The results of the research of preserved Volynian Roman-catholic churches of the interwar period are represented in the article. During the 1920-30s many cathedrals were built in the region, which became an element of the Polish strengthening in the annexed eastern territories. The power legitimization in Volyn had a great importance because of the polyethnic character of this region and the numeral majority of the Orthodox population. Till our time predominantly stone cathedrals were preserved, which represent the wide architectural-style range and reflect the change process of the style priorities from the folk-romantic direction to constructivism. Besides, each cathedral played a great role in the planning and spatial development of the settlements; it was the compositional center of the building complex, the architectural accent. The state care and preservation of the Roman-catholic churches today is a feature of recognition of these buildings as a part of the European cultural heritage.

Although his activity as a private collector has been documented, the extent to which William Ewart Gladstone's interest in art was implicated in his thought on church and state has been overlooked. Previously unnoticed memoranda and correspondence of the 1830s and 1840s with the French art historian and Roman Catholic thinker, François Rio, demonstrate a fascination with religious painting of early Renaissance Italy, of the sort which only came to be appreciated in Britain many years later. For Rio, however, introducing Gladstone to ‘Christian art’ was as much about encouraging Gladstone in his hopes of reuniting the Protestant and Catholic churches as it was about reforming his taste. The manuscripts considered here show Gladstone to have viewed art history in terms of a struggle between sanctity and sensuality, visualized in terms both of the individual as well as of nationalities. In so far as the young Conservative politician formulated this history in tandem with his theory of the religious personality of the state, a study of his model of Christian art's development affords a new path into an old debate: did Gladstone betray the principles of his first book, The state in its relations with the church (1838) in his subsequent political evolution into Liberal statesman?

A large number of Roman Catholic population, mainly ethnic Lithuanians and Belarusians, joined the Russian Empire during the division of the lands of the Polish-Lithuanian Commonwealth in 1771-1795. The first section of 1772 included mainly the Eastern Belarusian territories and the new Roman Catholic subjects of the Empire were mostly ethnic Belarusians. This fact influenced the choice by the Russian Imperial administration of «Bishop of Catholic churches in Russia». They appointed Stanisław Bohusz Siestrzeńcewicz. In accordance with the volition of Empress Catherine II, the “Bishop of Belarus” was placed in Mogilev. He was entrusted with the gradual transfer of control of the Russian Roman Catholics in within the Empire. Siestrzeńcewicz was a “Litvin” by origin, raised in a mixed Protestant and Catholic family. Over time, Siestrzeńcewicz became close to understanding the national otherness not only of his East Slavic flock, but, apparently, his own. His otherness was vitally connected with the use of the names “Belarus”, “Belarusian”. The relocation of Siestrzeńcewicz in the early nineteenth century from Mogilev to Saint Petersburg gave him the opportunity to significantly expand his ties and influence in the state. This contributed to his further scientific and literary researches. Even in Mogilev, he created a number of works, which described the Western part of the East Slavic lands, considers the problem of unity of the origin of the East Slavic peoples. By the end of his life, Siestrzeńcewicz sees the past, present and future of all the Eastern Slavs in close connection with the fate of Russia, “the State that occupies the ninth part of the inhabited globe...”

Social change is a change in the community that includes changes in aspects of the structure of a society, or because of a change of environmental factors, because of the changing komposis population, geographical situation, and the changing system of social relations, as well as changes in social institutions. Social change process includes two stages, the process repeats, reproduces all the things that are accepted as the cultural heritage of our ancestors before, and the process of transformation is a change of human behavior, which is actually the basis of the behavior of structural been embedded in the present and future then. As social institutions, educational institutions must be able to translate the state of soci ety to society itself. When people experience social change, the institution itself should be a modifier of that society.

In the Arabian Gulf two identities can be really considered almost as important as the national one: the tribal and the sectarian ones. Someone should expect that the reinforcement of these identities is a direct response to inequality and processes of exclusion. Furthermore, parochial tribalism is expected to arise as the protector of cultural heritage, especially in a region where the ex-pats vastly outnumber the locals. Nonetheless, both statements are far from truth. In this paper we will analyze how in the Gulf, sectarian identity came to play a significant role only after the 1979 Islamic revolution in Iran and it keeps on surviving through mainly instigations and Iranian propaganda, provocations and support. It should be noted that Sunni identity has been allegedly subjugated in other Middle East States (mainly in Syria and Iraq) but in the Gulf the sectarian challenge stems from the Shia communities, openly supported by Tehran. Strangely enough, the tribal identity does not pose that much of a challenge, since tribes are more the friend than the enemy of all Gulf States. Actually, these countries could not have survived without the loyalty and commitment of the tribes not only to the Royal families but also to the idea of the State and the ideal of the Nation – and Gulf Nations do protect their cultural heritage. Currently, the issue of preservation and effective use of cultural heritage is relevant. Bryansk region has a significant number of valuable historical and cultural monuments. Almost every district is rich in unique places of interest, a special place among which is occupied by the estate. Within the framework of the concept of landscaping of the estate of Alexei Konstantinovich Tolstoy in the village of Krasny Rog, Pochepsky district, Bryansk region, together with the company "Bryanskpromburvod" were carried out field surveys, engineering-geological, hydrological surveys and other necessary activities in order to compile a pre-project proposal for the reconstruction of the source of artesian water, taking into account archival and bibliographic materials, with minor changes in view of the current state of the territory of the object of cultural heritage. Taking into account engineering-geological and hydrological researches, results of full-scale inspection of the territory, the technology of drilling of a well, necessary materials and the equipment for its arrangement is picked up. The article considers the issue of attracting tourists and vacationers to the source of artesian water in the estate of Alexei Konstantinovich Tolstoy. Above the source it is recommended to install a pump room for the release of water, in order to protect it from pollution, and perform it in the architectural style corresponding to the period of life of Alexei Konstantinovich Tolstoy in the estate. Historical and cultural heritage can act not only as a factor in the development of spiritual life, but also as one of the promising areas of economic development in the Bryansk region. The attractiveness of the Museum-estate increases the tourist attendance, and part of the funds can be used for the maintenance of cultural heritage.

The book integrates philosophical, historical, and empirical analyses in order to highlight the profound roots of the limited legitimation of parties in contemporary society. Political parties’ long attempts to gain legitimacy are analysed from a philosophical–historical perspective pinpointing crucial passages in their theoretical and empirical acceptance. The book illustrates the process through which parties first emerged and then achieved full legitimacy in the early twentieth century. It shows how, paradoxically, their role became absolute in the totalitarian regimes of the interwar period when the party became hyper-powerful. In the post-war period, parties shifted from a golden age of positive reception and organizational development towards a more difficult relationship with society as it moved into post-industrialism. Parties were unable to master societal change and favoured the state to recover resources they were no longer able to extract from their constituencies. Parties have become richer and more powerful, but they have ‘paid’ for their pervasive presence in society and the state with a declining legitimacy. The party today is caught in a dramatic contradiction. It has become a sort of Leviathan with clay feet: very powerful thanks to the resources it gets from the state and to its control of societal and state spheres due to an extension of clientelistic and patronage practices; but very weak in terms of legitimacy and confidence in the eyes of the mass public. However, it is argued that there is still no alternative to the party, and some hypotheses to enhance party democracy are advanced.

This paper is an attempt to explain problems of cultural heritage conservation and management in Thailand due to the neglect of the State and the weakness of the society in understanding and protecting their cultural heritage especially the “folk culture” against globalization. The paper also points out that the impending Thailand Charter for cultural heritage conservation and management is the key solution to counterbalance today’s threats. Non-government organizations should take the lead in drafting the Charter with full public participation. Meanwhile local cultural heritage organizations which are at risk should immediately respond, with all stakeholders involved, before it is too late.

Kazakhstan's geo-cultural brand is "The Great Steppe as an ethno-territorial image of the steppe civilization".

The main objective of the article is to analyse the state of cultural security of the Uyghur minority. Due to the fundamental significance of identity and culture for the functioning of national minorities, it belongs from their perspective to the most crucial sectors of security, especially since a whole range of threats concerns it. The text uses the case study method, and the situation of the Uyghur minority in the People’s Republic of China has been chosen as an example. The following parts of the study define the terms used in the article, characterize the Uyghur minority, and indicate the most critical threats to its cultural security. These include the processes of migration together with the accompanying processes of urbanization and industrialization, the destruction of cultural heritage, threats in the area of culture and education, and dangers related to the state’s policy towards Islam and the potential radicalization of its Uyghur followers.
