This paper traces the origins of today’s campaigns for school vouchers and other modes of public funding for private education to efforts by Milton Friedman beginning in 1955. It reveals that the endgame of the “school choice” enterprise for libertarians was not then—and is not now--to enhance education for all children; it was a strategy, ultimately, to offload the full cost of schooling onto parents as part of a larger quest to privatize public services and resources. Based on extensive original archival research, this paper shows how Friedman’s case for vouchers to promote “educational freedom” buttressed the case of Southern advocates of the policy of massive resistance to Brown v. Board of Education. His approach—supported by many other Mont Pelerin Society members and leading libertarians of the day --taught white supremacists a more sophisticated, and for more than a decade, court-proof way to preserve Jim Crow. All they had to do was cease overt focus on race and instead deploy a neoliberal language of personal liberty, government failure and the need for market competition in the provision of public education.

Examining racial segregation from 1920s to the 1970s, this book argues that white segregationist women constituted the grassroots workforce for racial segregation. For decades, they censored textbooks, campaigned against the United Nations, denied marriage certificates, celebrated school choice, and lobbied elected officials. They trained generations, built national networks, collapsed their duties as white mothers with those of citizenship, and experimented with a color-blind political discourse. Their work beyond legislative halls empowered the Jim Crow order with a flexibility and a kind of staying power. With white women at the center of the story, massive resistance and the rise of postwar conservatism rises out of white women’s grassroots work in homes, schools, political parties, and culture. Their efforts began before World War II and the Brown Decision and persisted past the removal of “white only” signs in 1964 and through the anti-busing protests. White women’s segregationist politics involved foreign affairs, economic policy, family values, strict constitutionalism, states’ rights, and white supremacy. It stretched across the nation and overlapped with and helped shape the rise of the New Right. In the end, this history compels us to confront the reign of racial segregation as a national story. It asks us to reconsider who sustained the Jim Crow order, who bears responsibility for the persistence of the nation’s inequities, and what it will take to make good on the nation’s promise of equality.

White segregationist women nationwide believed that the Brown decision threatened their private, public, and political authority. Long committed to the Jim Crow order, they emerged as the mass in massive resistance. They painted the family as the center of political life, with parental authority eroded by a federal government. Because school integration eroded their ability to secure the benefits of white supremacy for their children, it compromised their ability to be good mothers. They called for school choice, lobbied for local choice plans, and worked for the white Citizens’ Councils. At times their political language minimized racial identity and replaced it with a particular gender identity, prioritizing motherhood and burying whiteness and offering a color-blind discourse for a national audience. But Brown also put black children at the forefront of the movement, forcing white segregationist women to cast aside a language of maternal concern for one that degraded black schoolchildren.

After Brown, white segregationist women build national organizations and were devoted to making white youth political activists and future purveyors of white supremacy. As the legal support for segregation diminished, the Jim Crow order remade itself. While moderates directed the implementation of integration, southern segregationist women continued to work in various ways and with national political constituencies to secure resistance to racial equality and to meaningful integration. They continued their efforts for racial segregation after the forced federal integration of Central High School in Little Rock, Arkansas, and of Ole Miss. As white segregationists focused on training white youth for the next iteration of white supremacist politics, they gradually amplified their color-blind political rhetoric. They built organizations like the Women for Constitutional Government and Patriotic American Youth that emphasized limited government, anti-communism, and school choice and opposition to decolonization, joining conservatives and segregationists nationwide to shape the New Right.

On August 12, 2017, in Charlottesville, Virginia, alt-right/White supremacy groups and Black Lives Matter (BLM) supporters came face-to-face regarding what to do about public monuments that celebrate key figures from slavery and the Jim Crow era. White supremacists and White nationalists did not hide their racist ideologies as they demanded that their privileged place in history not be erased. The BLM movement, which challenges state-sanctioned anti-Black racism, was ready to confront themes of White discontent and reverse racism, critiques of political correctness, and the assumption that racialized people should know their place and be content to be the subordinate other.It is easy to frame the events in Charlottesville as indicative of US-specific race problems. However, a sense that White spaces should prevail and an ongoing history of anti-Black racism are not unique to the United States. The rise of Canadian activism under the BLM banner also signals a movement to change Canadian forms of institutional racism in policing, education, and the labor market. This article responds to perceptions that the BLM movement has given insufficient attention to environmental concerns (Pellow 2016; Halpern 2017). Drawing on critical race theory as a conceptual tool, this article focuses on the Canadian context as part of the author’s argument in favor of greater collaboration between BLM and the environmental justice (EJ) movement in Canada. This article also engages with the common stereotype that Blacks in Canada have it better than Blacks in the United States.

The process of leaving deeply meaningful and embodied identities can be experienced as a struggle against addiction, with continuing cognitive, emotional, and physiological responses that are involuntary, unwanted, and triggered by environmental factors. Using data derived from a unique set of in-depth life history interviews with 89 former U.S. white supremacists, as well as theories derived from recent advances in cognitive sociology, we examine how a rejected identity can persist despite a desire to change. Disengagement from white supremacy is characterized by substantial lingering effects that subjects describe as addiction. We conclude with a discussion of the implications of identity residual for understanding how people leave and for theories of the self.

This article examines the border-crossing journalism of the Negro Digest, a leading African American periodical, published from 1942 to 1951. The first title produced by the Johnson Publishing Company, the Digest had an international focus that connected Jim Crow to racial oppression around the world. However, while the magazine challenged white supremacy on a local and global level, its patriotic tone and faith in American democracy occasionally restricted its global analysis of racism. Ultimately, the internationalism of the Negro Digest was quintessentially American – wedded to the exceptional status of American freedom and an overriding belief that the US could change the world for the better.

This paper sets up an industry competition model consisting of two upstream enterprises and two downstream enterprises. Then we rely on the model to explore how non-regulation and different regulatory policies (maximizing the total profits of the upstream enterprises, the social welfare of the upstream industry or the overall social welfare) affect the following factors: the excess capacity, enterprise profits, consumer surpluses, social welfare in the upstream and downstream enterprises and the overall social welfare. The following conclusions are drawn from our research. First, whether and how the government regulates the capacity choice greatly affect the equilibrium outcomes, as well as the welfare distribution among the upstream enterprises, downstream enterprises, and consumers. The specific effects are dependent on market demand and enterprise cost. Second, the government should formulate its regulatory policies on capacity choice based on the overall social welfare of the entire supply chain. If the government aims to maximize the profits of the upstream enterprises, the social welfare of the downstream industry will be negatively affected. Third, excess capacity does not necessarily suppress social welfare. Under certain conditions, the worst scenario of excess capacity may occur under the pursuit of the maximal overall social welfare. Excess capacity may arise from various causes, rather than market competition or government regulation alone. Excess capacity cannot be attributed solely to government failure. These conclusions have some significance for optimizing capacity regulation policies.

W.E.B. Du Bois’s reading of whiteness as a “public and psychological wage” is enormously influential. This essay examines another, lesser known facet of Du Bois’s account of racialized identity: his conceptualization of whiteness as dominion. In his 1920–1940 writings, “modern” whiteness appears as a proprietary orientation toward the planet in general and toward “darker peoples” in particular. This “title to the universe” is part of chattel slavery’s uneven afterlife, in which the historical fact of “propertized human life” endures as a racialized ethos of ownership. The essay examines how this “title” is expressed and reinforced in the twentieth century by the Jim Crow system of racial signs in the United States and by violent “colonial aggrandizement” worldwide. The analytic of white dominion, I argue, allows Du Bois to productively link phenomena often regarded as discrete, namely, domestic and global forms of white supremacy and practices of exploitation and dispossession. Ultimately, the entitlement Du Bois associates with whiteness is best understood as a pervasive, taken-for-granted horizon of perception, which facilitates the transaction of the “wage” but is not reducible to it.

This chapter provides an account of the first wave of African American migration into the Appalachian region of eastern Kentucky. It addresses the implementation of Black Codes, also known as Jim Crow laws, the convict leasing system, and how psychological and physical terror in the form of public lynchings helped maintain the social order of white supremacy. Brown attends to the role of the labor agent as a grey-market actor in facilitating the onset of the first wave of the African American Great Migration. Drawing on the oral history and archival data, the chapter distils a profile of the legendary figure, Limehouse, the white labor agent hired by United States Steel Corporation to sneak and transport black men and their families out of Alabama to Harlan County, Kentucky to work in the coalmines. The chapter also focuses on the psychosocial dimensions of this silent mass migration, specifically the spiritual strivings, the hopes, dreams, and disappointments that accompanied the Great Migration.

This chapter explains how black southerners interpreted early Jim Crow politics in light of the theological expectations they held from emancipation. Despite new forms of segregation, intensified racial violence, and disfranchisment efforts, black Protestants in North Carolina were encouraged by Fusion, a successful biracial political movement, and black autonomy in that state’s black regiment for the Spanish American War. Then, a devastating white supremacy campaign in 1898 left African Americans in mourning. Black Protestant leaders turned to the crucifixion narrative to make sense of the loss. Just as Jesus faced abandoned by God on the cross only days before his glorious resurrection, black southerners still had reason to hope. Their theological expectations forced them to see their own struggle for freedom as uninterrupted by the politics of Jim Crow.
