessed.

Foreign trade policy and its role in the economic growth of the national economy are considered through the prism of history and comparison of the formation of the industrial economy in the Russian Empire and the North American United States. The author compares the protectionism of D. I. Mendeleev, described in his economic works, and the free trade thinking of the American scholar W. Sumner, who formulated the “misconceptions” of protectionism. Mendeleev’s proper protectionism is grounded on the basic principles (incentivizing internal competition, growth of consumption, bringing up of new industries ), which are relevant for contemporary Russia. The author gives a typical example of the formation and decline of the factory industry using the case of mirror factories in the Ryazan province. These historical analogies, the paper argues, are necessary for the correct assessment of the current situation and for coming up with valid solutions aimed at the development of the Russian economy.

The article considers the problems of industrial policy and, accordingly, the industrial development strategy from the standpoint of the challenges facing the industry, the conditions for the adoption of strategic decisions and possible answers - the key directions of state activities. The main principles and directions are analyzed: investment, foreign trade, technological policies, certain aspects of territorial planning, state corporate and social policies. Proposals on the prospective goal-setting and possible results of industrial policy have been formulated.
