In the next 2005, RIPPNAS and WTO report that either foreign or domestic tourist is still coming to Indonesia, even move than 8,4 to 10 millions at the end of 2010. The declaration of municipal authority written in UU No. 22, 1999 conduct Yogyakarta tourism development, especially Sleman district. This research is done not only to know how far Sleman as the whole prepares in future but found that the government has already developed the tourism sector as well, such as putting down in RIPPDA, without neglecting the national, regional and economic life. Tourism's growing supported by natural, human resources and other side involve such as culture and business.

Tourism is very necessary to continue to be developed to improve the economy in Indonesia and increase the position of the country geographically, which is very strategic for tourism and the world economy. For this reason, the ability to communicate in English is absolutely necessary, in order to compete with workers from other countries, so that they can contribute to the improvement of the national economy. The ability to communicate in English is a strategic sector in the development of highly competitive human resources in the tourism industry sector and in the global economic community. By having good English communication skills, it will be easier to grab market share in the tourism industry sector and the economic sector. The tourism sector as one of the prime industrial development is developed in order to further increase the rate of national development. For this reason, it is necessary that the government continues to increase its resilience, policies, and increase the development of tourism with a view to further developing the community's economy and increasing the ability to speak English so that human resources are able to compete in various tourism industries so that the economy will increase.

The study is aimed at discussing the investment multiplier effect expands tourism destinations. The main problem is how can multiplier investments in the tourism sector minimize unemployment in Junjungan Village, Ubud, Bali. The results of the analysis and discussion show that the existence of investments influences many of the social and economic life of the community, because there are so many benefits or benefits obtained by both the Gianyar government and the local community as an integral part of the tourism business on the island, both in the form of tax and assistance provided to local communities to improve the quality of life and also training in the human resources. The more investment in this village, it is expected to be able to open as wide employment opportunities as possible. Therefore, unemployment is minimized and public income is expected to continue increasing.

This research has a specific purpose: (i) determine the potential of coastal area can be developed as a tourism product, (ii) Knowing constraints are faced in developing the tourism potential, and (iii) determine strategies that can be used in developing the tourism potential of the coast as a creative tourism products Yeh Gangga Beach, Sudimara village, Tabanan Bali. The general objective to be achieved is to improve the performance of the tourism sector in the welfare of society Tabanan through sustainable tourism development by developing creative potential.. The research found that (i) Yeh Gangga Beach has some potential creativity attraction, such as : art market, handycraft,video and photography, music and art performance, scenery, and accomodation; (ii) The main problems encountered are (i)Most strategic land has been switched ownership to investors. The strategy should be applied is (i) Maintain Yeh Gangga Beach as tourist attraction developed Tabanan through local regulations, (ii) increasing public awareness of tourism. The implications are (i) theoretically enriching literature of sustainability in tourism coastal area, (ii)practically could enhance the government to develop coastal tourism in Tabanan Bali.

Pada kurun 1975-2010 Pemerintah Kabupaten Tasikmalaya telah melakukan pembangunan pariwisata di Kampung Naga dengan tujuan meningkatkan kehidupan ekonomi masyarakatnya. Namun, masyarakat Kampung Naga melakukan respons negatif terhadap pembangunan tersebut. Mengapa masyarakat Kampung Naga melakukan respons negatif terhadap pembangunan pariwisata, padahal pembangunan tersebut dapat meningkatkan kehidupan ekonominya? Tujuan studi ini adalah untuk mendeskripsikan bentuk respons masyarakat Kampung Naga terhadap pembangunan pariwisata dan memahami penyebab munculnya respons itu. Metode penelitian yang digunakan adalah metode sejarah yang terdiri atas heuristik, kritik, interpretasi, dan historiografi. Pengumpulan datanya dilakukan dengan studi kepustakaan dan wawancara sejarah lisan. Teknik analisis datanya menggunakan model interaktif. Hasilnya menunjukkan bahwa bentuk respons negatif masyarakat Kampung Naga terhadap pembangunan pariwisata terjadi secara bertahap dari skala lokal sampai skala nasional. Respons negatif tersebut disebabkan adanya perbedaan pemaknaan terhadap konsep pariwisata. Bagi masyarakat Kampung Naga, pariwisata bermakna silaturahmi yang bertujuan mempererat persaudaraan, sedangkan bagi pemerintah adalah aset untuk mendapatkan keuntungan finansial. In the period 1975-2010 Tasikmalaya Regency Government has made tourism development in Kampung Naga. The purpose was to improve the economic life of Kampung Naga community. However, the Kampung Naga community responded negatively to that development. Why did the Kampung Naga community respond negatively to the development of tourism, whereas that development could improve the life of its economist? The purpose of this study is to describe the response form of Kampung Naga community to the tourism development and to understand the cause of the response. The research method used is a historical method, namely heuristics, criticism, interpretation, and historiography. Collecting data are using literature studiies and oral history interviews. Interactive model is used to analyze data. The result of this study shows that the negative response form of Kampung Naga community toward tourism development happened gradually from local scale to national scale. The response was caused by the difference of the meaning to the concept of tourism. For the community of Kampung Naga, tourism means a relationship that aims to strengthen the brotherhood, while for the government assets to improve financial benefit.

As a consequence of the optimization resources area policy, tourism was becoming one of the favored sectors. Development of the tourism sector could run well with good communication between the Government and society, so communication was considered important in the development process. Therefore, it was necessary to develop a communication strategy so that messages could be received well. The purpose of this study was to determine the communication strategy development undertaken by the Department of Culture and Tourism of Bengkulu province in tourism development by using analytical tools Lasswel components. Research results showed that the Department of Culture and Tourism has been communicated by applying the Lasswell model.

The objectives of this research are to know how setup law on public procurement on goods/ services, how the implementation of public procurement o and what are the barriers factors and alternative solutions in public procurement. The writing methods are normative and empirical methods. The result of this study has shown that Presidential Decree Number 16 Years 2018 as the legal arrangements for public procurement can be used as complete guidelines in the public procurement on goods/services; the implementation of the legal arrangements are not optimal yet; there is an overlap of job function and human resources competencies is not complied yet. The recommendation of this study are the implementation of Presidential Decree Number 16 Years 2018 will be effective since there is local regulations/Mayor Decree as a technical guidance to things that are still not regulated, so that the legal arrangements for the public procurement on goods/services can be used as complete guidelines in the public procurement; must develop the level of compliance in implementing or implementing the Presidential Decree and several other technical regulations; make a clear of job description and human resources competencies need to be improved. This research aims at creating a concept of cooperation between stakeholders in developing eco-tourism in Batu City. Eco-tourism and the role of stakeholders are related to one another. It is due to the urge of stakeholders to work together in managing the potential of eco-tourism to achieve a development goal. This study applies the Penta-helix model and triple-bottom-line theories to investigate the contribution of stakeholders to sustainable development. The Penta-helix model is used to identify relevant stakeholders and conduct effective collaboration. At the same time, the triple-bottom-line is applied to observe the environmental and socio-economic aspects of the eco-tourism sector. This study employs a qualitative method with an interactive approach from Miles, Huberman, and Saldana by deepening literary understanding; and field interviews. The results of this study show that cooperation and interaction between stakeholders in developing eco-tourism are inferior. Thus, the researchers develop a stakeholder collaboration model through the Penta-helix model covering the government, private eco-tourism enterprises, communities, academics, and the media. They collaborate in determining the sustainability agendas covering environmental, economic, and social as a reflection of the triple bottom line element. Those designed agendas are to encourage the realization of eco-tourism development in Batu City, Indonesia. The research recommends further research to evaluate whether this eco-tourism development model can be effective if implemented. Penelitian ini bertujuan untuk menciptakan konsep kerjasama antar stakeholder dalam pengembangan ekowisata di Kota Batu. Karena ekowisata dan peran pemangku kepentingan berkaitan satu sama lain. Hal ini dikarenakan adanya dorongan dari para pemangku kepentingan untuk bekerja sama dalam mengelola potensi ekowisata untuk mencapai tujuan pembangunan. Studi ini menerapkan model penta helix dan teori triple bottom line untuk menyelidiki kontribusi pemangku kepentingan terhadap pembangunan berkelanjutan. Model Penta helix digunakan untuk mengidentifikasi pemangku kepentingan yang relevan dan untuk melakukan kolaborasi yang efektif, sedangkan triple bottom line diterapkan untuk mengamati aspek lingkungan dan sosial ekonomi dari sektor ekowisata. Penelitian ini menggunakan metode kualitatif dengan pendekatan interaktif dari Miles, Huberman, dan Saldana dengan pendalaman pemahaman literatur; dan wawancara lapangan. Hasil penelitian ini menunjukkan bahwa kerjasama dan interaksi antar pemangku kepentingan dalam pengembangan ekowisata masih rendah. Oleh karena itu, peneliti mengembangkan model kolaborasi pemangku kepentingan melalui model Penta helix yang mencakup pemerintah, swasta, komunitas, akademisi, dan media. Mereka berkolaborasi dalam menentukan agenda keberlanjutan yang meliputi lingkungan, ekonomi, dan sosial sebagai cerminan dari elemen triple bottom line. Agenda yang dirancang tersebut adalah untuk mendorong terwujudnya pembangunan ekowisata di Kota Batu, Indonesia. Peneliti merekomendasi pada penelitian selanjutnya untuk mengevaluasi apakah model pembangunan ekowisata ini dapat efektif jika diimplemetasikan.

This study focused on opportunities related to the professional growth of tourism in Indonesia at this time and in the future. The proportion of workers in the tourism sector, including the fourth largest after agriculture, manufacturing and non-manufacturing, tends to grow very fast, because tourists visiting Indonesia will increase sharply in coming years. The purpose of this study is to provide advice to the government, tourism, and educational institutions in Indonesia's tourism industry together, and to support each other to improve the quality and quantity of human resources in tourism in the present and the future in Indonesia. Data and information gathered from various sources perform literature review and discussion of the need for professional projections based on existing data and information and resume discussions and depth interview with lecturer of tourism and a SWOT analysis as a qualitative analysis. This study gave recommendation that Indonesia needs to improve the quantity and quality of human resources in tourism to become the domain of educational institutions, ranging from tourism vocational high school, Academy, College, and Tourism Courses at the University. Therefore the government should seriously facilitate the tourism educational institutions to achieve quality accreditation as required.

The objective of this chapter is to map and analyze the available tourism assets and products in the Kingdom of Lesotho. The analysis includes assessments on how to improve performance and sustainability of the tourism industry in Lesotho including greater utilization of existing tourism infrastructure and further development of Lesotho's tourism products. This chapter also addresses the strategic issues of tourism development and how Lesotho could increase the number of its tourists. Tourism development has been identified by the government of Lesotho, the International Monetary Fund as well as the United Nations World Tourism Organization as a sector that can reduce poverty as well as absorb low or semi skilled labor. Boosting the tourism sector in Lesotho would work towards alleviating poverty in the Kingdom overall. This chapter applies a case approach in order to illustrate potential investment opportunities and tourism performance improvements in an existing ski resort in Lesotho.
