School education has an important role in improving the quality of human resources. School education is a process that involves educators, teaching materials, and learners. "Educators and education personnel are obliged to create a meaningful, fun, creative, dynamic and dialogical atmosphere of conduct, and professionally committed to improving education" (Sisdiknas 2003: 22). In creating meaningful educational background then in every learning must use appropriate strategies and learning approach so that the outcome of the learning is in accordance with the goals we want. Based on the facts, grade 6 students are very interested in learning in school either Mathematics, Indonesian Science or any other field of study, as evidenced by each student's enthusiastic learning activity is quite high and the ability to do the problem gets pretty good (average 6.4). After students learn more formally, students start learning difficulties either Mathematics, Indonesian or Science so that the higher the class of learning results decreases.

The problem in this research is the head of the school can manage all the components or resources that exist in the school environment with good so thatstudent achievement continues to rise in academic and non academic. The purpose of this study is: (1) Describe and analyze so that the head of school in implementing managerial competencies in SMP Islam Al Azhar 15 Cilacap. (2) Describe and analyze the response of the teachers and education personnel  of the competence of the managerial head of school in SMP Islam Al Azhar 15 Cilacap. (3) Describe and analyze the contraints of the head of school in implementing mangerial competencies in SMP Islam Al Azhar 15 Cilacap. The results of this study are: (1) The head of the SMP Islam Al Azhar 15 Cilacap has been making efforts to utilize existing resources in the school environment both from human resources, school facilities and infrastructure, financial resources of the school, and the advancement of technology in the field of information and communication, which includes 16 type of competence; (2) support of personal is realized by setting up the school adminstration well in order to improve the quality of education, as for the support of educators is realized with:  create lesson plans, implement learning process and assesment and evaluation; The head of SMP Islam Al Azhar 15 Cilacap get the constrains in implementing  managerial competencies, namely limitations in manging the school’s finances.

This study aims to analyze the efficiency of human resource management in improving the quality of Muaro Jambi Extraordinary School. This study uses qualitative descriptive methods. Data is collected through observations, interviews, and documentation. The results showed that SLB Muaro Jambi applies two management functions in managing its SDM, namely the planning and implementation functions. Human Resource Management consists of planning the needs and development of educators and education personnel; procurement of capacity building training for teachers and staff/employees. The implementation of human resources involves committees, teachers, and staff/ employees to realize the activities that have been planned. Human Resources Management can effectively improve the quality of education in SLB.

In PGMI Program STAIN Al-Fatah Jayapura quality of learning still little bit unsatisfied, because by following the acreditatuon score is C. Based on the fact, implementation management of strategy program PGMI still don't applied yet optimally. This matter affected by number of human resources still limited at homebase of PGMI and theres is not certain duty yet, even head of program education, so all the decision is centered on course department. The aim of this research is to find out the implementation ofmanagement strategy and instructional’s quality of PGMI study program. Based on the result of the data this research has management of strategy in the PGMI Program there were: a.) planning of the learning activity through making learning activity schedule that consist of kind of subjects and list of supported lecturer b.) conducting learning activity in PGMI Program when it conducted as learning schedule and RPS. c.)  controlling/supervising based on : lecturer journal, lecturer teaching daily journal, lecturer absent and lecturer questionaire. d.) evaluation learning activity was applied clearly from lecturer or students. For lecturer through first meeting and the last semester. Meanwhile, evaluation for students through ; active and present score, individual task nor group that given by lecturer, mid-term test, last-term test, and comprehensive test in the end of study.

As an effort to improve the quality of human resources, the development of human resources was important for the goverment to focus on improving the quality of education by provision learning processes with quality education personnel. This article aimed to discussed the principle management of educational staff of the Al-Qur'an perspective. This research was literature studies, namely by examining journals, books, research reports. The result showed that : (1) the Principle of Tawheed, covering the principle of unity of direction and unity of command; (2) Principles of justice and prosperity; (3) The principle of deliberation; (4) Principles of efficiency, effectiveness and productivity; (5) Disilpin principle, integrity and loyalty; (6) The principle of division of authority and responsibility; (7) Principle of Ukhuwah. An understanding of the management principle of the Al-Qur'an perspective in the management of Islamic education institutions will be able to contribute positively, including planning of education personnel, the process of recruitment, selection and placement, and the development of education personnel. Education as a learning activity or teaching and learning process can occur both inside and outside, as an educational activity can take place in the family, as well as in official educational institutions, activities or institutions are able to instill and make Islam as the basis for implementing education. The strategy implemented in facing the development of science and technology is the motivation of students' creativity towards the development of science and technology itself where Islamic values become a source of reference, educating skills, utilizing science and technology products, creating a strong link between religion and science and relationships with scientists who hold science and technology authority in their respective fields, Instill broad attitudes and insights into the future of humanity through the ability to interpret religious teachings. One of the priorities of national education development in relation to the development of the quality of human resources is related to improving the quality of each type and level of education so the existence of Islamic education in the face of the development of science and technology needs to be developed policies that emphasize improving the quality of human resources, intellectual intelligence, emotional intelligence, and spiritual intelligence.

The purpose of the this research is: (1) To know the quality of the mathematics learning outcomes that apply a authentic assessment, (2) To know the student's response to the application of an authentic assessment of mathematics learning. This study uses a quantitative method of causal-comparative type, using test instruments, questionnaires and observations. The object of this study is conditioned in 2 classes, control class (Class 8B) and experiment class (Class 8E). The results showed that the application of the authentic assessment used by teachers is good. On the basis of the data obtained, it is known that the result of learning two classes (control class and experiment class) on attitudinal aspects and skills has the same relative quality. While the learning outcomes on the knowledge aspect, the maximum value reached by the experimental class is higher than the control class (from 72.5 to 65). The effect of treatment on the experimental class is low, indicated by the value of ES (effect size) obtained equal to 0.3. The result of the study based on the student's response level shows that there are 7 students who have a low response to the learning activity (18%), 23 students have an average response to the learning activities (61%) and 8 students have a high response to learning activities. Two other categories, none of the students had very low and very high responses to learning activities (0%). This study also confirmed that Ho was rejected and Ha was accepted, so it can be concluded that  there are differences in mathematics learning outcomes among students who use authentic assessment with students who do not use authentic assessment.

This article discusses how competence certification can be used as a means of improving the quality of educators in outofschool education. The competence certification is to be based on the basic competence, competence standards, and competence indicators which are offered in this article.

ABSTRACTThe good quality of financial statements of the government can describe the good performance of governance management. The purpose of this study was to obtain a policy strategy to improve the quality of financial reports of Research, Development and Innovation Agency (RDIA) and to determine factors that influence the quality of financial report, and in the end could be hoped to get the better opinions of BPK. This study used questionnaires that distributed to respondents from technical unit of RDIA throughout Indonesia. SWOT and QSPM analysis methods were used in this study. The results of the study with SWOT analysis produced some priority strategy in the form of Strength-Opportunities combinations (SO). To get a better strategy, QSPM analysis was used with the results that RDIA should improve human resources capacity, especially for operator staffs that appropriate with educational background and enhancement of role and responsibilities of the leaders division on the financial statements as well. ABSTRAKLaporan keuangan pemerintah yang berkualitas baik dapat menggambarkan kinerja pengelolaan kepemerintahan yang baik. Tujuan penelitian ini adalah memperoleh strategi kebijakan untuk meningkatkan kualitas laporan keuangan Badan Litbang dan Inovasi dan menentukan faktor-faktor yang mempengaruhi kualitas laporan keuangan. Strategi peningkatan kualitas laporan keuangan dapat menghasilkan opini BPK RI yang lebih baik. Penelitian ini menggunakan kuesioner kepada responden dari satuan kerja lingkup Badan Litbang dan Inovasi seluruh Indonesia. Penelitian ini menggunakan metode analisis SWOT dan analisis QSPM. Hasil penelitian dengan metode SWOT menghasilkan beberapa strategi prioritas dari kombinasi Kekuatan-Peluang (SO). Untuk mendapatkan strategi yang lebih baik digunakan analisis QSPM dengan hasil strategi yang perlu dilakukan Badan Litbang dan Inovasi yaitu peningkatan sumber daya manusia terutama petugas operator sesuai kriteria dan pendidikan serta peningkatan peran dan tanggung jawab pimpinan terhadap laporan keuangan.

The quality of education of a nation is largely determined by the quality of human resources both educators and educational staff. Therefore, it is a necessity for every educational institution to improve the quality of teaching staff. Efforts to increase or develop it lead to one meeting point that is so that the school towards the ideals expected by all existing stakeholders. This study uses a qualitative approach to the type of case study, which research is carried out at Sunan Giri Islamic Middle School. Data collection is done using techniques: interviews, observation, and documentation. While the data obtained were analyzed through several stages namely: Condensation, data display, and verification of conclusions as well as checking the validity of the data. The process of developing human resources both educators and education personnel has been going well, but there are still shortages here and there both in terms of implementation and evaluation of the results of the development.
