Awareness of national identity is a complex, multifaceted spiritual state in the minds and beliefs of people, which impacts on all phenomena of social development. The level of national identity is an important factor for further development of the countries that have recently gained their independence. The essence of national identity phenomenon, its role in the existence of the nation, defining its status as sovereign entity, the role of the state factor in the system of national identity are analyzed via socio-philosophical analysis in the article. The author analyzes the views of the famous philosopher, sociologist and politician Petr Struve, whose ideas have enduring relevance in view of the problems of maintaining state unity and developing both culture and national identity. The main object of this research is Struve’s views on the essence of the state and national culture and on their role in the life of Russia. It is indicated that the position of the thinker presupposed a certain historiosophy – an interpretation of history as a process of development of spiritual culture. The features of Peter Struve’s liberal-conservatism and his understanding of the state as a “collective personality”, possessing a “superintelligent” nature are considered. The philosopher’s approach, which aimed at analyzing the seamless connection between state, culture and nationality is analyzed. The author considers how the thinker interpreted the essence of nationality and nationalism, as well as criticized the radical intelligentsia’s “official nationalism” and “absence of a feeling of national belonging”. She examines the philosopher’s views on the outstanding role of the state in Russian history and his understanding of such “fatal” reasons of its destruction as the insufficient involvement of the cultivated elements of the nobility in the ruling of the state as well as the belated abolition of serfdom law. The author also explains Struve’s views on the slogan of class struggle as decisively contributing to the cultural decomposition of the nation and to undermining the unity of the state. She also addresses the views of P.B. Struve, G.P. Fedotov and S.L. Frank concerning the reasons why the sense of national identity was weak in Russia. She concludes that, according to Struve, one of the reasons for the revolutionary radical upheavals in the country was the fact that the radical intelligentsia sowed in the broad masses of the people the ideological poison of “anti-state rebellion” and the “spirit of Bolshevism”. This contributed to a weak demand for national-state ideals and liberal-conservative ideas.

The article considers the priority area of the leading educational libraries scientific and bibliographic activities - methods of compiling, filling and publishing the serial personal (bio-bibliographic) indexes of leading scientists of Ukraine, works of the high educational establishment professors and teachers. The role of biobibliographic indexes is highlighted as to the process of searching for documents about the main publications of famous educators - a reliable source of historical and biographical research that facilitates the search for scientific information, gives a complete picture of current and past research status, outlines their future topics, as well as the possibility to satisfy the informational needs of users on a specific topic. The analysis of serial personal indexes of different form, structure and content is carried out. Emphasis is placed on the role of the State Scientific and Pedagogical Library of Ukraine named after V.O. Sukhomlinsky in the preparation and publication of biobibliographic indexes, which reflect the creative heritage of the outstanding scientists and the implementation of their creative ideas in pedagogical activity. Particular attention is paid to the personal bibliographic indexes structure, ways of arranging the material and their content, which ensures the scientist holistic image creation, his scientific, state and public activities main results coverage, determination of  their contribution to Ukrainian and world science development. Biobibliographic indexes highlight the accomplishments and scientific achievements of the Ukrainian education prominent representatives, information about which can be used in further research on the pedagogical science history, including of the Ukraine NAPS scientists-teachers, contribute to the further development of a new philosophy of education and upbringing. The scientific heritage of Ukrainian scientists, recorded in bio bibliographic indexes, makes it possible to study and objectively evaluate their achievements. Professionally prepared personal indexes are an integral part of the source base of Ukrainian science and have significant value for modern researchers and play a significant role in research.

The signal performances of Southeast Asian countries in attaining economic growth and political stability are frequently explained by cultural and policy factors. Recent research suggests, however, that the role of the state is extensive and central to economic and political goals. The present approach to the comparative evaluation of state capacities attempts to account for the variations and nuances of the performance of Southeast Asian states. The structure of political support and available means of social control provide relatively greater capacity to state elites in Singapore and Malaysia, and less capacity to state elites in the Philippines and Indonesia; Thailand is an intermediate case.

All of the advanced societies must provide their citizens with protection against risk in order to secure continued economic and political stability. In Britain, we have seen a major shift in attitudes towards government and its role in providing social security. Unemployed people are now seen as less ‘deserving’ of welfare, as solidarity with unemployed workers has declined in the context of relatively low levels of unemployment and a public that has become more ‘workfarist’ and less ‘welfarist’ as labour market related risks are increasingly privatized. Here we examine the transfer of political ideas influencing public opinion and policy agendas, and ‘thermostatic’ (Wlezien 1995) theories of state transformation and cross-national attitudes. For this we draw on the British Social Attitudes Survey (BSA) data over a 32 year period, and successive waves of International Social Survey Programme’s (ISSP) Role of Government (RoG) module for the comparative study of Western welfare state attitudes covering a 31 year period.

The article is devoted to the problems of studying and researching the concept of economic security of the state as an object of administrative and legal protection. Attention is drawn to the fact that one of the important tasks in modern administrative law is the question of defining the concept of a particular subject, process, thing, or another object of scientific interest. It is believed that this will help to avoid various often logical formulations of it, likely to develop unified approaches to understanding its essence, in particular, and for possible further scientific research on improving the existing state system of ensuring the economic security of Ukraine, etc. It is emphasized on the undisputed importance of all legal assistance to the proper functioning of the economic security of the state. First of all, it was emphasized that it is connected with the desire for real independent further development of the country in the conditions of complex political and legal transformations and territorial changes in the recent past, as well as the dynamic course of active globalization processes and strengthening of the tangible destructive influence of existing and emergence. new devastating threats to the national economy in the present day, and obviously in the short term. It was established that the need for economic security was declared in the Basic Law and other documents that are important for the Ukrainian state. These acts also define (define) the range of subjects authorized to implement such a policy of the state, their competence, rights and obligations, legal guarantees, etc. At the same time, it is emphasized that the problem of defining the concept of economic security is important, given its multidimensionality, the lack of interpretation of the term precisely in the legislative documents, and, of course, its overstated importance for the modern country. Considering the priority role of the state in the issue of ensuring the economic security of Ukraine, it is pointed out that it is advisable to formulate such a definition in terms of administrative and legal science. In order to qualitatively solve the set scientific problem, the views of leading domestic and foreign scientists and scholars of the past and present are presented, as well as the relevant national legal framework is being worked out. Taking into account current legal realities, the opinions of scientists and scientists suggest the author’s interpretation of the concept of “economic security of the state”, just as an object of administrative and legal protection. The article argues that ethnic policy in Brazil has changed in such a way as to adopt more assertive concepts of group belonging. Analysing affirmative action in favour of Black people in contemporary Brazil, the article discusses three differentiated repertoires with implications for the construction of collective boundaries of an ethnoracial nature, which the author calls dilution, negotiation and salience. These frameworks make it possible to organise the perception of ethnic and racial diversity. The importance of narratives of national identity in the ways these frameworks are structured is highlighted. The article also posits the need to consider the role of the state and its agents in the establishment of the legitimate codifications of belonging.

The article analyzes the changes that have occurred in the DPRK economy during the years of Kim Jong-un's rule. The article considers the significant shifts that have taken place in the direction of a market economy, both in industry and in agriculture. At the same time, it is noted that market innovations are officially presented under the guise of elements of self-financing and the further development of socialism. Not all of the functioning market schemes have received the appropriate legislative formalization and, thus, remain illegal, although they are widely used in practice. Nevertheless, the country has been successfully developing for a number of years, demonstrating steady economic growth, a construction boom, the widespread introduction of information technologies, as well as significant progress in rocket science and the improvement of the nuclear arsenal. Numerous missile tests in 2017 led to a sharp aggravation of the situation on the peninsula, tightening of international sanctions, slowing down development and freezing further "reforms". Kim Jong-un's attempts to find a way out of the current situation through initiating a negotiation process with the ROK and the United States undoubtedly contributed to reducing tension in the region, however, in general, they were not crowned with success. The course to create a self-sufficient economy with the appearance of the threat of COVID-19 was accomplished with a regime of severe self-isolation. In conclusion, considerations are expressed regarding the ways of further development of North Korea. It is predicted that the role of the state will increase in the economic life of the country, which, after a series of successes and achievements, has found itself in the most difficult situation in the last twenty years.

The need for environmental protection is based on the assumption that environmental degradation harms humans and hinders economic development. However, the real resolution of the contradiction between the economy and nature in the field of environmental protection causes certain difficulties, as evidenced by the growing threat to environmental safety in the world. We invite readers to discuss the materials of our analysis and a general assessment of the global problems of our time and possible ways for the further development of mankind. The author grouped them in a number of areas: the essence and classification of the main problems of our time; the origins of the global problems of our time; possible consequences of a nuclear war; theories of "Global crises" and "Cornucopia"; the concepts of "Sustainable Development", "Golden Billion", "10 Golden Billions"; the problem of the relationship between the social and the biological in man. Based on the results of the discussion, we hope to determine the role of the state, man and society as a whole, their level of interaction in developing solutions for the preservation of the environment and humanity as a species at the present stage of its development.

The article is devoted to the national identity problem in the United Kingdom. The problem is considered in terms of the linguistic situation in the country, in particular, by analyzing the relations between the English language and the languages of national minorities in different historical periods. The author compares the Great Britain’s language politics of the 19th century with that of the 20th - 21st centuries. Their goals were found to be completely opposite to each other. That’s why the author puts forward and attempts to justify the assumption that the reason for the linguistic situation changes in the country is the change of the national identity idea. The author argues that the growing role of supra-state structures is pushing European states toward globalization. It leads to a blurring of the national identity boundaries and to the unification of the entire European population. It is said in detail that, being unwilling to lose their national uniqueness and to intermingle with other European nations, the British turn to the culture and languages of regional people in order to broaden the concept of national identity. As a result, the English formula is replaced by the British one, in other words, by a conjunction of all national values, whose carriers reside in the United Kingdom.

How does the role of ordinary citizens change in the interpretation and production of national identity under an authoritarian political system? Exploring the discursive role of authoritarian political stability on perceptions of national identity, this study examines how categories of “national” are appropriated and internalized in identity talks among Belarusians. It offers a bottom–up perspective on national identification, drawing on analysis of six focus group discussions with Belarusian citizens. The main objective was to observe everyday language and how people construct symbolic significance for certain practices as “national” and what are the meanings invested in replicating and re-enacting different identity markers, given the contingencies of everyday life in an authoritarian political context. I evaluate cross-group and intergroup discursive variations in responses and repertoires of volunteer participants in terms of agreement and disagreement. Public conformity with regime ideational practices does not appear to equate with political allegiance to the current regime. Even when identity repertoires echo the identity discourses of official state ideology, people attach their own meanings and interpretations to these identity markers. However, I find that the authoritarian context affects how identity repertoires are enacted and talked about. Integrating performative aspects of identity talks into the analysis, I note how participants consciously reflect on the sensitivity of political topics, and prioritize politically neutral narratives.
