The phrase of “Transition economies”, covering various countries as well as Caucasus and Central Asian Turkic Republics, was found its place in the literature by the 1980’s and this transformation process from the centrally planned economy to market economy was analyzed with economic and fiscal dimension. Undoubtedly, the transition process of these countries wouldn’t be easy and exhibits differences, especially for the Central Asian Turkic Republics, as they were governed under the command economy over many years. Related studies is put forward the increasing importance and future predictions within this scope. Two of the most economical and fiscal prosperity indicators of the transition economies are reconstruction of government and privatization implementations. In this context, after literature review analyzing the privatization implementations and the level of economic freedom indexes related to reconstruction of government by many dimensions under seminal international databases are crucial for that countries. In this study, after the 25 years of transition of Caucasus and Central Asian Turkic Republics, in 2016, reconstruction of government and privatization implementations are examined both in fiscal and economically. Kazakhstan and Azerbaijan are not only the prosperous countries in this respect but also have outstanding mining and underground resources. We also reach that the reform process of transition and the prosperity of economic indicators have not been strongly correlated.

The paper demonstrates why the transition process is taking more time than predicted and why many countries are still far away from the projected goal: a developed market economy. Analyzing the causes and re-examining the endogenous character of the transition progress, the authors conclude that the majority of reforms were implemented at a pace conditional on the initial, pre-transition conditions. The results obtained show a significant impact on the economic and institutional heritage of a country, which lasts much longer than was predicted on the eve of the reform process: initial conditions strongly and significantly affect the speed of transition throughout the entire observed period (1989-2007). They also affect the performance of a country: in the first years the transition progress may affect growth in a positive way, but later it becomes insignificant. This can explain some growth peculiarities previously remarked when transition countries were analyzed by means of long-run growth models. Using Barro and Levine-Renelt models the authors show that despite somewhat better results for the second decade of transition many peculiar patterns remain, which could temporarily block poorer transition economies in their attempts to catch up and cause unnecessary losses since transition policies were not properly adjusted to the initial conditions.

Property rights are a basic tenant of a free market economy, and when these rights are in jeopardy from crime and corruption,a free market system falters. The European Bank for Reconstruction and Development (EBRD) and theWorld Bank have developed a methodology to study transition economies. The Business Environment and Enterprise Performance Survey (BEEPS II 2002) has gathered on a variety of topics from23 transition economies. This paper uses the BEEPS data to examine the perceptions of Corruption and State Capture in Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan.

The aim of this study is to examine, in the period between two global economic crises, the progress of economic freedom along with corruptions in Central Asian Republics, integrated into the free market economy according to “the Washington Consensus” since late 1990s. According to exportation of natural sources, Azerbaijan, Kazakhstan and Turkmenistan together with Kyrgyzstan, Uzbekistan and Tajikistan all seemed to have entirely different economic structures. Basic macro economic variables, economic liberty indicators and corruption data covering the period of 2001-2008 are to be discussed. In the light of the outcomes of this study, it is observed that, while the social structure in the countries exporting natural sources is stronger, due to the authoritarian structures of the countries in both groups of countries, bureaucratic corruption increases consistently. As Central Asian Republics are in a state of unsuccessful transition into the market economy, the betterment in legislation does not debug the system called “limbo” (neither planned economy nor free market).

The paper deals with the problem of government failure in a market economy, with special regard to transition economies. It starts from a wider concept of social forces. It criticizes a narrowed view of transition, typical for transition scenarios, limited only to mainstream economics and not covering the latest contributions of public choice theory and institutional economics. The traditional view of government failure has been further widened with the concept of utilization of political capital.

The transition of the Russian economy from plan to market is considered at a qualitative level. The analysis of economic dynamics in the transformation paradigm is conducted. The main stages of the transition process are discussed. Bonuses and costs due to the transition to market economy are considered. The reasons for the outstripping growth of well-being as compared to the growth of output are discussed. The signs of exhaustion of the potential of factors ensuring an abnormally high rate of recovery and accompanying welfare growth are discussed. The conclusion is made that the transformational recovery has been completed. The Russian economy has moved to the stage of development with relatively low growth rates of output and welfare, typical for stable (nontransition) economies.

The review presents the book by E.A. Ivanova “Agreements in the Field of Civil Jurisdiction: Procedural and Legal Aspect”. According to the reviewer, in modern conditions there is a tendency towards strengthening of private law principles and the development of dispositiveness in the context of civil procedural law, which is associated, in particular, with the implementation of the ideas of economic freedom and market economy within the framework of civil circulation and the transformation of legal institutions of substantive branches of law. Proceeding from this, there is a need for new doctrinal, lawmaking and law enforcement approaches on the issue of empowering legal participants in the independent choice of forms and methods of protecting violated rights, as well as in order to influence the dynamics of procedural legal relations. This is possible through the use in legislation of the full potential of procedural agreements, the theoretical development of which was carried out in the book under review, meaningfully revealing the key aspects of the indicated problem.

At this stage, the market economy has become an important force to promote China's economic development. Consolidating the core of market economic development, namely, economic equality and economic freedom, is an inevitable requirement for upholding and improving China's basic economic system, and it is also an important aspect of the country's strong guarantee for market economic development. Therefore, it is necessary to research the meaning of the market economy in the constitution, and at the same time clarify the constitutional norms’ obligation to guarantee the implementation of state agencies to provide adequate constitutional guarantees for the development of the market economy.

The concept of digital transformation (DT) has reached a heightened demand level on the executives' agenda, especially when it is related to elements that influence the development and activities of contemporary firms being prevalent in discussions about industrial and social changes. This theme leads the authors to reflect on the key strategic drivers used by firms to carry out the qualitative process (prior experience) of digital business transformation. It reinforces the purpose of understanding the key strategic drivers used by firms in recent years to guide the digital business transformation process. The systematic literature review was performed in the “WoS database,” according to Boolean logic, aiming to capture the essential properties of the logical operators and sets of statements about the theme presented to compose the study. The results indicate a higher frequency for the big data and digitization drivers, followed by the innovation driver within the analyzed period.

The epithelial-mesenchymal transition (EMT) is a complex transformation process that induces local and distant progression of many malignant tumours. Due to its complex array of proteins that are dynamically over-/underexpressed during this process, proteomic technologies gained their place in the EMT research in the last years. Proteomics has identified new molecular pathways of this process and brought important insights to develop new therapy targets. Various proteomic tools and multiple combinations were developed in this area. Out of the proteomic technology armentarium, mass spectrometry and array technologies are the most used approaches. The main characteristics of the proteomic technology used in this domain are high throughput and detection of minute concentration in small samples. We present herein, using various proteomic technologies, the identification in cancer cell lines and in tumour tissue EMT-related proteins, proteins that are involved in the activation of different cellular pathways. Proteomics has brought besides standard EMT markers (e.g., cell-cell adhesion proteins and transcription factors) other future potential markers for improving diagnosis, monitoring evolution, and developing new therapy targets. Future will increase the proteomic role in clinical investigation and validation of EMT-related biomarkers.
