Dana desa merupakan dana yang bersumber dari Anggaran Pendapatan dan Belanja Negara yang di peruntuhkan untuk desa dan bantuan keuangan dari APBN diharapkan akan menjadi sumber pendapatan desa untuk menunjang pembangunan yang ada di desa. Dana desa digunakan sepenuhnya untuk memfasilitasi pembangunan dan pemberdayaan masyarakat desa yang bertujuan untuk meningkatkan kesejahteraan masyarakat desa dan meningkatakan kualitas hidup serta penanggulangan kemiskinan. Tujuan penelitian ini untuk menganalisis implementasi dana desa di Desa Bolli Kecamatan Ponre Kabupaten Bone. Jenis penelitian yang digunakan dalam penelitian ini yaitu penelitian kualitatif dengan menggunakan metode penelitian deskriptif analitis. Penelitian ini menggunakan purposive sampling dalam pengambilan sampel dengan menentukan beberapa informan dengan kriteria yang telah di tentukan terlebih dahulu. Hasil penelitian menunjukkan bahwa penggunaan dana desa dalam pembangunan desa dan pemberdayaan masyarakat di Desa Bolli fokus pada prioritas pembangunan infrastruktur jalan sehingga sarana dan prasarana lain yang dibutuhkan oleh masyarakat tidak terpenuhi. Village funds are funds sourced from the State Budget which is set aside for villages and financial assistance from the State Budget is expected to be a source of village income to support the development in the village. Village funds are used fully to facilitate the development and empowerment of rural communities aimed at improving the welfare of rural communities and improving the quality of life as well as poverty alleviation. The purpose of this study was to describe the implementation of village funds in Bolli Village, Ponre District, Bone Regency. The type of the research used in this study was qualitative research using descriptive analytical research methods. This study used purposive sampling by determining several informants with predetermined criteria. The results show that the implementation of village funds for community development and empowerment in Bolli Village focuses on the priority of road infrastructure development so that other facilities and infrastructure needed by the community are not fulfilled.

Introduction. Given the limited own resources of local self-government, it is important to ensure the effective functioning of the mechanism for providing investment subventions from the state budget. Such investment subventions include subventions for the formation of infrastructure in the united territorial communities and subventions for the implementation of measures of socio-economic development of separate territories. The purpose of the paper is the analysis of the mechanism of providing and using investment subventions to local budgets in order to identify disadvantages and eliminate them. Results. Providing an “infrastructure” subvention to local budgets has strengthened the capacity of united territorial communities and to some extent improved the quality of services provided to the population. During 2016–2019, UAH 6.5 billion was allocated from the State Budget of Ukraine to local budgets for infrastructure development and 9475 projects were implemented. With the help of these subventions, schools, kindergartens, outpatient clinics, cultural and sports institutions, water mains and roads were built and repaired, and specialized transport was purchased. However, in recent years, the role of this subvention has decreased significantly due to the fact that the number of UTCs that received an infrastructure subvention during 2016–2021 has increased significantly, and its volume has hardly changed. The amount of subventions from the state budget to local budgets for the implementation of measures for socio-economic development of certain territories has also decreased, which negatively affects the capacity of local governments in the field of investment projects. Conclusion. The volume of investment subventions remains insufficient, and their distribution is partly in a “manual mode”, which creates a favorable environment for political corruption and lobbying.

Abstract. The article examines the mechanisms of process financing informatization of administrative services. The purpose of the article is to determine the sources of funding and prospects for the provision of administrative services in terms of informatization of the public sector of Ukraine. Research methods are comparative analysis of analytical and official statistical data of Ukraine, institutes of international support on the basis of group classification of instruments of financing of Administrative Servics Center (ASC). It is proved that decentralization, development and improvement of the quality of administrative services determine the ASC as a priority area of reforming the system of administrative services in Ukraine. The legal bases of creation and maintenance of functioning of ASC, legal statuses of establishment, principles of process of rendering of administrative services in ASC are defined. The dynamics of the number of administrative service centers and regional features of functioning are analyzed. Sources of financing of ASC (the state budget, regional and city budgets, means of the State fund of regional development, the international projects of technical assistance) are allocated. It is proved that the most common and largest source of funding for informatization processes in the ASC is the state budget (subvention for infrastructure development). The authors propose a forecast model for the creation and development of administrative service centers in Ukraine under conditions of further state funding in appropriate volumes. The necessity of attracting external sources of financing (funds of international technical assistance projects, initiatives of international donors) in the conditions of limited and deficit of the state budget of Ukraine is substantiated. The necessity of modernization of ASC from the point of view of use of IT-technologies is substantiated. Priority areas for comprehensive reform of improving the quality of administrative services are identified: decentralization, simplification, deregulation, institutional capacity development and communication support. The allocation of village funds is funds allocated by the district/municipality governments for villages sourced from the state budget and revenues or central and regional fiscal balances funds, used to finance the implementation of governance, development implementation, community development and community empowerment. The grant of village funds is done in several stages budgeting, allocation, distribution, use, reporting, and monitoring or evaluation of village funds. The objectives of this research is to find out the mechanism of channeling the allocation of village funds in the kauneran village of one of the subdistricts of sonder of minahasa district and to know the constraints faced in the tranparency and accountibility of the management of the village fund allocation in th kauneran village of one district of minahasa regency. The results of this study indicate that transparency and accountibility of gradual allocation of village funds from budgeting, allocation, use, reporting, and monitoring or evaluation work well.Keywords : Allocation of village funds, Transparency, Accountibility

In connection with the completion of the administrative-territorial reform and the creation of 1469 territorial communities (TGs) in Ukraine, which function on the basis of direct relations with the central budget of the country, the issue of summarizing the results of the activities of previously created communities to generalize the directions of their development is being updated. An analysis of the activities of previously created TGs, which have worked on the terms of direct relationships with the state budget for 1 to 3 years, shows a very different level of their effectiveness. Therefore, the issue of economic efficiency of TG activities should become an object of thorough research in order to determine the factors and substantiate the directions of development of territorial communities. Based on a study of the performance indicators of 17 rural communities in the Luhansk region, results were obtained that show certain patterns of variability in the specific indicators of income, capital and current costs per capita, depending on the general indicators of TG, such as the number of inhabitants and the area of TG territory. As a result, for the rural territorial communities of the Luhansk region, functioning in the same climatic and industrial conditions, ideas about relevant areas of community development, in particular, through more efficient use of land resources, assistance to the development of entrepreneurship, limiting the costs of maintaining the community management apparatus, taking into account objective trends in the change in indicators depending on the size and area of the territory of communities.

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

Abstract Background The main objective of this study is to develop a multilevel multi-factor index to assess the quality of life of the Malayali tribal population of India at the household and village levels based on nine domains, namely, Demography, Economy, Health, Human Development, Infrastructure Development, Work Participation, Recreation, Social Capital and Self Perception. An attempt is made to classify the individuals as well as villages by the overall scores of a multi-factor -index within a community which will help policymakers to develop concrete policy recommendations for the improvement of the quality of life of this tribal group. Method Multilevel factor analysis is utilized to determine uncorrelated meaningful factors and their respective weights using Mplus software from the nested dataset consists of values of nine domains of 1096 individuals collected from 19 villages. A multilevel multi-factor index is constructed using the weights of these factors. The qualities of the lives of different households and different villages are assessed using the scores of this index. Results Three different factors are identified at household as well as village levels. The quality of life at Households and Village levels are classified as poor, low, moderate, good, and excellent based on five quintiles of the scores of the multi-factor index, and the contribution of each domain in this classification is ascertained. Discussion This study finds that at household as well as at village levels, the quality of life of the individuals of this tribal population increases with an increase in education, income, and occupation status which make them lead a healthy life and also make them to find time and money to spend on recreation. Infrastructure is not important at the household level but not so at the village level. Conclusion The main purpose of developing this kind of multi-factor index at different levels is to provide a tool for tribal development based on realistic data that can be used to monitor the key factors that encompass the social, health, environmental, and economic dimensions of quality of lives at the household and community levels of these tribal people.

<p><em>The state has provided a lot of welfare to the citizens of rural communities, who make up the largest part of this nation. Socio-economic welfare as a public interest has been pursued by the state with its authority, including in the form of a policy to establish Village Owned Enterprises (BUM Desa). The issuance of Law Number 6 of 2014, PP Number 43 of 2014 and the Village Regulation of PDTT Number 4 of 2015 relating to the interests of the village community, became a strong foundation for the establishment of BUM Desa. In Karawang Regency, this was followed up with the issuance of Regional Regulation Number 4 of 2019 and Perbup Number 35 of 2020. One of the problems when public policy was implemented started from the substance of policies that were bad policy, unclear, not operational/incomplete, ambiguous, and contradictory.</em><em> </em><em>The research uses normative juridical methods and literature review. The results of the study indicate that the issue of welfare of rural communities is embodied in various state/government regulations. There is a relationship between the local government as an operational policy maker and the policy environment as well as a hierarchical relationship with policy makers regarding BUM Desa at the national level. There are several policy substances that are considered bad policies, because they are unclear, not operational/incomplete, ambiguous and contradictory. This will have implications for the ineffective implementation of BUM Desa policies by implementers at the lowest level of government.</em></p><p><strong><em>Keywords</em></strong><em> : evaluation, public policy, village-owned enterprises</em></p>

Pemuteran has tourism potential and stunning natural beauty. Pemuteran village communities have not been involved in tourism activities resulting maximum untapped tourist potential to the maximum, limited opportunity society are involved in tourism development, and creativity in tourism in the village. This research is objective to maximize the role of the community in various aspects of tourism development. The development of tourism is expected to: (1) empowering local communities; (2) diversification of rural tourism products; (3) demonstration model to develop green tourism; (4) produce a tourism product of high quality and competitiveness; (5) the development of a more responsible and sustainable tourism. Data were collected through observation, interviews, questionnaires, literature studies, and technical documentation. Data were analyzed using qualitative descriptive analysis of IFAS, EFAS, and SWOT. The strategy resulted in the development of green tourism as an effort to increase community empowerment in economic activity in the village of Pemuteran is green tourism marketing strategy; Strategy creation and development of green tourism products; Strategy commitment and development of community-based tourism development in North Bali; The strategy for improving the quality of human resources through the mastery of information technology and entrepreneurship; Waste management strategy together and independently; Infrastructure development strategy based tourism green tourism; Strategy green tourism travel packages in Buleleng. Advice can be given is the importance of the commitment in the development of tourism development in North Bali-based green tourism; the need for management of solid waste management; the need for the identification and development of a tourist attraction; importance of improving the quality of human resources that are highly competitive; the importance of increasing public participation in the planning, implementation and monitoring of tourism development in the region.

AbstractAs farms are consolidated into larger operations and small farms close down for economic reasons, rural areas lose ecological, social and economic functions related to farming. Biodiversity and scenic, open-vista landscapes are lost as fields are left unmanaged. Social and economic benefits such as local job opportunities and meeting places disappear. Four Swedish rural communities were examined to increase our understanding of the functions that a diverse agriculture provides and which of these are lost as farms cease operation and overall rural social capital is depleted. Workshops and interviews with village action groups and with farmers were carried out. Both groups identified key functions from farming that are important to the rural community, such as production of food and fiber, businesses and jobs, human services, local security, ecosystem services such as nutrient cycling and biodiversity, and functions pertaining to quality of life. Several ways in which village action groups can support agriculture were identified that current industrial agriculture and even agri-environmental schemes fail to achieve. These include organizing local meeting places, encouraging local processing and consumption and supporting farmers in their work. We conclude that agriculture and village action groups match well in community development and that policies supporting this match would be useful.
