Food security is very much needed during the Covid-19 pandemic, where all activities are limited due to lockdown. The government advocates maintaining distance from each other and avoiding crowds. This socialization is to create a contribution to society in facing the Covid-19 pandemic to maintain food availability independently by inviting people to independently create living pharmacies and nutritional plants. So the hope is that residents do not need to shop for food needs outside the home because of the availability of various vegetables in the yard of the house. Student learning is also hampered. Because it is replaced by online learning, students have difficulty understanding the material, so parental guidance is needed.

Many variables that affect the measurement of the food security index, and what is often used is the availability, affordability, and utilization of food. This study aims to determine the effect of food availability, affordability, and utilization variables on the food security index. This study uses a correlational design and multiple regression analysis techniques. All regions in Central Java Province were the objects of this study, there are 35 districts/cities. The results from this study showed that the three variables did not significantly influence the increase of the food security index. The result shows that the current food security index has been influenced by other variables.  Therefore, the government needs to examine more closely the new variables that affect the food security index in order to develop a strategy to improve the food security index in Central Java Province, especially in the era of the industrial revolution 4.0. Keywords: Food Security Index; Food Affordability; Food Availability; Food Utilization

Indonesia is one of the largest agricultural countries in Southeast Asia, but it is also struggling with food security issues. The government's challenge is to ensure that domestic food needs are fulfilled. The covid-19 pandemic exacerbated this challenge, where countries faced the threat of food shortages due to limited movement of goods. Thus, Indonesia should focus on increasing the production and productivity of strategic food commodities. One of the alternative solutions is through the transmigration program. This research focused on how the transmigration program can contribute to food security. The study was carried out through a descriptive qualitative method. The result shows that transmigration contributes to food security because of its similarity to the food production process. However, this program faces five main challenges to support food security. Therefore, this study shows several pre-conditions that the government needs to fulfill to overcome these challenges.

The increase in the Covid-19 second wave in Indonesia has made the government implement a stricter policy to implement Community Activity Restrictions (PPKM). This activity aims to provide actionable solutions to maintain family food security through the community movement to grow vegetables. The method used in this activity is the Participatory Rural Appraisal (PRA) method which begins with FGD, counseling, and field practice. The activity implementer can become a facilitator and directly facilitate the community carrying out activities. The empowerment program was carried out in Kepuharjo Village, Malang Regency, with the main target being housewives. As a result of this activity, participants who attended the FGD and the facilitator decided to create a community movement in independent vegetable growing to stay productive during the pandemic. Community movement was conducted for two weeks, during which the activity implementation team provided all materials, planting media, and seeds. During the two weeks running, 53 housewives grew vegetables independently. Based on the evaluation results, this activity is very effective and efficient for household food fulfillment. Ninety-seven percent of homemakers say that they can increase their food needs with this movement, so they don't have to buy. Of course, it has an impact on saving household expenses. As many as 90 percent of homemakers do this activity and repeat it after harvest. So that the continuity of this activity can run well, besides decreasing spending, this activity can also improve health by producing healthier vegetables.

Nowadays, the availability of national food cannot accommodate all the food needs of nation’s people, especially in each region. This current issue is caused by the absence of an effective arrangement, the absence of synchronization among state institutions, especially among the agricultural, trade and housing agencies, and the presence of an extreme climate change currently. In addition, the issues of the regeneration of farmers that have not shown any continuity that had been cut off among the younger generations led to the changes in the pattern of community life in the region. Therefore, based on the aforesaid issues, this paper aims at finding out on how the strategy and policy of food development in the local food availability in the midst of climate change today can be overcome by changing the mindset of consumptive to productive young generation through agricultural education, utilization of empty land which is available for planting food crops, empowerment of farmer groups, socialization of the local food potentials in East Nusa Tenggara. As a result, the food security can be realized and the region cannot be dependent its food needs on the other regions. Therefore, the writer attempts to formulate the strategy of food security developments from education aspects through the Dick & Carey development strategy. Food is an important and strategic commodity for the region because food is the basic human need that must be provided collectively by the government and society as mandated by the Acts No. 7 of 1996 on food. With respect to the Acts No. 7 of 1996 on food, it is stated that the Government organizes the regulation, guidance, control and supervision of the community, and organizes the process of production and supply, trade, distribution and in the same time, the Government also serves as a consumer that is entitled to adequate food, in terms of quantity and quality, safety, nutrition, variety, equity, and affordability by all society. The availability of national food can be fully fulfilled if it is commenced from the food sufficiency in the levels of family. In regard to the local area, it is marked by the existence of food consumption which can fulfill the sufficiency of every individual, in terms of balanced nutrition. In fact, it then has an impact on sufficiency of food and the nutrition status of Indonesian society can be fulfilled locally, especially in East Nusa Tenggara. The availability of food in terms of adequate quantities and types for the whole community locally in East Nusa Tenggara, smooth food distribution, cheap food prices and affordability by the all levels of society locally in East Nusa Tenggara, evenly distributed to all families in the region.
